THE ART OF ‘GOVERNING NATURE’: ‘GREEN’ GOVERNMENTALITY AND THE MANAGEMENT OF NATURE by KRISTAN JAMES HART A thesis submitted to the Graduate Program in Environmental Studies In conformity with the requirements for the Degree of Masters of Environmental Studies Queen„s University Kingston, Ontario, Canada (September, 2011) Copyright ©Kristan James Hart, 2011 Abstract This thesis seeks to unpack the notions of Michael Foucault's late work on governmentality and what insights it might have for understanding the „governing of nature‟. In doing this it also operates as a critique of what is often termed 'resourcism', a way of evaluating nature which only accounts for its utility for human use and does not give any acceptance to the idea of protecting nature for its own sake, or any conception of a nature that cannot be managed. By utilizing a study of the govern-mentalities emerging throughout liberalism, welfare-liberalism and neoliberalism I argue that this form of 'knowing' nature-as-resource has always been internal to rationalities of liberal government, but that the bracketing out of other moral valuations to the logic of the market is a specific function of neoliberal rationalities of governing. I then seek to offer an analysis of the implications for this form of nature rationality, in that it is becoming increasingly globalized, and with that bringing more aspects of nature into metrics for government, bringing new justifications for intervening in „deficient‟ populations under the rubric of „sustainable development. I argue, that with this a new (global) environmental subject is being constructed; one that can rationally assess nature-as-resource in a cost-benefit logic of wise-use conservation. -

Nietzsche sees new philosophers coming up who have the strength for the dangerous “maybe.” Note in general Nietzsche’s preference for the conditional tense, his penchant for beginning his questioning with “perhaps” or “suppose” or “maybe.” In many of the passages throughout this book Nietzsche takes up a perspective which perhaps none had dared take up before, a perspective to question what had seemed previously to be unquestionable. He seems to constantly be tempting the reader with a dangerous thought experiment. The dissertation will look at the idea in several ways to elucidate the depth and complexity of the idea. First, it will be looked at through its evolution, as it began as an idea early in Nietzsche’s career and reached its full complexity at the end of his career with the planned publication of his Revaluation of All Values, just before the onset of his madness. Several questions will be explored: What is the nature of the revaluator who is supposed to be instrumental in the process of revaluation? What will the values after the revaluation be like (a rebirth of ancient values or creation of entirely new values)? What will be the scope of the revaluation? And what is the relation of other major ideas of Nietzsche’s (will to power, eternal return, overman, and amor fati) to the revaluation? Different answers to these questions will be explored. -

Newton The Evergreen State College N e w t o n | 1 "During times of universal deceit, telling the truth becomes a revolutionary act." --George Orwell The death of Joseph Stalin left the Soviet Union in a state of dynastic confusion, and the most repressive elements of the society he established remained. After Nikita Khrushchev secured power in the mid-1950s, he embarked on a campaign to vanquish these elements. While boldly denouncing Stalin’s cult of personality and individual authority in his ‘Secret Speech’ of 1956, he failed to address the problems of a system that allowed Stalin to take power and empowered legions of Stalin-enablers. Khrushchev’s problem was complex in that he wanted to appease the entire Communist Party of the Soviet Union in 1956 and yet legitimize his position of power. The level of embeddedness of Stalinism in the Soviet Union was the biggest obstacle for Khrushchev. Characterized with the “permanent” infrastructure of the Soviet Union, Stalin’s autocratic rule was intertwined with virtually all aspects of Soviet life. These aspects can be broken down into four elements: Stalin’s status as an absolute champion of Communism, and his cult of personality; the enormous amount of propaganda in all forms that underlined Stalin as the “protector” of the Soviet Union during threat and impact of foreign war, and the censorship of any content that was not aligned with this mindset; the necessity and place of the Gulag prison camp in the Soviet economy, and how it sustained itself; and the transformation of Soviet society into something horrifically uniform and populated with citizens whom were universally fearful of arrest and arbitrary repression. -

In his native Russia, Pasternak's anthology My Sister Life, is one of the most influential collections ever published in the Russian language. Furthermore, Pasternak's theatrical translations of Goethe, Schiller, Pedro Calderón de la Barca, and William Shakespeare remain deeply popular with Russian audiences. Outside Russia, Pasternak is best known for authoring Doctor Zhivago, a novel which spans the last years of Czarist Russia and the earliest days of the Soviet Union. Banned in the USSR, Doctor Zhivago was smuggled to Milan and published in 1957. Pasternak was awarded the Nobel Prize for Literature the following year, an event which both humiliated and enraged the Communist Party of the Soviet Union. In the midst of a massive campaign against him by both the KGB and the Union of Soviet Writers, Pasternak reluctantly agreed to decline the Prize. In his resignation letter to the Nobel Committee, Pasternak stated the reaction of the Soviet State was the only reason for his decision. By the time of his death from lung cancer in 1960, the campaign against Pasternak had severely damaged the international credibility of the U.S.S.R. He remains a major figure in Russian literature to this day. Furthermore, tactics pioneered by Pasternak were later continued, expanded, and refined by Aleksandr Solzhenitsyn and other Soviet dissidents. <b>Early Life</b> Pasternak was born in Moscow on 10 February, (Gregorian), 1890 (Julian 29 January) into a wealthy Russian Jewish family which had been received into the Russian Orthodox Church. -
A Foucauldian Analysis of Black Swan
Introduction In the 2010 movie Black Swan , Nina Sayers is filmed repeatedly practicing a specific ballet turn after her teacher mentioned her need for improvement earlier that day. Played by Natalie Portman, Nina is shown spinning in her room at home, sweating with desperation and determination trying to execute the turn perfectly. Despite the hours of gruesome rehearsal, Nina must nail every single aspect of this particular turn to fully embody the role she is cast in. After several attempts at the move, she falls, exhausted, clutching her newly twisted ankle in agony. Perfection, as shown in this case, runs hand in hand with pain. Crying to herself, Nina holds her freshly hurt ankle and contemplates how far she will go to mold her flesh into the perfectly obedient body. This is just one example in the movie Black Swan in which the main character Nina, chases perfection. Based on the demanding world of ballet, Darren Aronofsky creates a new-age portrayal of the life of a young ballet dancer, faced with the harsh obstacles of stardom. Labeled as a “psychological thriller” and horror film, Black Swan tries to capture Nina’s journey in becoming the lead of the ever-popular “Swan Lake.” However, being that the movie is set in modern times, the show is not about your usual ballet. Expecting the predictable “Black Swan” plot, the ballet attendees are thrown off by the twists and turns created by this mental version of the show they thought they knew. Similarly, the attendees for the movie Black Swan were surprised at the risks Aronofsky took to create this haunting masterpiece. -

6. Neoliberal Governmentality: Foucault on the Birth of Biopolitics

NEOLIBERAL GOVERNMENTALITY: FOUCAULT ON THE BIRTH OF BIOPOLITICS The political, ethical, social, philosophical problem of our days is not to liberate the individual from the State and its institutions, but to liberate ourselves from the State and the type of individualisation linked to it (Foucault, 1982, p. 216). Power is exercised only over free subjects, and only insofar as they are free. (Foucault, 1982, p. 221). INTRODUCTION In his governmentality studies in the late 1970s Foucault held a course at the Collège de France the major forms of neoliberalism, examining the three theoretical schools of German ordoliberalism, the Austrian school characterised by Hayek, and American neoliberalism in the form of the Chicago school. Among Foucault’s great insights in his work on governmentality was the critical link he observed in liberalism between the governance of the self and government of the state – understood as the exercise of political sovereignty over a territory and its population. He focuses on government as a set of practices legitimated by specific rationalities and saw that these three schools of contemporary economic liberalism focused on the question of too much government – a permanent critique of the state that Foucault considers as a set of techniques for governing the self through the market. Liberal modes of governing, Foucault tells us, are distinguished in general by the ways in which they utilise the capacities of free acting subjects and, consequently, modes of government differ according to the value and definition accorded the concept of freedom. These different mentalities of rule, thus, turn on whether freedom is seen as a natural attribute as with the philosophers of the Scottish Enlightenment, a product of rational choice making, or, as with Hayek, a civiliz- ational artefact theorised as both negative and anti-naturalist. -

Thomas Sherlock Confronting the Stalinist Past: The Politics of Memory in Russia Attempting to reverse the decline of the Russian state, economy, and society, President Dmitry Medvedev and Prime Minister Vladimir Putin have paid increasing attention over the past two years to the modernization of Russia’s socioeconomic system. Aware of the importance of cultural and ideological supports for reform, both leaders are developing a ‘‘useable’’ past that promotes anti-Stalinism, challenging the anti-liberal historical narratives of Putin’s presidency from 2000—2008. This important political development was abrupt and unexpected in Russia and the West. In mid—2009, a respected journal noted in its introduction to a special issue on Russian history and politics: ‘‘turning a blind eye to the crimes of the communist regime, Russia’s political leadership is restoring, if only in part, the legacy of Soviet totalitarianism....’’1 In December 2009, Time magazine ran a story entitled ‘‘Rehabilitating Joseph Stalin.’’2 Although the conflicting interests of the regime and the opposition of conservatives are powerful obstacles to a sustained examination of Russia’s controversial Soviet past, the Kremlin has now reined in its recent efforts to burnish the historical image of Josef Stalin, one of the most brutal dictators in history. For now, Medvedev and Putin are bringing the Kremlin more in line with dominant Western assessments of Stalinism. If this initiative continues, it could help liberalize Russia’s official political culture and perhaps its political system. 01_SOVMINDCH1. 12/19/03 11:23 AM Page 1 THE ARTS IN RUSSIA UNDER STALIN December 1945 The Soviet literary scene is a peculiar one, and in order to understand it few analogies from the West are of use. For a vari- ety of causes Russia has in historical times led a life to some degree isolated from the rest of the world, and never formed a genuine part of the Western tradition; indeed her literature has at all times provided evidence of a peculiarly ambivalent attitude with regard to the uneasy relationship between herself and the West, taking the form now of a violent and unsatisfied longing to enter and become part of the main stream of European life, now of a resentful (‘Scythian’) contempt for Western values, not by any means confined to professing Slavophils; but most often of an unresolved, self-conscious combination of these mutually opposed currents of feeling. This mingled emotion of love and of hate permeates the writing of virtually every well-known Russian author, sometimes rising to great vehemence in the protest against foreign influence which, in one form or another, colours the masterpieces of Griboedov, Pushkin, Gogol, Nekrasov, Dostoevsky, Herzen, Tolstoy, Chekhov, Blok. The October Revolution insulated Russia even more com- pletely, and her development became perforce still more self- regarding, self-conscious and incommensurable with that of its neighbours. It is not my purpose to trace the situation histori- cally, but the present is particularly unintelligible without at least a glance at previous events, and it would perhaps be convenient, and not too misleading, to divide its recent growth into three main stages – 1900–1928; 1928–1937; 1937 to the present – artifi- cial and over-simple though this can easily be shown to be. -
