SUMMARY

Project Name: Rydens Enterprise School, Location: Hersham, Walton on Thames, Surrey NGR: TQ 11300 65050 Type: Evaluation Date: 29 March to 01 April Planning Reference: 2013/5035 & 2015/2627 (Reserved Matters) Site Code: RSW16

An archaeological (Phase 1) evaluation was undertaken by Cotswold Archaeology in March/April 2016 at Rydens Enterprise School, Hersham, Walton on Thames, Surrey in support of planning permission for a proposed residential development. The residential development site will be developed in two phases and the work undertaken as part of this Phase 1 evaluation comprised the excavation of thirteen trial trenches.

A Desk-based Assessment BA (CA 2014) identified prehistoric and Romano-British evidence within the wider environment, and with potential of possible peripheral agricultural features of a medieval date extending into the site. However, no archaeological features, deposits or finds were identified during the trial trench evaluation. The high water table identified during the evaluation may be a demonstration of the site having been prone to flooding, which may have made it unsuitable for settlement or agricultural activities.

1. INTRODUCTION

1.1 In March/April 2016 Cotswold Archaeology (CA) carried out an archaeological evaluation for Bewley Homes Ltd at Rydens School, Walton on Thames, Surrey (centred on NGR: TQ 11300 65050 and hereafter referred to as the Site (see Figure. 1).

1.2 Outline planning permission (Ref: 2013/5035) with Reserved Matters (Ref: 2015/2627) has been granted by Elmbridge Borough Council, the local planning authority (LPA):

“for a development comprising 296 residential units, replacement secondary school and sixth form college along with associated modified access, landscaping and parking following demolition of the existing school and sixth form college”.

1.3 An archaeological desk-based assessment (DBA), (CA 2014) was prepared in order to support the application. The DBA encompassed the entire development area covered by the planning application, which comprises the current school site and associated playing fields to the north and east which are due to be demolished and redeveloped with residential units.

1.4 The consultee comments from the Archaeological Officer, at Surrey County Archaeology Service (SCAS) (the archaeological planning advisor to the LPA) in light of the results of the DBA recommended that:

“….. there is the need for further archaeological work here. In the first instance this should comprise an archaeological evaluation trial trenching exercise, which will aim to establish rapidly what archaeological assets are and may be present. The results of the evaluation will enable suitable mitigation measures to be developed”

1.5 This programme of (Phase 1) archaeological trial trench evaluation work was undertaken within the proposed residential development area only in accordance with Condition 27 of 2013/5035. The proposed location of the replacement school and Sixth Form College is secured by a separate condition (26) and is to be undertaken and secured by a separate programme of archaeological work.

1.6 Condition 27 of 2013/5035 states that:

27 ARCHAEOLOGY- SCHEME OF WORKING (LARGE SURFACE AREA) – RESIDENTIAL DEVELOPMENT “A Written Statement of Investigation shall be submitted to and agreed in writing with the Borough Council before the commencement of the development hereby approved. No development shall take place until the applicant has secured the implementation of a programme of archaeological work and recording in accordance with the findings of that investigation”

1.7 The residential development site will be developed in two phases, with Phase 1 comprising the development commencing in the playing fields at the northern end of the current school site. The Phase 2 area lies within the footprint of the current school buildings and will not commence until the school has been vacated and moved to the replacement school on the neighbouring piece of land to the east.

1.8 Following consultation by CA with Nigel Randall the Archaeological Officer at SCAS, it was agreed that a programme of archaeological evaluation could be undertaken in two phases to fit in with the proposed residential development programme. Phase 1 detailed in this report comprised the evaluation of the current school playing fields to the north and Phase 2 will comprise of the evaluation of the area currently occupied by the current school buildings.

1.9 This report relates to the evaluation by trial trenching of the Phase 1 area only. In consultation with the SCAS it was confirmed that trial trenching comprising a 5% sample with a 1% contingency of the Phase 1 area would be required. A separate WSI for a programme of archaeological evaluation to be agreed with SCAS will be prepared for the Phase 2 area when it becomes available following the vacating of the school buildings or at such a time prior to this which may allow for the Phase 2 work to be undertaken.

1.10 The Phase 1 evaluation was carried out in accordance with a subsequent detailed Written Scheme of Investigation (WSI) produced by CA (2015) and approved by Nigel Randall the Archaeological Officer for Surrey County Archaeology Service (SCAS) prior to the commencement of fieldwork. The fieldwork also followed the Standard and Guidance for Archaeological Field Evaluation (CIfA 2014), the Management of Archaeological Projects 2 (English Heritage 1991), the Management

of Research Projects in the Historic Environment (MORPHE): Project Manager’s Guide (EH 2006). The evaluation was managed CA Project Manager Damian DeRosa. The work was monitored by Nigel Randall (SCAS). Trenches were completed and backfilled to the satisfaction of all concerned.

The site

1.11 The proposed residential development area is approximately 4.5ha, and comprises of the Rydens School buildings and associated open spaces and playing fields. Its northern boundary is defined by the Woking to mainline railway. To the south and west are residential properties, and Bell Farm Primary School and playing fields border the site to the east. The Phase 1 area of the site comprises an area of c.1.5ha.

1.12 The Site is situated within a relatively level landscape in the valley of the , a tributary to the River Thames. It is located at an elevation of c. 15m above Ordnance Datum.

1.13 The underlying geology within the proposed development site comprises sand, silt and clay of the Member, sedimentary bedrock formed between 34 and 56 million years ago in the Palaeogene Period. This formation is overlain by sand and gravel of the Kempton Park Gravel Formation, a Quaternary river terrace deposit (BGS Online 2016).

2. ARCHAEOLOGICAL BACKGROUND

2.1 A desk based assessment (DBA) for the full application area was prepared to accompany the outline planning application (CA 2014). A summary of the archaeological and historical background shown in the DBA is presented below;

Prehistoric 2.2 The evidence for prehistoric activity from within Walton-on-Thames and its environs comprises predominantly chance finds of Mesolithic to Iron Age date. The majority of these finds are of poor provenance and provide little more than a general indication

of prehistoric activity in this area. The potential for prehistoric activity within the Site is therefore considered low.

2.3 The location of an Iron Age/Romano-British site is located approximately 180m to the south-east, but no Iron Age activity is known at the Site itself and the potential for evidence dating to this period is therefore considered low.

Romano-British 2.4 There is limited evidence for Romano-British activity within the environs of the Site, and therefore the potential for Romano-British activity is considered low.

Early medieval and medieval 2.5 The Site, located on the periphery of Walton-on-Thames and within the wider surroundings of potential moated sites, is likely to have comprised agricultural land during the medieval period; therefore there is limited potential for archaeological remains of medieval date.

Post-medieval and modern 2.6 It is likely that the Site retained it rural character throughout the post-medieval period. The 1868 First Edition Ordnance Survey map shows the Site within a number of regular fields with straight boundaries, which could suggest that they represents a parliamentary enclosure. The ditch separating the eastern and western parts of the Site is illustrated on the map and this boundary, as well as a number of other boundaries, is demarcated by trees.

2.7 A number of changes occurred within the Site in the late 19th century. The 1896 Ordnance Survey map shows that a number of field boundaries within the Site had been removed and two of the fields in the centre of the Site had been developed as an orchard. The Site remained agricultural land until the construction of the school in 1955.

3. AIMS AND OBJECTIVES

3.1 The objectives of the evaluation were to provide information about the archaeological resource within the site, including its presence/absence, character, extent, date, integrity, state of preservation and quality, in accordance Standard and

guidance: Archaeological field evaluation (CIfA 2014). This information will enable SCAS acting on behalf of the LPA to identify and assess the particular significance of any heritage asset, consider the impact of the proposed development upon it, and to avoid or minimise conflict between the heritage asset’s conservation and any aspect of the development proposal, in line with the National Planning Policy Framework (DCLG 2012).

4. METHODOLOGY

4.1 The fieldwork comprised the excavation of 13 trenches (Trenches 1 – 13) 30m x 2m representing a 5% sample of the c.1.5ha Phase 1 area (see Figures. 1 & 2). These trenches were excavated in the locations shown on the attached plan (see Figure. 2, 3 & 4).

4.2 Trench 6 was slightly shortened due to a nearby site access point that needed to be maintained located immediately to the west. Trench 7 was moved northwards and slightly shortened due to nearby existing school buildings located to the south (see Figure 2).

4.3 All excavated trial trenches were set out on OS National Grid (NGR) co-ordinates using Leica GPS and modified accordingly. The final completed trench survey was recorded using Leica GPS in accordance with CA Technical Manual 4 Survey Manual.

4.4 Due regard for known services was undertaken prior to, during excavation and upon completion of the work at the Site. All work was undertaken in accordance with the Health & Safety at Work Act 1974 and Safe Systems of Work for – Excavations, Working Outdoors, Avoiding Overhead Services & Underground Services and correct PPE worn at all times.

4.5 All trial trenches were excavated by mechanical excavator equipped with a toothless grading bucket. All machine excavation was undertaken under constant archaeological supervision to the top of the first significant archaeological horizon or the natural substrate, whichever was encountered first. No archaeological deposits or features were encountered during the trial trench evaluation but all trenches were

recorded by hand in accordance with CA Technical Manual 1: Fieldwork Recording Manual.

4.6 The Site is located upon a low lying area of gravel deposits within the valley of the River Mole. During the trial trench evaluation the trenches became prone to flooding due to a high water table. All trenches were recorded and backfilled neatly and quickly based on the above findings after consultation and agreement with CA Project Manager Damian DeRosa and Nigel Randall (SCAS).

4.7 Deposits were assessed for their palaeoenvironmental potential in accordance with CA Technical Manual 2: The Taking and Processing of Environmental and Other Samples from Archaeological Sites and no deposits were identified that required sampling. No artefacts were identified during the trial trench evaluation.

4.8 The archive from the evaluation is currently held by CA at their office in Andover. Subject to the agreement of the legal landowner the site archive will be deposited with a designated archives service. A summary of information from this project, set out within Appendix B, will be entered onto the OASIS online database of archaeological projects in Britain.

5. RESULTS (FIGS 3 & 4)

5.1 This section provides an overview of the evaluation results; detailed summaries of the recorded contexts are contained within Appendix A.

5.2 The natural substrate at the Site consisted of a mid yellowish brown, silty clay and gravel throughout and was located at a depth ranging from 0.6m to 0.8m below the existing ground level. A mid greyish brown silty clay subsoil was found above the natural substrate and measured from 0.15m to 0.27m in thickness. Located above the subsoil, a topsoil consisting of a dark greyish brown silty clay measured from 0.24m to 0.43m in thickness.

5.3 Despite the potential for archaeology to be present at the Site, no archaeological features or deposits were identified in any of the trenches.

5.4 A modern posthole was identified at the western end of Trench 4 and a modern service was identified centrally within Trench 5.

5.5 No deposits suitable for palaeoenvironmental sampling were identified, and no finds were recovered or present in any of the trenches.

6. DISCUSSION

6.1 The objectives of the evaluation were to provide information about the archaeological resource within the Site, including its presence/absence, character, extent, date, integrity, state of preservation and quality.

6.2 The DBA (CA 2014) suggested a prehistoric and Romano-British presence within the wider environment, and a potential for possible peripheral agricultural features of a medieval date within the Site. However, no archaeological features or deposits, or finds were identified during the trial trench evaluation. The fact that the evaluation identified a high water table leading to flooding within every trench excavated demonstrates that the site may have been prone to flooding and therefore unsuitable either for settlement or agricultural purposes.
