Whereas it is necessary for preventing danger, obstruction or inconvenience to the public to regulate traffic of all kinds on the 26th October, 2011 the Day and on 27th, 28th and 29th October 2011, days of Immersion, I, Ranjit Kumar Pachnanda, Commissioner of Police, , in exercise of the powers vested in me under Section 115, 117, 122 & 126 M V Act. 1988 and Section 62, 62(1b) of Calcutta Police Act. / 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 & 93 of Rules for the Regulations of Traffic in Calcutta and Suburbs and under sub- sec.(1) of Section 4 of West Traffic Regulation Act, 1965 (W B Act XV of 1965) read with Govt. of Home (Transport) Department Order No.7605-WT dated the 20th July, 1965, and Govt. of West Bengal Transport Department Notification No. 3363-WT/3M-34/99, dt. the 18th April, 1999, do hereby order that all classes of vehicles and all kinds of traffic including the pedestrian traffic to the following areas and all the following thoroughfares or portions thereof shall be regulated in the manner prescribed below :-

These additional regulations shall remain in force during the days and the hours specified in the order. All previous orders issued in respect of the areas and the roads, streets and thoroughfares or portions thereof, which are repugnant to that mentioned below, shall remain suspended during the period.

(I) Movement of Goods Vehicles like Lorries, Trailors, Matador/ Tempo Van etc., not connected with carrying of images and immersion processions, shall be prohibited on all the roads and thoroughfares within the city as follows -

From 16.00 hrs. on 26.10.2011 to 04.00 hrs. on 27.10.2011. From 16.00 hrs. on 27.10.2011 to 04.00 hrs. on 28.10.2011. From 16.00 hrs. on 28.10.2011 to 04.00 hrs. on 29.10.2011. From 16.00 hrs. on 29.10.2011 to 04.00 hrs. on 30.10.2011.

However, the roads will be opened for Light Commercial Vehicles between 12.00 hrs. and 16.00 hrs. on 26.10.2011, 27.10.2011, 28.10.2011 and 29.10.2011.

The roads will also be opened to all types of vehicles, connected with immersion processions, throughout the day within the city on 27.10.2011, 28.10.2011 and 29.10.2011, except goods vehicles carrying images in and around Victoria Memorial Hall, i.e. portion of AJC Bose Road between D L Khan Road to Cathedral Road, Hospital Road, Queensway, Cathedral Road, Casuarina Avenue, Lovers Lane, etc.

(II) The following roads shall be closed to all vehicular traffic from 16.00 hrs. on 26.10.2011 to 04.00 hrs. on 27.10.2011, except for property line vehicles, or as and when considered necessary by the police on duty.

1) Bankim Chatterjee Street.

2) Shyama Charan Dey Street.

3) Road between Chandra Mondal Lane and Rash Behari Avenue. 4) S.N.Banerjee Road between Rani Rashmoni Road and R.A.Kidwai Road may be closed to vehicular traffic, if considered necessary by the police on duty. Vehicles coming along S.N.Banerjee Road will be diverted from R.A.Kidwai Road towards N.C.Street, Ganesh Chandra Avenue, C.R.Avenue to destination. 5) R.B. Avenue and Central Road between Sadananda Road and Peary Mohan Roy

Road, as and when considered necessary by the police on duty. 6) Raja Ram Mohan Roy Sarani between and M.G. Road, as and when

considered necessary. 7) Bhim Ghosh Lane between Bidhan Sarani and Hari Ghosh Street.

8) Keshab Ch. Sen Street between APC Roy Road and Bidhan Sarani.

9) Northern channel of Southern Avenue in front of Karunamoyee Kali Mandir. 10) / Bidhan Sarani between M G Road and Vivekananda Road as and when considered necessary.

Added area –

1) Mudiali Road in between Paharpur Road and Road as and when considered necessary.

1 (III) The vehicular traffic on the following thoroughfares shall be regulated from 16.00 hrs. on 26.10.2011 to 04.00 hrs. on 27.10.2011 in the manner indicated against each, or as and when considered necessary by the police on duty :

1) Jadulal Mullick Road and Baishnab Seth Street from north to south.

2) Kailash Bose Street from east to west. 3) Sahanagar Road from west to east, between Pratapaditya Road and Tollygunge Road. Vehicles along Tollygunge Road from Pratapaditya Place and Gopal Banerjee Lane shall be

allowed to take right turn towards Sahanagar Road. 4) Buses of route no. 17A shall be routed along Rash Behari Avenue - S. P. Mukherjee Road -

Hazra Road for both up and down journeys, as and when considered necessary. 5) Buses shall be diverted from the crossing of Raja Ram Mohan Roy Sarani/M.G.Road via M.G.Road - A P C Roy Road - Vivekananda Road and thence along usual route for both up and down journeys, as and when considered necessary.

Added area –

1) Both bound Mini Buses of Banamali Naskar Road i.e. Parnashree and Rabindra Nagar Mini shall be diverted through Road, State Garage, Upen Banerjee Road.

2) West Bound Buses of Route No. S-31, SD-4/1, 21 and Silpara to Mini Bus may be diverted through Biren Roy Road East.

(IV) No vehicles shall park, embark or disembark any person or load or unload on the roads between 16.00 hours on 26.10.2011 to 04.00 hours on 27.10.2011 as specified below :

1) On both sides along College Street from B.B. Ganguly Street to Keshab Ch. Sen Street and

Bidhan Sarani from Keshab Ch. Sen Street to Sankar Ghosh Lane.

2) On the southern side of K.K.Tagore Street between Rabindra Sarani and Jadulal Mullick Road. 3) There shall be no BUS or TRAM STOP on College Street between Keshab Ch. Sen Street and Surya Sen Street. 4) On both sides of S.N.Banerjee Road.

Added area –

1) and Raja S C Mullick Road.

2) D H Road from Taratala to Chowrasta

3) Banamali Naskar Road (entire)

4) Upen Banerjee Road

5) Biren Roy Road (West).

6) Pathak Para Road

7) Arya Samity Road

8) Siddhinath Chatterjee Road

9) Santoshpur Avenue

10) Raja S C Mullick Road, entire in between NSC Bose Road and Station Road.

11) D H Road from 3/A Bus Stand to Chowrasta

12) James Long Sarani, entire

13) M L Gupta Road, entire

14) Santosh Roy Road, entire

(V) For the safety and convenience of the pilgrims, special traffic arrangements will be made around Kali Temple between 05.00 hours and 11.00 hours and again from 17.00 hours on 26.10.2011 till 04.00 hrs on 27.10.2011.

1) The areas bounded by the under mentioned roads shall be closed to all wheeled traffic.

a) Road - On the West. b) Rash Behari Avenue - On the South. c) Sadananda Road - On the East. d) Hazra Road - On the North.

2) Kali Temple Road between Haldarpara Road and Kalighat Road shall be closed to vehicular traffic.

3) No loading, unloading or parking shall be allowed on Kalighat Road.

4) Vehicles shall not park on Kalighat Road, except in the authorised parking zone.

2 (VI) Visitors of important puja pandals may be allowed to park their cars at the following places from 16.00 hrs. on 26.10.2011 to 04.00 hrs. on 27.10.2011, or as and when considered necessary by the police on duty :

1) On Manicktala Street, Duff Street - parallel to kerb, single line, one side. 2) On about 100 metres south of its junction with Vivekananda Road on either side, parallel to kerb. (as and when considered necessary) 3) On Colootala Street between College Street and C.R. Avenue, on southern side, parallel to kerb.

4) On Kali Temple Road, only at the authorised parking zones. 5) Sadananda Road and Pratapaditya Road, according to the direction of traffic police on duty.

Added area –

1) On Prince Gulam Md. Shah Road, both flanks, 100 Mtrs (S) of Lords crossing (i.e. Prince

Gulam Md. Shah Road and Prince Hossain Shah Road crossing).

2) On D H Road on the Tram Track on the south of Tram Depot upto Blind School. 3) On Baishnabghata-Patuli Connector, southern side from its crossing with H-Block upto

Baroda Avenue crossing.

4) On Karunamoyee Ghat Road (western flank) 5) Lane, Bye-Lane adjacent to NSC Bose Road and Chandi Ghosh Road

(VII) On Kali Puja Immersion Days i.e. on 27.10.2011 and 28.10.2011 all vehicular traffic, not connected with puja immersion processions, shall be diverted from 16.00 hrs. till completion of immersions on the following thoroughfares, except for property line vehicles, or as and when considered necessary by the police on duty :

1) Beadon Street. 2) Nimtala Ghat Street. 3) Sovabazar Street. 4) Strand Road between Maharshi Debendra Road and K.K.Tagore Street. 5) Maharshi Debendra Road from Nimtala Ghat Street to Sovabazar Street. 6) Bidhan Sarani and College Street from 5-point crossing to M. G. Road. 7) Rabindra Sarani from Galiff Street to K.K.Tagore Street. 8) Strand Road and St.Georges Gate Road from A J C Bose Road to Kiran Sankar Roy Road. 9) Paharpur Road from Taratala Road to Garden Reach Road. 10) Balaram Bose Ghat Street. 11) Kalighat Road, west of Harish Mukherjee Road. 12) Charan Banerjee Street. 13) Kali Prasanna Sinha Road. 14) Ratan Ghat Road. 15) Strand Bank Road. 16) Khagendra Chatterjee Road. 17) Kings way. 18) Clyde Row. 19) Commisariate Road. 21) Gosthapal Sarani. 22) Kshudiram Bose Road. 23) To avoid congestion on Strand Road on the approach of Gwalior Ghat etc., portion of Strand Road and St. Georges Gate Road between Gosthapal Sarani and AJC Bose Road shall remain `One Way' from north to south. To approach Gwalior Ghat etc. vehicles carrying images which proceed along AJC Bose Road would be diverted via Khidderpore Road - Red Road - R.R. Avenue - Gosthapal Sarani - Strand Road for destination. 24) Vehicles carrying images, which will be coming from Belvedere Road and/or D L Khan Road, will be diverted to proceed along A J C Bose Road towards west, Hastings crossing, Khidderpore Road and onwards.

Added area –

1) Both bound Mini Buses of Banamali Naskar Road i.e. Parnashree and Rabindra Nagar Mini

shall be diverted through Taratala Road, State Garage, Upen Banerjee Road.

2) Mudiali Road from Paharpur Road to Garden Reach Road crossing

3) Garden Reach Road between Akra Road to Bichali Ghat Road crossing

4) Dr. A K Road between 12 No. Bus Stand to Jelia Para Road

5) Jelia Para Road between Satghara More to Bagdi Para

6) D P Sashmal Road, NSC Bose Road and Chandi Ghosh Road

(VIII) No vehicles shall park on the following roads from 16.00 hrs. till immersion processions are over on 27.10.2011, 28.10.2011 and 29.10.2011 :

1) Beadon Street. 2) Rabindra Sarani between Gray Street and Ramesh Dutta Street. 3) Nimtala Ghat Street. 4) Strand Bank Road between Jagannath Ghat Road and Sovabazar Street. 5) Maharshi Debendra Road between Nimtala Ghat Street and Ahiritala Street. 6) Sovabazar Street. 7) Strand Bank Road from Katgola to Kashi Mitra Ghat. 8) Harish Mukherjee Road between AJC Bose Road and S N Pandit Street. 9) Hazra Road from S. P. Mukherjee Road to Kalighat Bridge. 10) Suburban School Road 11) Kalighat Road. 12) S. N. Banerjee Road. 13) Gosthapal Sarani. 14) Amherst Street. 15) Strand Road (Eastern side) from Gosthapal Sarani to Takta Ghat. 16) Tram Cars shall be restricted both bound on Bidhan Sarani.

Added area –

1) Prince Anwar Shah Road and Raja S C Mullick Road.

2) Raja S C Mullick Road, entire in between NSC Bose Road and Baghajatin Station Road.

(IX) ROUTE TO IMMERSION GHATS ON 27.10.2011 AND 28.10.2011 WILL BE AS FOLLOWS :

1) Keoratala Burning Ghat on Adi Ganga on the southern side of Hazra Road shall be as follows :-

Rash Behari Avenue - Kalighat Road and Tollygunge Road.

2) Route to Ghat on Adi Ganga on the northern side of Hazra Road will be as follows:-

Hazra Road - Harish Mukherjee Road - Balaram Bose Ghat Road and Harish Chatterjee Street and go out through Harish Chatterjee Street and Hazra Road.

3) Processions with images shall proceed to the south moorings from Gosthapal Sarani then along Strand Road. After immersions, the vehicles will leave through Strand Road, St Georges Gate Road since St. Georges Gate Road and Strand Road shall be 'One Way' from north to south. No vehicular traffic shall be allowed entry to St. Georges Gate Road from AJC Bose Road and Khidderpore Road.

4) Vehicles carrying images, after immersion, shall proceed along Strand Road from south to north between Gosthapal Sarani and Kshudiram Bose Road. No vehicular traffic shall be allowed towards south along Strand Road from Kshudiram Bose Road crossing.

5) Immersion processions coming to the southern side of Nimtala Ghat shall go out via Strand Bank Road towards south. Those going to other Ghats, north of Nimtala Ghat, shall go out via Sovabazar Street.

Added area –

1) Bondel Gate Fly over via Road or C N Roy Road towards VIP Nagar Road

2) Immersion processions for Rani Dighi and Layalka Pond shall enter through Raja S C Mullick Road and Raipur Road and for Poddar Nagar pond shall enter through P A Shah Road.

3) Immersion processions shall avail D H Road, Banamali Naskar Road to Immersion ghats and exit through State Garage, Taratala Road.

4) Immersion procession for (i) Vivek Nagar Jheel shall enter through Main Road, (ii) Chanchal Sarani Pond shall enter through Santoshpur Avenue, (iii) Patuli Pond shall enter through Dhalai Bridge side along E M Bye Pass and through Patuli Connector side and (iv) Mukundapur Pond shall enter E M Bye Pass and from Mukundapur Road side.

(X) (A) In view of the T-Twenty International Cricket Match between and England at , Kolkata, Immersion Procession in connection with Kali Puja will follow the route noted below on 29.10.2011 only.

i) From North, Central - C R Avenue/G C Avenue/S N Banerjee Road – J L Nehru Road - and East Kolkata New Road - Dufferin Road – Outram Road – Khidderpore Road - Hastings crossing – St. Georges Gate Road - Strand Road for Gwalior Ghat and Baza Ghat.

Return Route - Strand Road – Fairlie Place – India Exchange Place – New CIT Road – C R Avenue.

ii) From South Kolkata - ATM Road/D L Khan Road/Belvedere Road/D H Road - AJC Bose Road – Hastings crossing - St. Georges Gate Road - Strand Road for Gwalior Ghat and Baza Kadamtala Ghat.

Return Route - Strand Road – Fairlie Place – India Exchange Place – New CIT Road – C R Avenue – J L Nehru Road.

In case of exigency the Immersion vehicles will be diverted as follows - iii) From North, Central - J L Nehru Road – Cathedral Road – AJC Bose Road - Hastings and East Kolkata crossing - St. Georges Gate Road - Strand Road for Gwalior Ghat and Baza Kadamtala Ghat.

iv) Keoratala Burning Ghat on Adi Ganga on the southern side of Hazra Road shall be as follows :-

Rash Behari Avenue - Kalighat Road and Tollygunge Road.

v) Route to Ghat on Adi Ganga on the northern side of Hazra Road will be as follows:-

Hazra Road - Harish Mukherjee Road - Balaram Bose Ghat Road and Harish Chatterjee Street and go out through Harish Chatterjee Street and Hazra Road.

vi) Immersion processions coming to the southern side of Nimtala Ghat shall go out via Strand Bank Road towards south. Those going to other Ghats, north of Nimtala Ghat, shall go out via Sovabazar Street.

Added area –

1) Bondel Gate Fly over via Picnic Garden Road or C N Roy Road towards VIP Nagar Road

2) Immersion processions for Rani Dighi and Layalka Pond shall enter through Raja S C Mullick Road and Raipur Road and for Poddar Nagar pond shall enter through P A Shah Road.

3) Immersion processions shall avail D H Road, Banamali Naskar Road to Immersion ghats and exit through State Garage, Taratala Road.

G. Road. 7) Rabindra Sarani from Galiff Street to K.K.Tagore Street. 8) Strand Road and St.Georges Gate Road from A J C Bose Road to Kiran Sankar Roy Road. 9) Paharpur Road from Taratala Road to Garden Reach Road. 10) Balaram Bose Ghat Street. 11) Kalighat Road, west of Harish Mukherjee Road.

(XI)(A) Vehicular traffic on the following thoroughfares shall be regulated from 16.00 hrs. till the completion of immersion on 27.10.2011 and 28.10.2011 in the manner indicated against each as mentioned below :

1) Balaram Bose Ghat Road shall be `One Way' from east to west (No Entry from Harish Chatterjee Street ).

2) Suhasini Ganguly Sarani shall be ‘One Way’ from east to west between Harish Mukherjee Road and Harish Chatterjee Street.

3) Harish Chatterjee Street shall be `One Way' from north to south.

4) Kshudiram Bose Road shall be `One Way' from west to east.

5) R.R. Avenue between J. L. Nehru Road and Govt. Place East shall be `One Way' from east to west, if necessary.

6) Processions returning after immersion shall proceed along Strand Road - St. Georges Gate Road or Kshudiram Bose Road – R R Avenue - Govt. Place East - Esplanade Row East - Lenin Sarani.

7) Strand Road and St. Georges Gate Road between Gosthapal Sarani and Khidderpore Road shall be `One Way' from north to south.

8) Sovabazar Street shall be `One Way' from west to east.

9) Beadon Street shall be `One Way' from east to west.

10) Nimtala Ghat Street shall be `One Way' from east to west.

11) Durga Charan Banerjee Street shall be `One Way' from west to east.

12) Strand Bank Road from Nimtala Ghat Street to Sovabazar Street shall be `One Way' from south to north.

13) Ratan Babu Ghat Road shall be `One Way' from east to west.

14) Pramanik Ghat Road shall be `One Way' from west to east.

15) Cross Road 5 (Continuation of K.K.Tagore Street between Strand Road and Strand Bank Road) shall be `One Way' from west to east.

16) Jagannath Ghat Road shall be `One Way' from east to west.

17) Kali Prasanna Sinha Road shall be `One Way' from west to east.

18) Gun Foundry Road between Strand Bank Road and Road shall be `One Way' from east to west.

19) Gosthapal Sarani shall be `One Way' from east to west.

20) Tram Cars and Buses on Strand Road, Bidhan Sarani, College Street, Amherst Street may be suspended as and when necessary according to the direction of police on duty. (OC TCR will keep co-ordinate with CTC Control).

21) North and south bound buses along Bidhan Sarani shall be diverted via Vivekananda Road and APC Roy Road to the respective terminus according to the direction of police on duty.

22) Up and down journeys of the buses of route no. 15 shall be diverted along Strand Road, M.G. Road, C R Avenue, J M Avenue / Grey Street extension and further onwards.

(B) Vehicular traffic on the following thoroughfares shall be regulated from 16.00 hrs. till the completion of immersion on 29.10.2011 in the manner indicated against each as mentioned below :

1) Balaram Bose Ghat Road shall be `One Way' from east to west (No Entry from Harish Chatterjee Street ).

2) Suhasini Ganguly Sarani shall be ‘One Way’ from east to west between Harish Mukherjee Road and Harish Chatterjee Street.

3) Harish Chatterjee Street shall be `One Way' from north to south.

4) R.R. Avenue between J. L. Nehru Road and Govt. Place East shall be `One Way' from east to west, if necessary.

5) Sovabazar Street shall be `One Way' from west to east.

6) Beadon Street shall be `One Way' from east to west.

7) Nimtala Ghat Street shall be `One Way' from east to west.

8) Durga Charan Banerjee Street shall be `One Way' from west to east.

9) Strand Bank Road from Nimtala Ghat Street to Sovabazar Street shall be `One Way' from south to north.

10) Ratan Babu Ghat Road shall be `One Way' from east to west.

11) Pramanik Ghat Road shall be `One Way' from west to east.

12) Cross Road 5 (Continuation of K.K.Tagore Street between Strand Road and Strand Bank Road) shall be `One Way' from west to east.

13) Jagannath Ghat Road shall be `One Way' from east to west.

14) Kali Prasanna Sinha Road shall be `One Way' from west to east.

15) Gun Foundry Road between Strand Bank Road and Cossipore Road shall be `One Way' from east to west.

16) Tram Cars and Buses on Strand Road, Bidhan Sarani, College Street, Amherst Street may be suspended as and when necessary according to the direction of police on duty. (OC TCR will keep co-ordinate with CTC Control).

17) North and south bound buses along Bidhan Sarani shall be diverted via Vivekananda Road and APC Roy Road to the respective terminus according to the direction of police on duty.

18) Up and down journeys of the buses of route no. 15 shall be diverted along Strand Road, M.G. Road, C R Avenue, J M Avenue / Grey Street extension and further onwards.

19) St Georges Gate Road & Strand Road from Hastings crossing upto Fairlee Place remain ‘One Way’ from South to North.

(XII) VEHICULAR TRAFFIC MAY ALSO BE DIVERTED FROM ANY OF THE ARTERIAL AND FEEDER ROADS BY TRAFFIC POLICE ON DUTY AS AND WHEN CONSIDERED NECESSARY IN THE INTEREST OF THE PUBLIC ON 26.10.2011, 27.10.2011, 28.10.2011 AND 29.10.2011.

(XIII) PEDESTRIAN TRAFFIC MAY BE REGULATED FROM ANY OF THE ROADS / STREETS AND THOROUGHFARES WITHIN THE CITY BY POLICE ON DUTY AS THE SITUATION DEMANDS ON 26.10.2011, 27.10.2011, 28.10.2011 AND 29.10.2011.
