The African National Congress centenary: a long and difficult journey RAYMOND SUTTNER* The current political pre-eminence of the African National Congress in South Africa was not inevitable. The ANC was often overshadowed by other organiza- tions and there were moments in its history when it nearly collapsed. Sometimes it was ‘more of an onlooker than an active participant in events’.$ It came into being, as the South African Native National Congress (SANNC)," in $&$", at a time of realignment within both the white and the conquered black communities. In the aftermath of their victory over the Boers in the South African War ($(&&-$&#"), the British were anxious to set about reconciling their former enemies to British rule. This included allowing former Boer territories to continue denying franchise and other rights to Africans, thus disappointing the hopes raised by British under- takings to the black population during the war years. For Africans, this ‘betrayal’ signified that extension of the Cape franchise, which at that time did not discrimi- nate on racial grounds, to the rest of South Africa was unlikely. Indeed, when the Act of Union of $&$# transferred sovereignty to the white population even the Cape franchise was open to elimination through constitutional change—and in course of time it was indeed abolished. The rise of the ANC in context From the onset of white settlement of Africa in $*/", but with particular intensity in the nineteenth century, land was seized and African chiefdoms crushed one by one as they sought to retain their autonomy. The conquests helped address the demand for African labour both by white farmers and, after the discovery of diamonds and gold in $(*% and $((* respectively, by the mining industry.' * I am indebted to Christopher Saunders and Peter Limb for valuable comments, and to Albert Grundlingh and Sandra Swart for insightful discussions. -

University Abstract The Herero/Nama Genocide (1904-1908) under German colonialism in Namibia is the first genocide of the twentieth century and has stirred debates around reparations for historical injustices. Reparative Justice has evolved into a victim-centric pillar of justice, in which perpetrators are legally and morally obligated to pay reparations in its several forms to its victims, including material and symbolic reparations. This thesis is a case study of reparations claims for historical injustices, specifically colonial genocide and explores such claims as a political process. -

Independence brought to an end one of the most intractable and wasteful conflicts in the region. With independence, the people of Namibia not only gained political freedom, but set out on the challenging task of building a nation and defining their relations with the world. From the perspective of mediation, the role of the international community in bringing about Namibia's independence in general, and that of the United Nations in particular, was of a deep structural nature. -

Imperial Germany and the Herero of Southern Africa: Genocide and the Quest for Recompense Jan-Bart Gewald On 9 September 2001, the Herero People's Reparations Corporation lodged a claim in a civil court in the US District of Columbia. The claim was directed against the Federal Republic of Germany, in the person of the German foreign minister, Joschka Fischer, for crimes against humanity, slavery, forced labor, violations of international law, and genocide. Ninety-seven years earlier, on n January 1904, in a small and dusty town in central Namibia, the first genocide of the twentieth Century began with the eruption of the Herero—German war.' By the time hostilities ended, the majority of the Herero had been killed, driven off their land, robbed of their cattle, and banished to near-certain death in the sandy wastes of the Omaheke desert. The survivors, mostly women and children, were incarcerated in concentration camps and put to work as forced laborers (Gewald, 1995; 1999: 141—91). Throughout the twenti- eth Century, Herero survivors and their descendants have struggled to gain recognition and compensation for the crime committed against them. -
Revisiting the Windhoek Old Location
Revisiting the Windhoek Old Location Henning Melber1 Abstract The Windhoek Old Location refers to what had been the South West African capital’s Main Lo- cation for the majority of black and so-called Colored people from the early 20th century until 1960. Their forced removal to the newly established township Katutura, initiated during the late 1950s, provoked resistance, popular demonstrations and escalated into violent clashes between the residents and the police. These resulted in the killing and wounding of many people on 10 December 1959. The Old Location since became a synonym for African unity in the face of the divisions imposed by apartheid. Based on hitherto unpublished archival documents, this article contributes to a not yet exist- ing social history of the Old Location during the 1950s. It reconstructs aspects of the daily life among the residents in at that time the biggest urban settlement among the colonized majority in South West Africa. It revisits and portraits a community, which among former residents evokes positive memories compared with the imposed new life in Katutura and thereby also contributed to a post-colonial heroic narrative, which integrates the resistance in the Old Location into the patriotic history of the anti-colonial liberation movement in government since Independence. O Lord, help us who roam about. Help us who have been placed in Africa and have no dwelling place of our own. Give us back a dwelling place.2 The Old Location was the Main Location for most of the so-called non-white residents of Wind- hoek from the early 20th century until 1960, while a much smaller location also existed until 1961 in Klein Windhoek. -
The Legacy of Inkosi Albert John Luthuli's Christian-Centred Political
Faith and politics in the context of struggle: the legacy of Inkosi Albert John Luthuli’s Christian-centred political leadership Simangaliso Kumalo Ministry, Education & Governance Programme, School of Religion and Theology, University of KwaZulu-Natal, Pietermaritzburg, South Africa Abstract Albert John Mvumbi Luthuli, a Zulu Inkosi and former President-General of the African National Congress (ANC) and a lay-preacher in the United Congregational Church of Southern Africa (UCCSA) is a significant figure as he represents the last generation of ANC presidents who were opposed to violence in their execution of the struggle against apartheid in South Africa. He attributed his opposition to violence to his Christian faith and theology. As a result he is remembered as a peace-maker, a reputation that earned him the honour of being the first African to win the Nobel Peace Prize. Also central to Luthuli’s leadership of the ANC and his people at Groutville was democratic values of leadership where the voices of people mattered including those of the youth and women and his teaching on non-violence, much of which is shaped by his Christian faith and theology. This article seeks to examine Luthuli’s legacy as a leader who used peaceful means not only to resist apartheid but also to execute his duties both in the party and the community. The study is a contribution to the struggle of maintaining peace in the political sphere in South Africa which is marked by inter and intra party violence. The aim is to examine Luthuli’s legacy for lessons that can be used in a democratic South Africa. -

An Exiled Namibian Activist’s Perspective; with an introduction by Professor Mburumba Kerina, Johannesburg, Porcupine Press, 2014. 376 pages, appendices, photographs, index of names. ISBN: 978-1-920609-71-9. The article argues that Long Road to Liberation , being a rich, diverse, uneven memoir of an exiled Namibian activist, offers a sobering and critical account of the limits of liberation politics, of the legacies of a protracted struggle to bring Namibia to independence and of the imprint the struggle left on the political terrain of the independent state. But, it remains the perspective of an individual activist, who on account of his personal experiences and long absence from the country of his birth, at times, paints a fairly superficial picture of many internal events in the country. The protracted diplomatic-, political- and liberation struggle that culminated in the independence of Namibia in March 1990, has attracted a crop of publications written from different perspectives. This has produced many competing narratives. It would be fair to say that many of the books published over the last decade or so, differ in their range, quality and usefulness to researchers and the reading public at large. This observation also holds for memoirs, a genre of writing that is most demanding, for it requires brutal honesty, the ability to truthfully recall and engage with events that can traverse several decades. -

RELAYS IN REBELLION: THE POWER IN LILIAN NGOYI AND FANNIE LOU HAMER by CATHY L. FREEMAN Under the Direction of Michelle Brattain ABSTRACT This thesis compares how Lilian Ngoyi of South Africa and Fannie Lou Hamer of the United States crafted political identities and assumed powerful leadership, respectively, in struggles against racial oppression via the African National Congress and the Student Non-Violent Coordinating Committee. The study asserts that Ngoyi and Hamer used alternative sources of personal power which arose from their location in the intersecting social categories of culture, gender and class. These categories challenge traditional disciplinary boundaries and complicate any analysis of political economy, state power relations and black liberation studies which minimize the contributions of women. Also, by analyzing resistance leadership squarely within both African and North American contexts, this thesis answers the call of scholar Patrick Manning for a “homeland and diaspora” model which positions Africa itself within the historiography of transnational academic debates. -

Revised version accepted by Contemporary British History on ‘On very slippery ground’; 1 The British churches, Archbishop Fisher, and the Suez crisis * This article examines the reactions of the churches to the Suez crisis, focusing in particular on the leadership of the Church of England. It argues that the fact of religious establishment required a response from the Archbishop of Canterbury who proved a surprisingly robust critic of the military intervention, albeit at the cost of alienating many in the pews. Whilst making use of his access to political elites, he nonetheless remained keen to work with other church leaders in developing a shared critique based on rejection of the use of force and Britain’s right to be judge in its own case, instead stressing the need for an international resolution of the crisis. Yet as the crisis developed it became apparent that church leaders were not always able to speak for church members, who were as bitterly divided as the rest of society over both the specific issue and the wider argument how best to respond to Britain’s declining role in the world. This in turn presaged future debates, as increasingly specialist church agencies and religious leaders found themselves taking positions on social and political affairs that were often at odds with those of many within their own constituencies.
