Goldsmith 2018 Abstract This dissertation shows how an array of policymakers, invested in uprooting an unequal political economy descended from the plantation system and Jim Crow, gravitated to education as a centerpiece of development strategy, and why so many are still disappointed in its outcomes. By looking at state-wide policymaking in North Carolina and policy effects in the state’s black belt counties, this study shows why the civil rights movement was vital for shifting state policy in former Jim Crow states towards greater investment in human resources. By breaking down employment barriers to African Americans and opening up the South to new people and ideas, the civil rights movement fostered a new climate for economic policymaking, and a new ecosystem of organizations flourished to promote equitable growth. -

License: Creative Commons Attribution Non-commercial No Derivatives Unless otherwise stated, copyright owned by the author The Top of the Poppers sing and play punk Russ Bestley, London College of Communication By the mid-1970s, the music industry had a long history of accommodating and recuperating teenage rebellion, and punk’s defiant message of radical change also offered new opportunities for commercial enterprise. A rush to sign new bands who could be (broadly) associated with punk, and the concomitant shift toward ‘new wave’ styles, led to a degree of UK chart success for a number of groups. The inclusion of punk and new wave songs on a series of low-budget compilations featuring cover versions of contemporary hits strikes a particularly discordant tone with punk’s self-styled image of a break with traditional music industry conventions. The albums released on the longstanding budget compilation series Top of the Pops between mid-1977 and early 1982 tell an interesting story about the cultural recuperation of punk, new wave and post-punk, and ask questions, perhaps, about the legitimacy of punk’s often mythologised ‘outsider status’. -
Mission Critical: the Strategic Role of Continuing Higher
MISSION CRITICAL: THE STRATEGIC ROLE OF CONTINUING HIGHER EDUCATION IN ADVANCING THE TRADITIONAL MISSION OF PUBLIC HISTORICALLY BLACK COLLEGES AND UNIVERSITIES by DIANE MONTGOMERY BURNETTE (Under the direction of Ronald M. Cervero) ABSTRACT The purpose of this study was to understand the strategic role of the continuing higher education initiative in advancing the traditional mission of public historically Black colleges and universities (HBCUs). The study was guided by the following research questions: (1) What are the social and political interests that influence continuing higher education in public HBCUs? and (2) How are the social and political interests negotiated by the continuing higher education organizational unit? This qualitative study was conducted during the spring and summer 2007 semesters at seven public HBCUs. There were a total of twelve participants in the study, three senior academic officials and nine continuing higher education program directors. Data collection methods included topical interviews, the analysis of primary and secondary documents, and field notes collected through observations. The definition of the underserved as related to the traditional mission of public HBCUs has been redefined beyond race to include students who are displaced due to time and place barriers. These students are typically working professionals, adults, and nontraditional students. The study found that within the context of a post-Brown school desegregation mission, continuing higher education becomes one strategy by which public HBCUs reach out to a new population of nontraditional, adult students. Continuing higher education also promotes a more racially diverse environment at public HBCUs by attracting non-minority students. Finally, the study found that continuing higher education supports statewide economic development initiatives and creates political gain for public HBCUs. -

This thesis "examinee,,, its to life , . stand-up comedy and relation everyday and presents a model of everyday life in the commodity society. It seeks to define stand up comedy and how it works as a performance mode and will offer a definition of the stand-up comedian. It will examine how jokes reflect opinions and attitudes within everyday life and how they can communicate negative cultural myths, stereotypes and ideologies but also reach beyond the merely absurd and comical to present authentic moments that enable us to locate the truth about ourselves. The thesis seeks to locate a stand-up comedy that enables us to understand ourselves in relation to life in the commodity society. The thesis traces a subversive lineage through post-Second World War comedy from The Goon Show through the satirists of the 1960s and Monty Pylhon's Flying Circus to Alternative Comedy and stand-up comedians in the present day. The 'Alternative Comedy moment' between 1979 and 1981 is central to the thesis as is the relation to American stand-up comedy, Punk and the rise of reactionary humour in Britain. Alternative Comedy is identified and placed in a social, political and counter-cultural context. The achievements and failures of this comedy will be discussed with particular focus on the redefinition of the role of women and sexual politics in stand-up comedy and the creation of a thriving London cabaret and comedy scene. -

Periodizing and Historicizing German Afro-Americanophilia: From Counterculture to Post-Soul (1968–2005) Moritz Ege, University of Munich Andrew Wright Hurley, University of Technology Sydney This essay continues our thinking through of the implications of scholarship on what we have called ‘Afro-Americanophilia’ in twentieth century Germany. We set out our reasons for using this term in the introduction to this special edition; however it is worth stressing again here that the term is intended to designate the African-American- centredness of German interest in black culture, as opposed to the more generically ‘African’ that Negrophilia connotes, a term which is also often linked with a very specific phase in European culture, the 1920s.1 Especially in the wake of technologies like the jukebox, radio, film and television, and after defeat and Allied occupation in WWII, there has been a distinct German engagement with African American culture(s).2 Our term includes a deliberate juxtaposition (Black Power prefix; Greek suffix), which is intended to prompt attention to the tensions and ambiguities running through the ‘love.’ It is important to conceive of the complexity and implications of this love.
