Present: Cllrs Bartram, Hale, Tipton, S Clarke, W Clarke, Brack, Dickman, Ward Cllr Mercer and the Clerk. b. Apologies: None. c. All present were requested to sign the Attendance book. 18002: Welcome: Chairman welcomed those present to the meeting. 18003: Chairman reminded members of the need to make any declarations of interest in any agenda items. 18004: Minutes: 1. It was resolved to accept minutes of last meeting. 2. Chairman signed minutes as a true record, if approved. 18005: Elector’s Comments: None 18006: To receive reports, for information only, from: a) Ward Councillor – None. b) Police: (i) Monthly Parish Council update received from the Neighbourhood Policing Team highlighted no incidents during November and December 2017. (ii) New Year meeting with Parish Councils due to be held on Monday 5th February. c) Other representatives – None. Ward Cllr Mercer left the meeting at this point. 18007: Planning: The following were resolved: Applications: a. 1702824/FUL: Use of agricultural land for siting of 3no. glamping cabins at Crabtree New Farm, York Road, Deighton. Based upon email from Councillors, a response of no objections has been sent. b. 17/01793/CLD: Certificate of lawful development for erection of a building used as a helicopter hangar for personal use and incidental storage at Crabtree Farm York Road Deighton. See item b in Decisions below. c. 17/02907/FUL: Variation of Condition 3 of permitted application 16/00267/FUL to allow for the side garden to be used for wedding ceremonies. Based upon email from Councillors, a response of no objections has been sent. 1 Decisions: a. 17/02380/FUL: Variation of condition 4 of permitted application 16/00267/FUL to increase number of events from 15 to 25 in total in any calendar year and condition 3 to allow the side garden to be used for wedding ceremonies at Deighton Lodge Limited Rush Farm (Game Farm) York Road, Deighton. Refused. b. 17/01793/CLD: Certificate of lawful development for erection of a building used as a helicopter hangar for personal use and incidental storage at Crabtree Farm York Road Deighton. Information received before deadline for comments that this application has been refused and is being dealt with by Planning Enforcement. Noted. Other: a. Minerals and Waste Joint Plan – Notification of Submission: On 28th November 2017 the Minerals and Waste Joint Plan for North Yorkshire, York and the North York Moors National Park was submitted to the Secretary of State for Communities and Local Government for independent examination. Noted. 18008: RFO reported on closing balances and recent payments. a) Account balances 1) Current account balance as at 30th November 2017 £6,425.98 b) Payments made since last meeting under Clerk’s delegated powers None. d) Payments to be made: 1) Escrick & Deighton VHC (hall hire) £66.00 2) Autela Group Ltd (payroll) £33.60 3) H Guest (reimburse batteries) £35.97 d) Receipts: 1) None. e) Other: 1) Noted payment of Clerk’s salary. 2) Noted that balance owed to HMRC is £0 as at January 2018. 3) Noted that GDPR (General Data Protection Regulation) – see below – means that payroll documentation will no longer be done by email, but by post. Confirmation required of PC details – Clerk has actioned this. 4) HMRC VAT claims process is being changed – details to be provided in due course. 5) Salt Bins: Information received that Ward funding is available to purchase salt bins (cost £350) and the first fill of salt (cost £55). Resolved no action at this time. 5) Referendum principles to be extended for Parish Councils for a further three years. 6) Budget: Following a discussion of the budget, it was resolved that there would be no change to the precept requirements for 2018/19. Clerk to advise City of York Council. 18009: Village maintenance: Foot/Cycle path maintenance in Deighton and Crockey Hill. Clerk has sought quotes for this work to be completed and it is anticipated that this will be done in the next few weeks. CYC have confirmed that an oak tree on the A19 in Escrick has been added to the works programme for crown lifting. It was resolved that Clerk progress path clearance and report back to next meeting. 18010: General Data Protection Registration (GDPR): This comes into force on 25th May 2018 and as a result, the Council is obliged to appoint a Data Protection Officer (DPO). Clerk briefed the Council on the information received so far and anticipated actions required. Noted. 18011: A19/Wheldrake Lane roadworks: Up to date information is being received and circulated to Councillors and any members of the public who have contacted CYC regarding the works. Noted. 2 18012: Other correspondence received: a. CYC information regarding Christmas/New Year bin collections (added to notice boards). b. Bloodwise (blood cancer research charity) Balloon Walk on Sunday 18th March 2018 (poster for notice boards). c. DEFRA - Bird Flu advice poster for notice boards. d. Brain Tumour Research charity – Wear a Hat Day in March. Leaflet to be supplied for notice boards. e. Various advertising leaflets. 18013: Letters/Emails Sent or Action Taken Since Last Meeting – None. 18014: Minor Items – None. 18015: Items for the next agenda 1. In attendance: 5 members of the Public were present Mr S Peters – Clerk/RFO to Thorpe Willoughby Parish Council Present: Cllrs Parkinson (Chairman), Bishop (Vice-Chairman), Dowell, Burnell, Pearse, Nixon, and Pearson. 17/17 To receive apologies for absence and any declarations of interest Three apologies were received from: Cllr Lunn (conflicting engagement), Cllr Miss Smith (conflicting engagement), and Cllr Lawton (conflicting engagement) which were all accepted, and one Declaration of Interest was given by Cllr Pearson for Min Nos 17/22.2.3, 17/22.2.4 and 17/22.2.5 – Planning. 17/18 Public Session – A speaker for a group of objectors to planning applications relating to houses being built on Field lane, explained that the group would like support from Parish Councillors in speaking at Selby District Council planning committee meetings. The speaker also confirmed that the Outline Planning application at Field Lane for an indicative figure of 108 houses had been refused. Another member of the group gave various reasons why it should be refused. Another member of the group expressed alarm over traffic using Fox lane especially lorries from the building sites in Thorpe Willoughby and Brayton. A District Councillor (who had attended the planning meeting) explained about the background of this application and how the decision had been reached. He finished by saying that an appeal could be lodged.

Highlights the need for Zigzags outside both the nursery childcare settings on the lane in addition to those outside primary school. Would like to see the strategy for Road Traffic Provision; when the related Infrastructure Consultation begins. Mrs Stelling: Concerns regarding the field curtilage, potential 290 homes, not just 44. Further information needed on the Transport policy which seems to have been deleted. 42/21 To consider the Parish Council’s response to the Selby Local Plan ‘Preferred Options Consultation 2021’ document The Preferred Options document was praised for being thorough and was considered positive in many ways; in particular the redevelopment of Selby Town.

    WELCOME TO THICKET updated July 2017 Carmelite Monastery, Thicket Priory, Thorganby, York, YO19 6DE Tel: 01904 448277 www.carmelite.org/thicket Our monastery of enclosed Discalced Carmelite nuns at Thicket Priory is in a beautiful rural location about 8 miles southeast of York, and 10 miles northeast of Selby, between the villages of Wheldrake and Thorganby. By car This is the simplest way to reach us. Take the A19 Fulford Road south out of York, and at the second roundabout continue straight over, keeping on the A19 (signposted Selby). After about a mile turn left onto Wheldrake Lane (passing through the hamlet of Crockey Hill) and continue on to Wheldrake, passing through the village and beyond its shops and church. Leave Wheldrake and continue on Church Lane towards (but not as far as) Thorganby. Shortly after the North Yorkshire county sign, and opposite a red Royal Mail post box, the turning to Thicket is a large metal gate on your left. Head up the long driveway, and where it divides take the right-hand fork up to the monastery gates (open from morning till about 9pm). Parking is available in front of the monastery. By bus Bus number 18 (18A on Sundays) goes from Merchantgate (near Lock Fyne fish restaurant) in York city centre, and runs out towards Thorganby approximately every two hours.
