Placing Scientology or ScientoloQist at risk. 8ill has forlned a grass root political group called "Action". He is admirably assuming responsibility in an area where too few others are. However, a few points need correcting in order to ensure his success without causing potential flaps and out-PR for the Church. Item #1. On Tuesday, 2 Nov 93, I received some ttAction" promo from a local Scientologist, Mike Costello. (I had asked him for it.) Mike did not know for sure whether or not it was run 9Y Scientologist. Included with the promo was a sheet of quotations of LRH. (See attachment #1) On Friday, 5 Nov 93, I called action and talked to Bill Cooper for the first time. He told me my receiving the quotation sheet with the promo was an error, that it should not have been given to me. He said he did not have Issue Authority (I.A.) yet for BPI? but tvas in the process of getting it. Bill said he did have Issue Authority for members of his group. However, ther~ are no copyright symbols or marks indicating this on the quotation sheet. This needs to be corrected. Item #2. On Wednesday night, 3 Nov 93, I discussed "Action" 'Hi th a Scientologist friend who also happens to be an attorney. He said the way "Action" raises money per its promo may be illegal. We checked the Florida Statutes and indeed it is illegal. The letter from the attorney (Charles Perry) and the Florida Statute are attached. (Attach~ent #2 and #3> Bill needs to restructure "Action" so it is le·qal. The next very important point is the actual data being h promoted bY"Action • My phone call to Bill to discuss this data confirmed my observation that what "Action" is promoting is v'ery false, very misleading data, along with destructive solutions, which will at some later point in time create additional PR flaps, especially if LRH is positioned with these solutions. Attachment #4 is my summary of the illogical nature of "Action's" thinking. Also attached are the "Action" promo pieces I received plus a correction I wrote of the false data in the promo. If the fact that Bill was given Issue Authority for his group members while promoting such false data is true, then this should also be investigated. This is true. Ruane 311 Jefferson Ave. N.
