Broward County Crime Commission The BROWARD COUNTY CRIME COMMISSION Presents Minneapolis, Social Unrest, and Covid-19 The Current and Future Impacts on the Criminal Justice System and the Behavioral Health Community As Part of the Building Bridges Mental Health Conference Series Wednesday, June 17th, 2020 “Critical Thinking Solutions in Crime” TEL: (754) 423-1976; TEL: (954) 803-2139; EMAIL: [email protected]; www.BrowardCrime.org 1 ABOUT THE CRIME COMMISSION: Purpose: The Broward County Crime Commission is a 43 year old independent, state chartered office, acting judiciously on behalf of law – abiding citizens, in overseeing local, state, and federal Criminal Justice System protocols, processes, methodologies, and approaches, to better protect and assist the citizens of Broward County…from Crime. Mission: The Crime Commission assesses and evaluates crime in Broward County (and south Florida), and works in concert with Law Enforcement, the General Public, and the Criminal Justice System, to derive solutions against crime, as well as social issues that can transpire into crime, in order to enhance public safety. Role: As an independent, fact – finding agency, the Crime Commission has distinguished itself as a laureate governing body, which works diligently to improve the integrity of the Criminal Justice System, as well as strengthen and preserve the key components of Public Safety in Broward County, on behalf of the Broward County citizenry. Operations: The Crime Commission executes its operations through a cadre of meritorious program’s involving perspective, education, research, white paper studies, technology, analytics, advocacy, certifications, outreach rehabilitative and counseling programs, and facilitation of findings to both the Criminal Justice System and the residents of Broward County. Programs: The Crime Commission embodies innovative, preemptive, and proactive protocols (versus reactive programs), especially with guiding and mentoring children, so that they do not succumb to a life of crime, or suffer the ill fate of a heinous crime. She currently specializes in Mortgage Foreclosures, and Real Estate Litigation. She is a graduate of University of Florida (1999 – Bachelor of Arts) and University of Florida College of Law (1998) School. 2. Dr. Michael J. Alicea, Ed.D., M.S.W., M.S. – Panelist – Panel II Dr. Michael J. Alicea is a retired Police Sergeant with over 37 years of experience in the law enforcement profession. He also has over 27 years of clinical practice experience in both the public and private sector and has been a Medical/Case Management Social Worker with a regionally recognizes hospital network in the South Florida area for over 19 years. He joined the Barry University School of Social Work as an Adjunct Professor in 2014 and became part of the full-time faculty as a Visiting Assistant Professor in 2019. He has been an Adjunct Faculty Professor at the University of Miami and Miami Dade College with over 24 years of teaching experience both in the undergraduate and graduate program of the School of Education and Social Science Departments. He has 10 years of experience presenting at local, state and national conferences on over 50 topics and subjects related to diversity, suicide awareness and prevention and has published multiple articles in peer-reviewed journals, as well as authored and published on the subject of suicide in the law enforcement community. He has been a guest consultant with a local syndicated TV and cable networks with both Univision Channel 23 and with the Coral Gables Network Television Broadcast Station. He is an Honorably Discharged U.S. Coast Guard Reserve Veteran with 8 years of service (Gulf War Theater of Operations). 5 3. Chief Butch Arenal, Chief of Police, Coconut Creek Police Department; 2016-2017 President, Florida Police Chiefs Association (FPCA) – Panelist - Panel II Chief Albert A. (Butch) Arenal served as a member of the Punta Gorda, Florida Police Department from 1986 to 2015, the last 8 years of which he served as Chief of Police. In his 28 year career with the department, he supervised all facets of the agency, to include service as the agency‟s Accreditation Manager, coordinating the department‟s effort to achieve its first State law enforcement accreditation award in 1998. During his service as Chief of Police, the agency achieved Florida Excelsior accredited status, the highest form of accreditation excellence in the State of Florida. The department was also selected as the 2013 Pinnacle Business of the Year by the more than 1,000 members of the City of Punta Gorda Chamber of Commerce. Retiring from the City of Punta Gorda in September 2015, Chief Arenal was selected as Chief of Police for the Coconut Creek Police Department in October of 2015. Chief Arenal holds an Associate in Arts degree from Edison State College and a Bachelor of Science degree in Management from Hodges University where he was graduated with honors and was designated by faculty as the Management Student of the Year. He is also a 1998 graduate of the 193rd Session of the FBI National Academy. Chief Arenal has served as Chair of the Criminal Justice Standards and Training Region 10 Training Council, and he currently serves as Chair of the Florida Criminal Justice Executive Institute (FCJEI) Policy Board. He was initially appointed to the FCJEI Policy Board by the Criminal Justice Standards and Training Commission in 2011, and was appointed to second and third terms in 2013 and 2015 respectively. He served three consecutive terms as President of the Southwest Florida Police Chiefs Association (2010- 2012), where he was voted the 2013 Outstanding Law Enforcement Chief Executive of the Year by the Association. Chief Arenal was elected as the 63rd President of the Florida Police Chiefs Association (FPCA) from 2016 – 2017. He also represents FPCA on the Florida Domestic Security Oversight Council. He is a member in good standing of the International Association of Chiefs of Police, the Police Executive Research Forum, and he has served as a member of FPCA since 2006. 6 4. Dr. Ronald Bergman, Psychologist – Panelist – Panel III Dr. Bergman has been a practicing clinical psychology for over forty years. During that timeframe, he has treated an extremely wide variety of clients in the broadest possible array of clinical contexts. He strives in any clinical situation, but has a particular core competency in counseling individuals struggling with addictions, anxiety and depression, marital and other relationship difficulties, chronic emotional and behavioral problems, and issues attendant to stage of life transitions. Dr. Bergman is of the theory, that being a psychotherapist is about helping people change dissatisfying aspects of their lives in productive ways.

Defunding and Dismantling the US Police Being Fiercely Debated Amid the national unrest law-enforcement has been documented committing further acts of misconduct and brutality By Abayomi Azikiwe Region: USA Global Research, June 11, 2020 Theme: Intelligence, Law and Justice, Police State & Civil Rights, Poverty & Social Inequality Since the videotaped violent murder of African AmericanGeorge Floyd in Minneapolis on May 25, there has been an upsurge in antiracist and anti-police brutality demonstrations and rebellions spanning across the United States. When Darnella Frazier, the 17-year-old woman who captured this horrendous police action on her cellphone and later posting it to social media, the debate around the role and status of police forces came to fore. Floyd’s killing represented a long legacy of systematic racist violence directed towards African Americans by law-enforcement agents and vigilantes. These deaths at the hands of police, racist organizations and individuals are often allowed to take place without any legal consequences for the perpetrators. Other high profile cases involving the shooting deaths Ahmaudof Arbery in Georgia and Breonna Taylor in Louisville, served to heighten the level of social tensions leading to a myriad of expressions which oppose the historic treatment of African Americans. One issue which has created much concern from the perspective of the U.S. ruling class is the idea of defunding or even dismantling the police. Slogans raised by demonstrators over the period since May 25 labelling police as inherently racist and brutal, are being reflected in the debates taking place throughout the corporate media.
