ALL TECHNOLOGIES ARE BORN OUT OF PURPOSE. When we look back at the year 1998 (yes, that is 20 years ago!) the internet was a new commodity to many, but not all. Councils were slowly dipping their toe into the technology stream and the Institute of Municipal Managers (as LGMA was known at the time) was at the ready to provide assistance. The painfully slow dial-up along with the squealing noise that emitted from your speakers is now a distant memory but the extent to which the internet has entwined with our daily lives is something no one would ever have anticipated.
