Re: Your letter of January 8, 2014 regarding the Supply Issues and Power Outages on the Island Interconnected system

I am writing to advise you that, pursuant to the provisions of the Public Utilities Act, R.S.N 1990, c. P-47, the Board is satisfied that sufficient grounds exist to warrant an investigation and hearing into the events and circumstances surrounding and leading up to the Island Interconnected system supply issues and power outages in late December of 2013 and early January of 2014. The complaint you filed with the Board on January 8, 2014 will be addressed in this process.

While the Board's investigation is initially focused on whether load requirements on the Island Interconnected system can be met in the near term the Board may also inquire into other issues such as asset readiness, maintenance practices, load forecasting, planning criteria and assumptions, equipment performance and reliability, emergency preparedness, system response, and restoration efforts.

A pre-hearing conference will be held on Wednesday February 5, 2014 at the Board's offices in St. John's. The Board invites you to file a proposed list of issues in advance of the pre-hearing conference for the consideration of Board. In addition you may make a presentation at the pre- hearing conference on the issues to be addressed in the proceeding. You will need to file an intervenor submission if you determine you wish to participate as an intervenor.

Following the pre-hearing conference the Board will identify intervenors, establish the process and rules of procedure, set a schedule of dates and address other matters that may be raised.
