I think most people, including astronauts, think that the launch and ascent phase present the greatest risks and it probably does when you consider COLUMBIA the high temperatures, pressures, rotating equipment and amount of energy impart- ed into the orbiter. However, when one realizes that all the energy has to be dissi- pated prior to landing, it becomes obvious that the entry phase presents significant risks with an equally small margin for error or malfunction. As I write this, six weeks later, the root cause of the accident is not yet known, but there is an enormous effort to find the cause, fix it and return to flight. I have Dan Brandenstein been extremely impressed with the full range of the investigation; the cooperation President of many government agencies, the focus of the leadership and the dedication and expertise of the many people involved. Based on the caliber and dedication of all involved, I am confident that the root cause will be determined, appropriate corrective actions will be taken to return to flight as soon as possible. The crew of Columbia, Rick, Willie, Kalpana, Laurel, Mike, Dave and Ilan, were dedicated to the goals of space research and exploration and gave their lives in pursuit of those goals. They had suc- cessfully accomplished all the research objectives and I am sure were very satisfied with their accom- plishments prior to the entry tragedy. This was evident from the mood of the crew during the early phase of the entry that we have seen on the video recovered from the wreckage. This accident reaf- firms the fact that in space exploration the margin between success and failure is very narrow; and as has been the case so many times throughout history, great people have paid the ultimate price in fur- thering the cause of research and exploration. Now, more than ever, is the time for the membership of NSS to step up our activity in support of our space exploration goals. We can do this by actively participating in the three R’s … Recruiting, Responding and ‘Riting. Recruiting new members makes NSS a more viable voice nationally. Washington decision makers are especially attuned to the size and visibility of organizations such as NSS. Responding to an opportunity to be seen, heard or counted. NSS Headquarters has a number of recent initiatives that require a response to increase our visibility and support. I am sure many of the chapters have a wide variety of activities that could benefit from a proactive response from NSS members. Now is a critical time to ‘Rite any and all Washington decision makers, especially the ones that count on your vote. I am confident that all of our members will rise to the occasion to actively promote the NSS vision and goals. Finally, I want you all to know what an honor it was to have been your President for the past four years. I accepted the position for two reasons, first I truly believe in continuing to push the boundary of human knowledge and understanding of the universe in which we live. Secondly, during all my years in the Astronaut office, I was amazed by the vast support of the Space Program across America, but by the very low visibility of this support. It always seemed to me the vast support came from the moms and dads of America that were not reactive in nature. I hoped that my participation with NSS could draw out some of that grassroots support for the Space Programs. Hopefully, I helped in a small way to accomplish that. Unfortunately, my “real job” requires additional time over the next couple years such that I didn’t feel I could adequately participate in a leadership role. However, I am totally confident that NSS will make great strides forward in the future. Our new Executive Director, Brian Chase, came onboard in December running at full speed and hasn’t broken stride yet. He has an out- standing background for the position and a wealth of great ideas to take us forward. Additionally, the dedication and foresight of the officers, Executive Committee and Board of Directors will direct NSS to bright future. During the decade from 1989–1998, NASA used two types of launch systems, one consisting of several families of expendable launch vehicles (ELV) and the second consisting of the world’s only partially reusable launch system—the Space Shuttle. A significant challenge NASA faced during the decade was the development of technologies needed to design and implement a new reusable launch system that would prove less expensive than the Shuttle. Although some attempts seemed promising, none succeeded. This chapter addresses most subjects relating to access to space and space transportation. It discusses and describes ELVs, the Space Shuttle in its launch vehicle function, and NASA’s attempts to develop new launch systems. Tables relating to each launch vehicle’s characteristics are included. The other functions of the Space Shuttle—as a scientific laboratory, staging area for repair missions, and a prime element of the Space Station program—are discussed in the next chapter, Human Spaceflight. This chapter also provides a brief review of launch systems in the past decade, an overview of policy relating to launch systems, a summary of the management of NASA’s launch systems programs, and tables of funding data. The Last Decade Reviewed (1979–1988) From 1979 through 1988, NASA used families of ELVs that had seen service during the previous decade.

    Thales Alenia Space Experience on Plasma Propulsion IEPC-2007-301 Presented at the 30th International Electric Propulsion Conference, Florence, Italy September 17-20, 2007 Michel LYSZYK* and Laurent LECARDONNEL.† Thales Alenia Space, Cannes, 06150, France Abstract: Thales Alenia Space experience on plasma propulsion has been developed in the frame of Stentor, Astra 1K and GEI programs with plasma propulsion systems using SPT100 thrusters manufactured by Fakel and commercialized by Snecma . The PPS (plasma propulsion system) use in house equipments such as Power Processing Unit (PPU) manufactured by TAS-ETCA in Charleroi and the Thruster Orientation Mechanism (TOM) manufactured by TAS-France in Cannes . The PPS subsystem is used on board our SpaceBus satellite family to perform North-South station keeping. The on going activity on the XPS (Xenon Propulsion System) is devoted to the next European platform Alphabus currently under joint development by Thales Alenia Space and Astrium with CNES and ESA support. The XPS uses also the PPU manufactured by TAS-ETCA , the TOM manufactured by TAS-France and the Xe tank developed by TAS-Italy ; it use also the PPS1350 thruster under qualification by Snecma , a xenon regulator and a latch valve under development at Marotta Ireland. (Astron) School of Engineering and Information Technology, University College, University of New South Wales, Australian Defence Force Academy January 2010 Abstract During the project Apollo moon landings of the mid 1970s the United States of America was the pre-eminent space faring nation followed closely by only the USSR. Since that time many other nations have realised the potential of spaceflight not only for immediate financial gain in areas such as communications and earth observation but also in the strategic areas of scientific discovery, industrial development and national prestige. Australia on the other hand has resolutely refused to participate by instituting its own space program. Successive Australian governments have preferred to obtain any required space hardware or services by purchasing off-the-shelf from foreign suppliers. This policy or attitude is a matter of frustration to those sections of the Australian technical community who believe that the nation should be participating in space technology. In particular the provision of an indigenous launch vehicle that would guarantee the nation independent access to the space frontier. It would therefore appear that any launch vehicle development in Australia will be left to non- government organisations to at least define the requirements for such a vehicle and to initiate development of long-lead items for such a project. It is therefore the aim of this thesis to attempt to define some of the requirements for a nascent Australian indigenous launch vehicle system.

Since 1994 (mapping with the NASA Magellan mission) Venus was studied by two spacecraft: \Venus Express" (ESA, 2005-2014) and \Akatsuki" (JAXA, launch - 2010, start of operation - 2015). The first steps of \Venera-D" appeared in the early 2000s with the idea to provide operations on the planet's surface for several hours and possibly days. With the latest developments, unification of design solutions and new technical tools used in-house Lavochkin experts consider the mission \VEGA" as a prototype for the next automatic interplanetary station destined to Venus.

The first qualification model, developed for the 50V bus Stentor program, has supplied during 8900 hours an SPT-100 thruster in a vacuum chamber simulating space environment. Qualified for the SpaceBus 4000 platform, with a 100V regulated bus, the SB4000 PPU and Filter Unit EQM have cumulated 6300 hours ground operation with a PPS1350-G thruster. Twenty three PPU flight models were delivered for the Stentor, Astra-1K, Smart-1, Intelsat, Inmarsat, Eutelsat, Yahsat satellites. In October 2005, the Smart-1 spacecraft reached the Moon after 4958 hours of cumulated operation of the PPU and its PPS1350-G thruster. Fourteen PPU’s currently in flight for North South Station Keeping on seven telecom satellites have cumulated more than 20900 hours flight operation. Following the selection of the PPS1350-G as baseline thruster for the AlphaBus platform, the AlphaBus PPU was developed and two flight models were delivered for AlphaSat, launched in July 2013. The flight validation of the AlphaBus electrical propulsion has been performed successfully in August 2013. On the SmallGEO platform, one EPTA branch has to drive one out of four SPT-100 thrusters.

Unless previously redeemed or purchased and cancelled in accordance with their terms and conditions, the Bonds will be redeemed at their principal amount on 23 June 2021 (the Maturity Date). The Issuer may, at its option, and in certain circumstances shall, redeem all (but not part) of the Bonds at par plus any accrued and unpaid interest upon the occurrence of certain tax changes as further described in "Terms and Conditions of the Bonds – Redemption and Purchase – Redemption for tax reasons". The Bonds may also be redeemed (i) at the option of the Issuer, in whole or in part, at any time, prior to the Maturity Date, as further described in "Terms and Conditions of the Bonds — Redemption and Purchase — Make Whole Redemption by the Issuer", (ii) at any time prior to the Maturity Date, in whole (but not in part), at par plus accrued interest, if 80 per cent.
