1 Introdudion

1.1 The purpose of this report is to advise Committee of a proposal to establish an overnight road closure on Bothwellhaugh Road in Strathclyde Country Park. Bothwellhaugh Road is the "one-way-in" access route to the Park through Orbiston Park from Community Road, .

2 Backctround

2.1 The residents of Strathview Estate, Bellshill, which lies adjacent to this route, have expressed serious concerns at the volume of traffic speeding into and out of Strathclyde Country Park during the evening and early hours of the morning. This traffic causes noise and disturbance within the estate and the speeding traffic presents a significant danger to residents.

2.2 The traffic arises from the substantial numbers of young people who congregate in the car parks within the Country Park and around the Theme Park, and is especially prevalent during spring and summer evenings.

2.3 A small minority of these visiton habitually cause nuisance and alarm to other park users by speeding and racing on the park roads and through the surrounding housing areas.

2.4 Park staff have held discussions on this issue over a number of months with Roads and Transportation staff and representatives of Strathclyde Police. A letter of support from the Divisional Commander's Office for the following proposal is attached for information as

3.1 As an experimental measure, and within the terms of the Byelaws for Strathclyde Country park, for a period of six months, it is proposed to close Bothwellhaugh Road to through traffic within Strathclyde Country Park between the hours of 10.30pm and 3.30am nightly.

3.2 It is intended to monitor the effectiveness of this measure throughout the experimental period, during which adjustments to closure times may be introduced to minimise disturbance andor interference with bona-fide users’ travel routes, etc.

3.3 The Director of Leisure Services will report back to Committee at the end of the experimental period, on the effectiveness of this measure, with recommendations as to the continuation of the closure on a permanent basis or otherwise.

4 Recommendation

4.1 That Committee note and approve the implementation of the proposals contained in this Report in respect of an experimental period of road closure at Bothwellhaugh Road, Strathclyde Country Park.
