LAND SURPLUS TO REQUIREMENTS

(1) LAND AT BOTHWELLHAUGH ROAD,

5. There was submitted a report (docketed) dated 16 November 2004 by the Director of Community Services recommending that an area of land extending to 3,364 square metres or thereby at Bothwellhaugh Road, Bellshill, be declared surplus to operational requirements.

Decided:

(1) that the Sub-Committee, for its interest, declare an area of land extending to 3,364 square metres or thereby at Bothwellhaugh Road, Bellshill, as shown on the plan attached as an Appendix to the report, surplus to operational requirements;

(2) that should the site be disposed of to Bellshill Golf Club for the purpose of relocating the Golf Clubhouse that consideration be given by the Director of Planning and Environment at planning application stage to including sufficient parking for both members and visitors to the Golf Club and for residents of Community Road, Bellshill, and

(3) that the matter be remitted to the Policy and Resources (Property) Sub-Committee for consideration.

1. INTRODUCTION

1 .I The purpose of this report is to seek Committee approval to declare an area of ground at Bothwellhaugh Road, Bellshill surplus to operational requirements.

1.2 The recommendations contained therein have been subject to discussion with Housing & Property Department.

2. BACKGROUND

2.1 The site lies on the southern side of Community Road, Bellshill between Community Road and Bellshill Golf Course on Bothwellhaugh Road.

2.2 The site consists of maintained amenity grassland although there are two off street lay-bys situated along the edge of Community Road which service the car parking requirements of the community.

2.3 Enquiries have been made through Housing & Property to establish if the area of ground could be declared surplus for the specific purpose of relocating the clubhouse associated with the golf course.

2.4 In total the areas extend to 3364m2 or thereby.

2.5 The area requested to be declared surplus is not considered to be of operational value to Community Services.

3. OWNERSHIP

3.1 The Council owns and maintains the area of ground. The department is prepared to declare the area surplus to operational requirements.

4. RECOMMENDATION

4.1 That the area of ground at Bothwellhaugh Road, Bellshill be declared surplus to operational requirements, and;

4.2 That consideration be given at planning application stage to include sufficient parking for both members and visitors to the facility as well as provision for residents on Community Road.

4.3 That the report be referred to the Policy & Resources (Property) Sub-Committee for

determination. ~
