DIRECTORY of Shgs of PERSONS with DISABILITY in ORISSA DIRECTORY OF SHGs OF PERSONS WITH DISABILITY IN ORISSA PRELUDE Government of Orissa launched “Mission Kshyamata” as part of its empowerment initiative of persons with disability, formally on the World Disability Day (3rd December) in 2004. As a first step to the economic independence of the persons with disability Self Help Promoting Institutions are encouraged to facilitate formation of exclusive SHGs of persons with disability. It is visualized to have 500 SHGs of persons with disability by the end of the year 2006. In this respect it was planned to come out with a directory of these SHGs operational in the state. aaina took the initiative to prepare the directory with data provided by the respective organizations. Irrespective of Mission Khyamata many of the field organizations have facilitated the SHG of PWDs. Many of them predate Mission Khyamata. There has been use of different methodology and varied degrees of experience and success involved in such activities. The directory is contemplated in two parts – group information and individual membership information. The first part is presented herewith. ACKNOWLEDGEMENT aaina takes this opportunity to acknowledge the CONFIDENCE reposed in them by Dept. of WCD, Govt. of Orissa and the Director Mission Shakti in assigning the responsibility to come out with the directory. aaina appreciates the participation and information sharing of the different voluntary organizations from across the state during the preparatory orientation meetings of Mission Kshyamata. The suggestions of the Task Force members are also duly acknowledged. aaina thanks all those organizations that have provided with the necessary data, for them to be able to come out with the first part of the directory. aaina also recognizes the diligent and unceasing efforts of the inner group of members and staff, that led to the finalization of the directory compilation. Special thanks is due to the staffs of project Ananya, aaina and all the persons with disability in Ganjam, for the experience and inspiration gained from their efforts in visualizing a framework for the SHGs to be built under Mission Kshyamata. (The directory is a recognition of their existence and identity within the society). aaina takes this opportunity to acknowledge the contribution and support from each one towards the compilation of this directory, though it will be difficult to name them individually. Accommodating these limitations the following information base has been prepared. *** • The district coverage is 12 out of 30 from the information provided by different agencies. • Ganjam has the highest no. of reported SHGs : 159 followed by Khurda with 99. • Kandhamal has a high membership average of 18.50 for its 2 SHGs. Women and Child Development Department 2.1 Implementation of Integrated Child Development Services Scheme EXECUTIVE SUMMARY Performance Audit on Implementation of Integrated Child Development Services (ICDS) scheme covering the period 2011-16 showed that the expenditure was less than the budgetary provision by ``` 1,239.23 crore. Statement of Expenditure and Utilisation Certificates (UCs) submitted to GoI were based on treasury drawals and not on actual expenditure. In the sampled seven districts, ``` 102.77 crore remained unutilised with the District Social Welfare Officers as of March 2016. Funds were also not provided for supply of medicine kits and pre-school education (PSE) kits due to which the Department could not avail Central assistance of ``` 81.75 crore. Out of 38.39 lakh children considered eligible, 3.58 lakh (nine per cent) in the State were not provided Supplementary Nutrition. Supply of food stuff under the scheme was not managed properly, due to which instances of short/ non-supply of eggs and rasi ladu were observed. Quality control mechanism for Take Home Ration was not effective as sample test reports indicated supply of adulterated/ sub-standard/ unsafe chhatua to the beneficiaries. Stock management of wheat and rice under Supplementary Nutrition Programme was deficient. Misappropriation of rice was observed in 12 Anganwadi Centres (AWCs) under Joda (T) Project.

O R D E R M/s. Orissa Power Transmission Corporation Limited, Bhubaneswar (for short OPTCL), a Govt. Company registered on 29th March, 2004 under the Companies Act, 1956, is carrying on the business of transmission of electricity within the State of Orissa. It had commenced the business on 31st March, 2004. The necessity for formation of this Govt. Company arose because, with the enactment of the Electricity Act, 2003 (hereinafter referred to as the Act) GRIDCO which was the Bulk Supply and Transmission Licensee under the Orissa Electricity Reforms Act, 1995 could no longer carry on both supply and transmission businesses by virtue of 3rd Proviso of Sec.41, of the said Act. By virtue of a Transfer Scheme entitled ‘Orissa Electricity Reforms (Transfer of Transmission and Related Activities)Scheme,2005, under Sec.131 (4) of the Act, the erstwhile transmission business of GRIDCO with all the assets and liabilities of such business was transferred to and vested with OPTCL with effect from 1.4.2005.
