INFORME DE LA PARTICIPACIÓN DE LA SEN. BEATRIZ PAREDES EN LA DELEGACIÓN PARLAMENTARIA QUE FUE A TOKIO JAPÓN, CON MOTIVO DEL WOMEN POLITICAL LEADERS (WPL) SUMMIT 2019, REALIZADO EN TOKIO.
1. INTRODUCCIÓN.
Este Informe resume las actividades que realizó la Sen. Beatriz Paredes, en su estancia en Japón, desde dos perspectivas: • Las entrevistas de primer nivel, que en su calidad de Presidente de la Comisión de Ciencia y Tecnología, concertó para profundizar en actividades que corresponden a las áreas de interés de las Comisiones en que participa. • La participación que, como integrante de la Delegación del Senado registrada para participar en la Cumbre WPL Summit, tuvo en los Eventos de la Cumbre. No hay que olvidar que al frente de esa Delegación asistió la Sen. Verónica Delgadillo, de MC, por lo que el INFORME de la Delegación como tal, a ella le corresponde. • El hecho de que tuvo que regresarse anticipadamente a la Ciudad de México, para alcanzar a participar en la Reunión de la Comisión de Educación, celebrada el jueves 27 de junio, y en la Sesión del Periodo Extraordinario en la que se definieron los integrantes de la Junta Directiva y del Consejo Técnico del nuevo Organismo para la Mejora Continua de la Educación, celebrada el lunes 1º de julio. Esto, porque es integrante de la Comisión de Educación, y encargada de su Grupo Parlamentario de ese tema. Es por ello que no concluyó su participación en el evento WPL Summit, pero ya había cumplido íntegramente su Agenda Previa, y participado en lo mas relevante del Evento. • Sobre su participación en las Mesas de Trabajo, informó oportunamente a los Organizadores del WPL, que no asistiría a la Mesa en la que le correspondía ser ponente, solicitando que participara la Sen. Indira de

Jesús Rosales San Román, en su lugar, lo que fue aceptado, entregándole a la Senadora el documento que había preparado para su participación, con el que ella pudo participar.
2. INFORME DE ACTIVIDADES DE LA SEN. BEATRIZ PAREDES, EN SU VISITA A TOKIO, JAPÓN, LOS DÍAS 24, 25 y 26 DE JUNIO DE 2019.
2.1. Actividades de la Presidenta de la Comisión de Ciencia y Tecnología, Organizadas con el Apoyo de la Embajada de México en Japón. (Anexo 1)
2.1.1. Reunión con la Agencia de Cooperación Japonesa, JICA, por sus siglas.
La Reunión estuvo presidida por el Sr. Satoshi Yoshida, Director General de la División para América Latina y el Caribe, funcionario de la Agencia de Cooperación Internacional de Japón. La Sen. Paredes fue acompañada a este Evento, por la Consejera en materia de Cooperación de la Embajada de México en Japón. JICA es una Agencia de Cooperación poderosa, cuyas actividades tienen como Región prioritaria al Sudeste Asiático. Sin embargo, en México desde hace años son un respaldo importante para el Centro Sismológico Nacional, que está en la UNAM. Se les preguntó si tenían algún Programa de Cooperación relacionado con el Sargazo, y si se podría establecer algunos Programas de Cooperación en materia pesquera. Quedó claro que la metodología para definir sus programas tiene que venir de su Representación en México, que coordinadamente con la Embajada de Japón en nuestro país, son quienes avalan y presentan los Proyectos. La Sen. Paredes, dará seguimiento al tema, celebrando Reunión de trabajo con la Embajada de Japón en México.

2.1.2. Reunión con la Presidenta de la Comisión de Educación, Ciencia y Tecnología del Senado.
Se realizó una Entrevista con la Sen. Michiko Ueno, Presidenta de la Comisión de Educación, Ciencia y Tecnología del Senado Japonés. El diálogo fue muy interesante, pues comentó que recientemente realizaron una Reforma Educativa, y que están enfocados en lograr una Sociedad con niveles 5.0, y que hay un esfuerzo de investigación y de creación Robótica, para producir Robots que puedan ayudar en una Sociedad que está envejeciendo. Se les preguntó sobre el uso de las nuevas tecnologías en el proceso Educativo, y después de hacer ligeros comentarios, se comprometieron a hacer llegar, a través de la Embajada, mayor información. En esta Entrevista participaron la Embajadora de México y la agregada de cooperación.
2.1.3. Reunión en la Universidad de Ciencia y Tecnología Marina de Tokio.
Esta Reunión fue de la mayor importancia. Los recibieron por parte de la Universidad, el Rector de la misma, que instaló la Reunión, y un destacado grupo de investigadores y académicos. Esta Universidad es la Institución Educativa de Japón más relevante en Maricultura, Acuacultura e Investigación en océanos y corrientes marinas. Explicaron su manera de trabajar y programas de estudios. Fue especialmente importante saber que tiene intercambio de Becarios y Estudiantes con otros países de América Latina (Brasil y Perú), y que con México o con Instituciones Educativas Mexicanas, no tiene ningún Acuerdo. La Sen. Paredes se abocará, en su función de Presidenta de la Comisión de Ciencia y Tecnología, y cómo integrante de la Comisión de Educación, a gestionar que los

Estados Costeros del País, especialmente los de la Costa Pacífica, y las Instituciones Educativas con carreras vinculadas al Aprovechamiento del Mar y la
Acuacultura, puedan enviar a estudiantes mexicanos, pues es una Institución de excelencia. Otro tema que se trató en esta Reunión fue el del Sargazo, y hubo un par de especialistas que explicaron lo que ellos están haciendo para atender un tipo de Sargazo que ronda las Islas Japonesas. La visión que tienen del Sargazo que se encuentra en el Pacífico, en la jurisdicción de Japón, es que es un alga benigna, que incluso se puede usar como fertilizante, y con efectos medicinales (contra la diabetes). Ellos valoran esta Alga, y la recopilan y procesan industrialmente. Los contactos de los especialistas en este tema están a disposición en la Comisión de Ciencia y Tecnología, así como el Documento TUMSAT OUTLINE, National University Corporation, Tokyo University of Marine Science and Technology OUTLINE 2018. A la Reunión en la Universidad del Mar, asistieron la Senadora Rocío Abreu, de MORENA y la Senadora Indira de Jesús Rosales San Román, del PAN.
3. PARTICIPACIÓN EN LAS ACTIVIDADES DE LA REUNIÓN DEL GRUPO WPL
Asistió al Coctel de Bienvenida, a la Inauguración, a los dos primeros paneles, y acompañó las Reuniones de Trabajo de la Delegación. La Delegación Mexicana estuvo integrada por 4 Senadoras y 8 o 9 Diputadas. La Embajada de México en Japón ofreció una recepción en su Residencia, a la que asistió toda la Delegación. En la Mesa que se tenía prevista la participación de la Sen. Paredes, “Data Beyond Borders”, le solicitó a la Sen. Indira de Jesús Rosales San Román, hiciera la presentación de su ponencia, lo cual fue aceptado. Se anexa tanto el Programa de la Reunión como la ponencia presentada. (Anexo 4)

De los Eventos a los que asistió, cabe destacar:
De la Inauguración: Asistió el Líder de la Mayoría Parlamentaria Tadamori Oshina y en su intervención recalcó el esfuerzo que está haciendo Japón por impulsar la participación de las mujeres en el Parlamento. El Primer Ministro Shinzo Abe, dirigió un mensaje en Video. (se anexa menaje, Anexo 5) En los Primeros Paneles resaltó el propósito de Japón de asumir un liderazgo en el Sudeste Asiático, pues se privilegió la participación de Representantes de esta Región, en los Primeros Paneles. La Sen. Verónica Delgadillo intervino en la Mesa “Adressing Climate Change and Establishing a Reciclyng Society” con el Tema de Cambio Climático y Reciclaje. Cabe destacar que uno de los logros relevantes de la Reunión, es que las Líderes de la misma, consiguieron que su documento de Conclusiones fuese entregado a las Autoridades que asistieron a la Cumbre del G-20, coincidiendo un espacio en la Cumbre para presentar directamente las Conclusiones. 4. OBSERVACIONES FINALES.
Sería conveniente que antes de que las Delegaciones designadas se trasladaran a los Eventos Internacionales, se reúnan en México y precisen cuál es el propósito como país, de la participación en la Reunión, para lograr una participación concertada mucho más efectiva. Tratándose de Delegaciones Bicamarales, esto pareciera indispensable, para evitar descoordinaciones. Es conveniente un diálogo entre ambas Cámaras para precisar el tamaño máximo de las Delegaciones.
