CRAFTON HILLS COLLEGE FALL 2019 POLITICAL SCIENCE 106 (POLIT-106): INTRODUCTION TO WORLD POLITICS Section: 55 Ref: 1610 TTh, 4:00 pm – 5:50 pm Room: CTL-209 INSTRUCTOR: Steve Hellerman Office: CTB 311 Tel: 389-3337 email: [email protected] This course introduces students to world politics, including the foreign policies of major countries and the relationship between countries, emphasizing the influence and importance of international and trans-national institutions, areas of conflict and conflict resolution and specific global issues and concerns (such as the environment, nuclear proliferation, market globalization and economic crises, national and ethnic conflict, and self-determination), all of which have significant impact and implications for the world in which we live. This is an introductory course in recent and contemporary world politics that includes examination of: approaches and theories, levels of analysis, historic and contemporary international systems, major interactions between nations, projection of national power in the global arena, military and non-military instruments of foreign policy, foreign policies of the major countries, international diplomacy, explanations of foreign policies, problems of developing nations, and the interdependence of globalization. This course applies to the major in Political Science for an associate's degree and transfers to CSU and UC. Delgado-Colón Chief Judge, District of Puerto Rico “Her impeccable record in public service and in the field of law has earned her a place amongst the most distinguished jurists and attorneys in Puerto Rico.” —Hon. Luis Fortuño, Governor of Puerto Rico, at the 2nd Session of the Confirmation Hearings on Judge Delgado’s Federal Appointment held on Feb. 7, 2006. Hard worker, just, humanitarian, perfectionist and a role model—these are some of the words that describe the Honorable Aida Delgado-Colón, Chief Judge for the United States District Court for the District of Puerto Rico. Born in Lares, Puerto Rico on August 31, 1955, Chief Judge Delgado is the old- est of four children born of Luz Colón, a teacher, and José Antonio Delgado, owner of a small scale agro business and local farmer. Part of a close-knit family, Chief Judge Delgado learned early in life the importance of helping others. In their Opposition the Applicants once again fail to commit to any credible public benefit to Puerto Rico. Even the vaunted commitment to bring 3G to Puerto Rico is hobbled by two caveats, and the touted "economies of scale and scope" do not exist in the U.S. wireline market, where America M6vil has no other operations. Further, it is reasonable to suppose that America M6vil's preferred solution to penetration challenges will be to abandon the wireline infrastructure in favor of investment in wireless. But this will have a severely negative impact on developing competition in Puerto Rico. The legal standard relied upon by the Applicants does not require "absolute certainty" or "iron-clad" commitments, but it does require some credible public interest benefit. In this case, there is none. Consequently, the Commission should impose conditions to remedy the failings of the Applications. These conditions should consist of reasonable and achievable performance measures designed to assure quality of service to Puerto Rico consumers and competitors and specific commitments on infrastructure investment to improve telephone penetration as well as for its expansion, improvement and modernization. -
