Mission of Western Reserve Rowing Association (“WRRA”): WRRA provides and promotes adult competitive and ​ recreational rowing for the Northeast Ohio community through quality programming.

Primary Purpose of the Outreach Committee: Develop and Implement quality sweeps and programs for ​ active military personnel, veterans (including Gold Star families and spouses of veterans), athletes, and adaptive athletes.

Committee Scope & Responsibilities: 1. Establishing, developing, and monitoring sweeping and sculling programs for military personnel, veterans, pararowing athletes, and adaptive athletes (including “off-season” erg programs); 2. Maintain WRRA’s standing as a qualified Veterans rowing club with US Rowing; ensure proper, timely, and accurate reporting of program information to US Rowing; 3. Setting eligibility for Outreach participants; 4. Providing club members / volunteers to participate in coaching and rowing with Outreach participants; 5. Establishing requirements (in addition to those defined in the CRF Safety Manual) for coaches and volunteer rowers to participate with Outreach participants having special needs; 6. Establish with the WRRA Board of Directors (“Board”) the annual budget for Outreach programs; 7. Work with the Director in charge of Finance to monitor program spending during the year against the budget, and understand the financial impact of programming decisions during the year in relation to the budget; 8. Work with the Directors in charge of Recreational and Advanced Rowing Programs and the club’s Program Director to ensure proper coaching and coxing for Outreach programs.

Goals for 2020: 1. Work with Community Engagement and Development, the Corporate Rowing Director (CRF), and the Board to achieve funding for programming; 2. Work with Freedom Rows, the Cleveland Veterans Administration, and US Rowing to grow rowing experiences for US veterans; 3. Expand veterans’ sweeps rowing to three (3) teams of 10-12 rowers each in Summer Rowing League; 4. Continue to develop the VIPERS program to include participation of sweeps and scullers in Head regattas (including Head of the Cuyahoga, , and Head of the Charles); 5. Assess opportunities to expand the Outreach programs to include participants with special needs in addition to VIPERS.

Committee is specifically authorized to: 1. Implement the program budget as approved by the Board; 2. Make recommendations to the Board’s Equipment Committee and the Board related to adaptive equipment needed for sweeps and sculling Outreach programs; 3. Organize practice days and times for Outreach programs as approved by the Board; 4. Communicate with Outreach participants, coaches, and volunteers regarding information specific to their programs.
