INDIVIDUAL INTERVIEW The Reminiscences of Seymour Boyers © 2006 New York Preservation Archive Project PREFACE The following oral history is the result of a recorded interview with Seymour Boyers conducted by Interviewers Anthony C. Wood and Dorothy Miner on Oct. 17, 2006. This interview is part of the New York Preservation Archive’s Project’s collection of individual oral history interviews. The reader is asked to bear in mind that s/he is reading a verbatim transcript of the spoken word, rather than written prose. The views expressed in this oral history interview do not necessarily reflect the views of the New York Preservation Archive Project. A prominent attorney, politician, and judge, former City Council member Seymour Boyers was one of three sponsors of the Landmarks Law passed by the council in 1965. In this 2006 interview conducted by NYPAP president Anthony Wood, former Landmarks Commission counsel Dorothy Miner, and preservationist Liz McEneny, Boyers draws on his personal records to recount the dynamics of the bill’s drafting, the perspectives of organizations and individuals who were consulted during the drafting process, and the political strategies that helped ensure the bill’s passage. The interview also touches on the legal landscape for landmarks in the first few years after the law was enacted. Seymour Boyers is a former City Council member, representing the Fifth District in Queens, and served as a Councilman at Large in the 1960s. He also served on the State Assembly, as Justice of the Civil Court and Supreme Court in Queens County, and in the Appellate Division, Second Department. -

Landmarks Preservation Commission September 23, 1980, Designation List 137 LP-1127 PERSHING SQUARE VIADUCT (Park Avenue Viaduct), Park Avenue from 40th Street to Grand Central Terminal (42nd Street), Borough of Manhattan. Built 1917-19; architects Warren & Wetmore. Landmark Site: The property bounded by a line running easward parallel with the northern curb line of East 40th Street, a line running northward to the edge of Tax Map Block 1280, Lot 1, parallel with the eastern wall of the viaduct, a line running westward along the edge of Tax Map Block 1280, Lot 1, and a line running southward parallel with the western wall of the viaduct to the point of beginning. On March 11, 1980, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Pershing Square Viaduct (Park Avenue Viaduct) and the proposed designation of the related Landmark Site (Item No. 9). The hearing had been duly advertised in accordance with the provisions of law. Four witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION AND ANALYSIS Located at Park Avenue and 42nd Street, tfie Pershing Square Viaduct was constructed tn 1917-1919. The viaduct extends from 40th Street to Grand Central Terminal at 42nd Street, linking upper and lower Park Avenue by way of elevated drives that make a circuit around the terminal building and descend to ground level at 45th Street. Designed in 1912 by the architectural firm of Warren & Wetmore, the viaduct was conceived as part of the original 1903 plan for the station by the firm of Reed & Stem. -

Landmarks Preservation Commission October 29, 2002, Designation List 340 LP-2118 RITZ TOWER, 465 Park Avenue (aka 461-465 Park Avenue, and 101East5T11 Street), Manhattan. Built 1925-27; Emery Roth, architect, with Thomas Hastings. Landmark Site: Borough of Manhattan Tax Map Block 1312, Lot 70. On July 16, 2002 the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Ritz Tower, and the proposed designation of the related Landmark Site (Item No.2). The hearing had been advertised in accordance with provisions of law. Ross Moscowitz, representing the owners of the cooperative spoke in opposition to designation. At the time of designation, he took no position. Mark Levine, from the Jamestown Group, representing the owners of the commercial space, took no position on designation at the public hearing. Bill Higgins represented these owners at the time of designation and spoke in favor. Three witnesses testified in favor of designation, including representatives of State Senator Liz Kruger, the Landmarks Conservancy and the Historic Districts Council. In addition, the Commission has received letters in support of designation from Congresswoman Carolyn Maloney, from Community Board Five, and from architectural hi storian, John Kriskiewicz. There was also one letter from a building resident opposed to designation. Summary The Ritz Tower Apartment Hotel was constructed in 1925 at the premier crossroads of New York's Upper East Side, the comer of 57t11 Street and Park A venue, where the exclusive shops and artistic enterprises of 57t11 Street met apartment buildings of ever-increasing height and luxury on Park Avenue. -

It The has witnessed a lot of history, and seen a century’s worth of excitement. The theater itself has stood proudly on 125th Street since 1914, when it started life as a burlesque house for whites only, Hurtig & Seamon’s New Burlesque Theater. Dancers in skimpy costumes stripped down to flesh-colored leotards, and comics told bawdy jokes – that is, until then New York City Mayor Fiorello H. LaGuardia made the decision to close down burlesque houses all over the city. When the doors of the burlesque theaters were padlocked, the building was sold. By S ul the time it reopened in 1934, a new name proclaimed itself from the marquee: the 125th Street Apollo Theatre. From the start, the Apollo was beloved by Harlemites, and immediately of became an integral part of Harlem life. When the Apollo first opened, Harlem boasted a lot of theaters and clubs. But many didn’t admit black audiences. Though the musicians who played in the clubs were black, the audiences were often white; the country still had a lot to American learn about integration. But the Apollo didn’t play primarily to whites. As soon as it opened its doors, black residents of Harlem streamed in themselves to enjoy the show. In the early years, the Apollo presented acts in a revue format, with a variety of acts on each bill. -

Landmarks Preservation Commission November 16, 1993, Designation List 255 LP-1887 ANTHONY CAMPAGNA ESTATE 640 West 249th Street, The Bronx. Built 1929-1930; architect Dwight James Baum. Landmark Site: Borough of The Bronx Tax Map Block 5914, Lot 315. On June 2, 1992, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Anthony Campagna Estate and the proposed designation of the related Landmark Site (Item No. 3). At the request of the owner, the hearing was continued to December 8, 1992 (Item No. 2). Both hearings were duly advertised in accordance with the provisions of law. At the two hearings, there were eight speakers in favor of the designation and none in opposition; the then owners took no position. The current owners have not taken a position on designation. DESCRIPTION AND ANALYSIS Summary The Anthony Campagna Estate was built in 1929-30 in the Riverdale section of the Bronx as the home of this prominent Italian-born New York City builder and philanthropist. The work of Dwight James Baum, a leading New York City architect praised for his carefully conceived and executed suburban and country residences, the house is modeled after Italian villas, an unusual prototype for New York City. The elements of the landscape design, by Ferruccio Vitale, an Italian-born landscape architect, and his partner Alfred Geiffert, Jr., were also based on Italian prototypes, in keeping with the design of the house, and won the 1934 gold medal in landscape architecture from the Architectural League of New York. The design of the house and grounds, on a site overlooking the Hudson River to the Palisades, is one of Baum's most impressive and is a major example of 1920s architectural eclecticism by a recognized master of the genre. -

In the second section of the guide, we will take you through the history and development of the Upper East Side’s seven Historic Districts, and the not landmarked, though culturally and architecturally significant neighborhood of Yorkville. FRIENDS has selected representative sites that we feel exemplify each district’s unique history and character. Each of the districts has its own color-coded map with easy-to-read points that can be used to find your own favorite site, or as a self-guided walking tour the next time you find yourself out strolling on the Upper East Side. -
