1/ OPERATIONS WORKSHOP. Thanks to all those railways who have expressed interest in this workshop which is being held in conjunction with the Institution of Railway Operators. 2/ REVISION TO RIDDOR REPORTING. The ORR has issued new Guidance to coincide with the updated version of RIDDOR - The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013, which came into force on the 1st October. This can be downloaded at: http://www.rail-reg.gov.uk/upload/pdf/riddor-guidance.pdf Key points to note include: Every Duty Holder should ensure that the role of the "Responsible Person" is clearly understood, and ensure that one person undertakes this role. This position should be specified in the SMS. You should treat "Employees" as though it includes volunteers. Accidents and incidents on railway property, including shops, offices and car parks, are reportable to the ORR, not the HSE. What used to be known as the "Three day injury" rule is now "Over seven days". With reference to a volunteer, you must consider if he/she would have been able to work if rostered / required, or is unable to undertake paid employment elsewhere. It is important to understand the rail related occurrences are reportable, these include SPADs, Buffer Stop collisions (excluding sidings) and striking a cow or a horse. The occupational diseases that are reportable are specified.

3/ IRISH SAFETY APPOINTMENT FOR CLIFTON FLEWITT. We are delighted to say that Clifton Flewitt of the Irish Steam Preservation Society and Vice Chairman of HRA Ireland has been appointed a member of the Railway Advisory Council (A similar body to our ORR) for a three year term. It has been a long haul in securing this appointment of someone close to heritage railways. Congratulations are due to Clifton, who will be known to many who attend HRA meetings, on this significant appointment.

4/ LOG BOOK FOR JUNIOR VOLUNTEERS. Following on from the NYMR Junior Volunteers announcement in Broadlines 32, members expecting to employ or use Junior Volunteers may wish to avail themselves of a copy of the log book which has been completed to accompany the NYMR volunteers throughout their training. 5/ BESTT(BOILER AND ENGINEERING SKILLS TRAINING TRUST) HLF PROJECT. Bestt is pleased to announce that it has appointed Richard Gibbon (Formerly Head of Engineering at the ) and Tony Simons, (formerly Engineering Team Leader, York College) to help develop its national boiler training project for submission to HLF for Round 2 funding later this year. The BESTT website will be updated to give more detail on progress - see www.bestt.org.uk In particular work is now being taken forward on a syllabus for training and in establishing possible training placements at boilershops. A technical seminar will be held in York on 8th November at 10.30 and BESTT would welcome attendance and input from all sections of the steam heritage sector with an interest in training for the future and maintaining boiler skills. At the seminar BESTT

HERITAGE RAILWAY ASSOCIATION SIDELINES 128 2 of 15 will outline its proposed approach to the training syllabus and the award of the proposed BESTT certificate. This will encompass 14 units based on the HRA Boiler Skills Guidance Notes - see: http://www.heritagerailways.com/mem_docsdb.php These will provide a means for assessing competence in the units. The technical seminar will outline the syllabus, the proposed content and assessment methods and attendees will have the opportunity to influence the final specification which will become the BESTT certificate. It is envisaged that a tracking system will enable a skills competence record for each trainee to be completed and thus provide evidence of competence. 6/ GROUP TRAVEL GUIDE. 2014 EDITION. Work on producing the above is now in hand and members involved will soon be contacted by Blueprint Travel Media who publish the Guide on our behalf. If any other member is interested and has not contacted would they please get in touch with Blueprint as soon as possible – contact details below. Criteria for entry are a level of service and a standard of facilities that is expected by coach and tour operators and group travel organisers; Please remember that this Guide is distributed to carefully selected coach operators, group travel organisers and tour operators and has a much longer “shelf life” than trade magazines. 7/ EXHIBITIONS. September and October saw our Marketing Stand at two trade shows at the NEC. The Group Leisure Travel Trade Show was the first and this attracts tour operators, coach companies and the various forms of Group Travel Organisers be they people who arrange regular tours through to those who do one trip a year for their club or place of work. The second, Coach and Bus Live, is aimed at members of the coach industry and includes coach owners and operators, tour operators and those important people - the coach drivers. Both events were held over two days and as usual, the second day was the more successful for us. We operated the same system at both events with my better half and myself doing the set up on the afternoon before the event and David Woodhouse and myself doing the first day and Colin Brown joining me for the second. It is very hard to judge the actual success rate in attracting people to member railways but there seemed to be a good amount of interest which should result in extra business next year and, possibly more likely, 2015. The next show is Warley National Model Railway Exhibition, 23rd & 24th November, again at the NEC, which is a public show. We aim to make the major activity the distribution of the HRA Railway Guides but also display HRA members’ individual leaflets. (See below).

8/ LEAFLETS. Our records show we have sufficient stock of the leaflets listed below which we will be taking to the Warley show. However, if you will have your 2014 versions available by then please send about 100 to me. In addition to the HRA Guide, the leaflets left over from Warley will be distributed to replies we receive giving details of railways near to where the person making the request lives. This is quite a major task but I consider it well worthwhile. J.C.

10/ HRA RAILWAY GUIDES. Please remember to have a stock of these for the Christmas period. I repeat my usual comment that you have already got the visitor so it does not detract from your business but promotes other HRA members who in return are promoting you. I can supply any quantity but with present distributions costs, the most cost effective way is if you can take a box of around 1,400 which will see you into 2014. 11/ BAD NEWS FROM EXHIBITIONS. It is worth mentioning that at the two exhibitions mentioned above we received a few unfavourable comments about service from member railways. One tour organiser said that having booked a visit and confirmed it (alas only by phone) when they arrived they were not expected. This was due to a lack of communication on the railway. A similar situation was experienced by more than one operator who experienced difficulty in actually trying to make bookings and being unable to get hold of the right person and requests for information not being passed on. To be fair, those who made the complaints said that the railways concerned rescued the situations very well but there are obviously occasions when such last minute corrections may not be possible.

14/ HRA BUSINESS DEVELOPMENT SEMINAR 12th NOVEMBER 2013. A one day seminar has been arranged at the The Alex Suite, Crewe Alexandra F.C., Gresty Road, Crewe CW2 6EB on Tuesday 12th November. Of value for all of those who are involved in maximising income and attracting visitors. A number of first class speakers have been engaged both from within the industry and from outside organisations. In the morning we have a range of speakers who are principally concerned with making your attraction as successful as possible, including customer care, planning of activities, maximising retail margins and working with other organisations. In the afternoon the speakers will be concentrating on how to use social media and websites to improve your business. With speakers from Visit England, Website Vision, Marketing Lancashire, and the Ffestiniog Railway amongst others. It plans to be a thought provoking day with plenty of learning opportunities. The price is a modest £40 plus VAT which includes refreshments and lunch. A very attractive way to spend a day learning how to improve the viability of your attraction. In addition on the 13th November during our normal business meeting, also in Crewe, we are setting aside some time for a talk from Tony Sefton of Vision XS who will be updating us on the latest thinking about the science of visitor attractions and how that can be applied to your specific railway. 15/ ANNUAL GENERAL MEETING WEEKEND – BATH / . Friday 7th, Saturday 8th, & Sunday 9th February 2014

WEEKEND PROGRAMME – Outline Information

Summary + Accommodation The 2014 Annual General Meeting Weekend will be in the Bath/Bristol area. The “main base” for the weekend will be the Limpley Stoke Hotel, Bath. Reservations have been made at two hotels in Bath, the Limpley Stoke Hotel and the new Premier Inn Bath City Centre. Contact details will also be provided for two additional hotels. The particular booking arrangements for the two hotels with reservations will be included on the hotel booking forms and the accompanying advance information. Early hotel bookings will be essential and the closing date could be as early as Wednesday 1st January 2014.

Overview of the Weekend Programme Arrangements will be made for coach transport on the Saturday to and from the outer hotels if practicable. Similarly for the Sunday Study Visits coach pick-ups and return journeys will mirror the Saturday arrangements plus, if required, a drop off at Bristol Temple Meads Station. Friday 7th February 2013 Evening - Civic Reception with light refreshments in the “Roman Baths”. Saturday 8th February 2013 Morning - Study visit to the Midsomer Norton Railway including tea/coffee & biscuits. Afternoon - Buffet Lunch followed by the Annual General Meeting in the Bath Guildhall Banqueting Room. Evening - AGM Dinner in the Bath Guildhall Banqueting Room. Sunday 9th February 2013 Study visit to the & Buffet Lunch. Other visits currently being explored are a river trip, visit to the Museum and a visit to the Railway shed/workshop.

17/ 14TH CARRIAGE & WAGON RESTORERS’ WEEKEND. This will be held at the National Railway Museum on 9th/10th November. Further information is on the NRM website at http://www.nrm.org.uk/PlanaVisit/Events/carriage-restorers-convention.aspx Michael Cope.

18/ UPDATE FROM THE HERITAGE LOTTERY FUND. With the Olympics behind us the HLF is distributing substantial sums across its field. Current acceptance rate for applicant projects is around 50%, but falling slowly. The drop is due to an increased numbers of applicants, which in its turn is due to dwindling grants from elsewhere and reduced funding from Local Authorities etc. Repeat applications are acceptable, and often succeed - so "try, try and try again". An organisation which has been successful in one lottery project may, in due course, apply for a second, different project. However each successful project only gets one "bite of the cherry". HLF requires projects to be sustainable; and a scheme which needs more money after a few years is clearly not sustainable. A significant number of rejections are due to failure to follow advice from HLF Mentors - which seems a bit dumb. Other rejections are due to "total focus on the heritage object with a lack of attention to other results from the project - 'outcomes' in HLF vocabulary". While HLF lists many desirable outcomes in its guidance it is not necessary to "tick all the boxes". Better to dwell in detail on a couple of convincing outcomes rather than to make a sketchy bow to the lot. HLF feels that applicants should be outward looking, particularly towards their umbrella bodies. A letter of support, or equivalent, will do no harm. Training can, nay should, form a part of most HLF bids. An advantage being that this training can be of significant duration (years). Chris Smyth

19/ CRAFT SKILLS AWARDS OPENS FOR ENTRIES. Run jointly by Creative & Cultural Skills and the National Skills Academy, The Craft Skills Awards celebrate excellence in teaching, maintaining and developing craft skills in the UK. 'Crafts' in this case range in practice from innovative work that is experimental, both in terms of its vision and manufacture, to traditional craft that supports and continues our cultural heritage and covers everything from textiles to ceramics, woodwork to metalwork. Award winners could be an individual craftsperson, a trainee or master; a company or institution; or a teacher, tutor or workshop leader. The activity celebrated could include anything from academic courses and professional apprenticeship programmes to one-to-one advice and masterclasses for craft professionals. Nominations opened on 30 October and the winner will be announced at a special ceremony in May. Heritage Alliance via John Jeffery (HRA Heritage Committee) and Martin Smith (HRA Training Committee)

20/ NEW TRAINING ACADEMY. To demonstrate the increased emphasis on railway training in the U.K., members may be interested that a new training academy has been set up jointly by Siemens and the National Skills Academy for Railway Engineering (NSARE) which will specialise in traction and rolling stock skills and is being funded 50% by Siemens and 50% by Government. It will be located in a state-of-the-art facility at Siemens flagship train depot at Kings Heath, Northampton and is expected to open for students in Spring 2015. Although this is the hub there are expected to be several other facilities around the U.K. Martin Smith Secretary Training Committee

I had intended to include an edited version in Broadlines but it is certainly better if members read the document themselves. There is also more than enough to read in this mailing. 22/ HERITAGE SECTOR ROAD RAIL VEHICLE USER GROUP FORMED. Following a heritage sector RRV operator seminar held on 10th August at the , where a steering group was formed to examine the possibility of forming some sort of RRV user group, the group has held a meeting, hosted by the , where H.M. Inspector of Railways, Richard Thomas, outlined the latest approach to RRV operation, and the ramifications for all operators including those within the heritage sector. Discussion then took place concerning the official formation of a heritage sector Road Rail Vehicle User Group as follows:

The Road Rail Vehicle User Group will be open to users and potential users of RRVs in the heritage sector. Membership will be free. There will be a web site created with a closed members forum, and links to all legislation and information sites. The policy of the group will include:

Stated Aims To develop a safe system of work for RRV’s including staff training, lifting duties, and exclusion zone planning within the heritage sector to the satisfaction of the ORR.

Scope Identifying what types of RRV will be covered.

Main areas of concern Training, maintenance, operation, rail adhesion/traction, trailer use, braking types, line gradients, training for other on-track plant, lift planning, risk assessments/work method statements.

Structural Methodology (generic to all railways) To be in conjunction with ORR railway guidance documents, PUWER, LOLER, and CDM regulations.

Specific Systems These are for individual railways to compile, identifying key systems/protocols to limit specific risks particular to the railway, e.g. gradients, parking off rail etc……. This should be compiled by a “competent person”.

The user group is keen to extend an invitation to all users of RRV’s in the heritage sector (especially those railways operating category 9B RRVs) to “sign up”. This can be done in the first instance by emailing [email protected] (Administrator for the time being). A web site will be up and running ASAP. Once this has been achieved, information and updates will be on line.

The RRV User Group is also very keen to get a clear picture of which heritage railways actually possess and operate RRVs, especially the category 9B vehicles (the high ride type). The User Group would be grateful if heritage sector owners/users could contact the Administrator ([email protected]) with that information even if there is no interest in joining in.

23/ LOCO HIRE AGREEMENT. Work on this template agreement for locomotive hire has now been complete and it is available on the HRA website, along with detailed guidance notes. Chris Austin

24/ THE GREAT RAILWAY TREASURE HUNT 2013 HAS BEEN WON! It has been a busy summer for me, with the challenge of writing Peter’s Railway Hits the Jackpot, organising the Great Railway Treasure Hunt – and book signing visits all round the country. The Jackpot has now been Hit and the Treasure has all been found!! At the top of the Leader Board there was a real battle for the top prize; it was amazing how many railways some of the Hunters visited. After marking all the entries and counting up the scores, the results were:

HERITAGE RAILWAY ASSOCIATION SIDELINES 128 7 of 15 The Winner of the £500 First Prize was Sam (7 years old) from the North East. Sam won by visiting 20 different railways and getting 342 answers correct. Some effort for a person of this age. His Granddad told me that even though he was tired out at the ends of the days, he still kept going to fill in all the answers on the quiz sheets.

The runner up prize of £250 went to Thomas (9 years old) from Nottinghamshire. The other £250 prize, for the competitor who visited the most railways and museums, went to Cameron (aged 11) from Derbyshire.

There were also 39 Local Prizes, donated by the railways, awarded to lucky winners. The cheques for the winners were handed personally to them at the NRM Shildon when I was there for the Durham Literary Festival on 19th / 20th October. We will be running the competition again in 2014, hopefully with even more Railways and Museums taking part! Let us know if you want to take part…. 25/ PATTERNS. In Sidelines 124 Item 24 we mentioned that Brian Oldford works on the BRSLOG (British Railway Standard Locomotive Owners' Group) Pattern Registrar and works closely with Peter Winstanley who is the BRSLOG Drawings Registrar. In his position Brian keeps a register of patterns that are available and he is prepared to make this list available to HRA members. The register contains a few of the non-BR items that were used on the Standards e.g. various Derby components and Western Injectors. He stated that he was making a small start on putting together a similar spreadsheet for those GW loco components for which they have patterns at the SVR and loco owning groups based there. He said that he would be happy to maintain and enlarge the register for GW loco owners nationwide. He now reports that requests for input to a GWR (and absorbed companies) pattern list has been largely ignored. Brian can be contacted at Email. [email protected] if you want to participate.

26/ GWR LETTERS. John Smith has contacted us with the news that he has recently produced a highly-accurate font of the GWR nameplate letters. It's being used by several GWR heritage railways to improve their logos and he is happy to supply it free of charge to any organisation that would like it. He produced the font from a CAD drawing he did from an original drawing of the nameplate letters, so it is very accurate. He uses the CAD drawing to have letters laser-cut or water-jet cut in 1/16” brass for model GWR nameplates and the font is just a by-product. Contact John direct for details Email [email protected]

27/ CONTACT DETAILS. I receive a vast range of communications from members, normally email, and I would appreciate it if members would give their contact details. (I remember some years back some legislation to this effect was introduced for those writing on a behalf a company etc). 28/ CHATHAM STEAM DEAL. In a deal expected to cost some £100,000, the North Norfolk Railway has acquired the order book, expertise and specialist machinery used by Chatham Steam. Chatham’s Robin Monday will head up what will be known as NNR Engineering, based at the railway’s Weybourne Works and reporting directly to managing director Hugh Harkett. Chatham’s operations and machinery will move to Weybourne as soon as the workshops have been reconfigured, and key personnel will also be moving up to Norfolk. Overhauls will continue at Chatham’s Kent site at Detling, until the Weybourne shops are ready.

31/ HISTORIC CONTAINERS AVAILABLE. Two BR AF type containers are looking for a good home. Designated by the former Railway Heritage Committee, they are believed to be the last of their type, and would be available to any railway prepared to restore and display or use one. They have been at Wigan Springs Branch (EWS) for many years where they have deteriorated. 32/ LUGGAGE VAN. No.404 is a type V14 luggage van originally built in 1936 for the 5’3” gauge railways of the LMS NCC (London, Midland and Scottish Railway Northern Counties Committee) in Northern Ireland. The vehicle is constructed on a steel frame 60’9” in length, including buffers. The bodywork is wooden with outer cladding of sheet steel. The interior consists of two large compartments, one at each end of the vehicle, each accessed by two sliding doors in each side of the vehicle. In the centre is what was formerly a guard’s compartment, which is accessed by one hinged door in each side of the vehicle. No.404 has been used since 1983 as a stationary storeroom and lacks many original features. It is without bogies (and consequently without wheels) and must be supported at each end by a structure of equivalent height (e.g. a stack of railway sleepers). The outer steel sheeting is significantly corroded and the wooden body has decayed in places. The waterproof fabric covering to the roof requires replacement. Given appropriate attention, No.404 could continue to serve as a stationary building for many years, or could potentially be turned into a moving railway carriage again.

Interested parties must be prepared to make all arrangements for the removal and transport of the carriage from our premises at Whitehead, Co Antrim. HERITAGE RAILWAY ASSOCIATION SIDELINES 128 12 of 15 RAIB REPORTS SINCE SIDELINES 127 Compiled by Janet Small There have been eight reports issued since the last edition of Sidelines. If you only have time to read one report in detail, then I suggest the 16/2013 concerning a signal passed at danger at Stafford. There are a number of issues which can also apply to heritage railways. In the usual way, I have tried to point out the useful sections in the reports to allow the reader to focus their time on the areas which are most helpful.

RAIB Report 13/2013 Partial Failure of a structure inside Balcombe Tunnel, West Sussex on 23 September 2011. raib.gov.uk/cms_resources.cfm?file=/130815_R132013_Balcombe_Tunnel.pdf This incident concerns water catchment trays fitted to a tunnel which regularly suffered from water ingress. The fixing for one of these caused the tray to sag and this was noticed by the crew of an engineering train passing through the tunnel. The repair made in 1997 was modified while the work was carried out and was inadequate. In addition the resin used for the repair was unsuitable. Then the examination standards for tunnels were not complied with. There is an important lesson about inspection regimes. If you say you are going to inspect an asset, then make sure that it is inspected. If remedial works are undertaken you must ensure that they are to the correct standard.

RAIB Report 14/2013 Train ran onto a washed-out embankment near Knockmore, Northern Ireland 28 June 2012 raib.gov.uk/cms_resources.cfm?file=/130902_R142013_Knockmore.pdf Flooding and culverts unable to cope is an issue which has affected a number of heritage railways. This report concerns a train passing over a section of washed away track. The driver was able to stop and set back. No one was injured. There was abnormal rainfall during the previous days and there was no system in place to inspect sections of the track. The culverts were unable to cope and the water backed up and then overflowed causing the washout. There was no procedure to warn the driver of possible flooding or communication between the Rivers Agency and the train company. Many heritage railways have introduced improved inspection regimes following flooding and systems to notify drivers to proceed at caution after heavy rain. Now may be the time to review these and make sure they remain up to date and fit for purpose. Railways should also ensure that they are aware of all their drain and culvert locations and have a programme of inspection and cleaning as required.

RAIB Report 15/2013 Dangerous occurrence involving an engineering train at Blatchbridge Junction, near Frome, 19 March 2012 raib.gov.uk/cms_resources.cfm?file=/130912_R152013_Blatchbridge_Junction.pdf This report concerns the failure of bolts attaching the cab of a P95 track machine to the machine. The cab fell from the machine during transit. The cab fell onto the track causing damage to the track and the cab. The report makes a number of recommendations about maintenance and checking equipment before, during and after use. Whilst heritage railways do not generally use this type of plant, lessons about maintenance and checking bolts for wear can be applied to any plant. How do you check your plant and is there an adequate maintenance regime?

RAIB Report 16/2013 Signal passed at danger at Stafford 26 April 2012 raib.gov.uk/cms_resources.cfm?file=/130916_R162013_Stafford.pdf This report is a catalogue of issues which came to light following a SPAD at Stafford. The immediate cause of the SPAD was that the locomotive was travelling at excessive speed, possibly because of a defective speedometer. The recommendations cover SMS procedures, competence and maintenance. The report highlights the need to validate experience and ensure competency. It also commented on insufficient traction and route knowledge. These are all vital on a heritage railway and procedures should be reviewed in the light of the report.

RAIB Report 18/2013 Train fire at South Gosforth 8 January 2013 raib.gov.uk/cms_resources.cfm?file=/130925_R182013_South_Gosforth.pdf This incident involved an electrical fault leading to a fire from arcing under the rear of the second vehicle in the train. The protection system did not operate for 45 seconds and the smoke could have caused issues if the incident had occurred in a tunnel. In addition the overhead line parted and fell onto the roof of the vehicle. The passengers evacuated themselves through the emergency doors. The driver experienced difficulty contacting control. The report recommended improvements be made to the radio and communication systems. Regular checks of communication systems should be carried out and this applies to heritage railways in the same way as to the mainline operators.

RAIB Report 19/2013 Fatal accident at Bayles and Wylies footpath crossing, Bestwood, Nottingham 28 November 2012 raib.gov.uk/cms_resources.cfm?file=/130926_R192013_Bayles_and_Wylies.pdf In this case a young girl of 13 walked across the crossing and was struck by a tram. CCTV indicates that she did not look at the approaching tram. The horn was continuously sounded but she did not react to it. It is not clear why she did not react to the horn or see the tram. Possibly glare from the lights to the crossing meant her peripheral vision was impaired, or she looked the wrong way. The report researched a continuous horn and regular short bursts. It found that people are more likely to hear short bursts and react to them. Railways use short horn bursts but the tramway did not. Changes are being implemented for this and tramways should consider how they warn individuals crossing their tracks.

RAIB Report 20/2013 Track worker struck by a train at Bulwell, Nottingham 6 August 2012 raib.gov.uk/cms_resources.cfm?file=/131003_R202013_Bulwell.pdf This incident concerns an inappropriate safe system of work implemented for a vegetation inspector. The planner did not know the location and opted for an unsuitable system. The system chosen was a locally adopted one and contravened Network Rail’s standards. Page 10 of the Report lists various options and protection. It makes useful reading for those planning lineside work. We can all learn lessons about the importance of proper planning of lineside work.

It is suggested that member railways establish a routine procedure that ensures that these reports are considered and appropriate action taken if there is any likelihood of a similar occurrence on their own railways and that reports with relevance are brought to the attention of boards as a part of their Safety Agenda.
