EMERGENCY PLAN – MOULTON PARISH COUNCIL

Introduction

This plan has been developed by Moulton Parish’s Emergency Planning Group. The plan has been prepared for use in the event of a major incident being declared within the parish. The aim is to provide a framework of procedures to enable a quick and effective response by local people before the emergency services / county council and other agencies arrive.

1. The Parish Council Emergency Group (PCEG)

The Parish Council Emergency Group will lead the community response and act as a central point for information and communication for the community and other agencies.

2. Activation of the Plan

Should an emergency occur and it is obvious that the normal emergency response by the emergency services may be delayed, a PCEG member being aware of or having been informed of the emergency, must call 999 and inform the emergency services giving the following: -

• Name • Contact telephone number • Details of the incident • Location • Estimated casualties • Any identified hazards (i.e. road blockages)

The PCEG member will then contact the other members of the group and arrange to meet immediately.

3. PCEG Emergency Meeting

The PCEG will meet and immediately address the following:-

• Casualties - estimate no of persons hurt and how seriously? • Hazards - have any specific hazards been identified? • Access - how to get to the scene / is disruption widespread? • Location - Where is it precisely? Can a map ref. be given? • Assistance - what emergency services are required? • Vulnerable people - who is particularly vulnerable? • Resources - what may be required/what is available? • Contact & communication - consider best means available. • Shelter - is there need for a Parish Shelter? • Record - keep a decision /action log and note of instructions given.
