CITY UNIVERSITY OF HONG KONG 香港城市大學 A Study on the Fire Safety Management of Public Rental Housing in Hong Kong 香港公共房屋消防安全管理制度之探討 Submitted to Department of Civil and Architectural Engineering 土木及建築工程系 in Partial Fulfillment of the Requirements for the Degree of Engineering Doctorate 工程學博士學位 by Yeung Cho Hung 楊楚鴻 September 2012 二零一二年九月 i Abstract of dissertation entitled: A Study on the Fire Safety Management of Public Rental Housing in Hong Kong submitted by YEUNG CHO HUNG for the degree of Engineering Doctorate in Civil and Architectural Engineering at The City University of Hong Kong in September, 2012. ABSTRACT At the end of the Pacific War, there were a large number of refugees flowing into Hong Kong from the Mainland China. Many of them lived in illegal squatter areas. In 1953, a big fire occurred in Shek Kip Mei squatter area which rendered these people homeless. The disastrous fire embarked upon the long term public housing development in Hong Kong. Today, the Hong Kong Housing Authority (HKHA) which was established pursuant to the Housing Ordinance is charged with the responsibility to develop and implement a public housing programme in meeting the housing needs of people who cannot afford private rental housing. It is always a big challenge for the HKHA to manage and maintain a large portfolio of residential properties which were built across several decades under different architectural standards and topology.

  • Supplementary Information on PWSC(2017-18)
LC Paper No. PWSC29/17-18(01) Public Works Subcommittee Meeting on 18 October 2017 Issues requiring follow-up actions by the Government PWP Item No. 281RS – Reprovisioning of Tsun Yip Street Playground facilities to Hong Ning Road Park and Ngau Tau Kok Fresh Water Service Reservoir Members discussed the above works project at the Public Works Subcommittee meeting on 18 October 2017. Dr Hon KWOK Ka-ki’s request for supplementary information from the Government (shown in italics below). After consulting the relevant government departments, our reply is set out below. “Are the roofs of any existing service reservoirs in Hong Kong provided with grass? If yes, please provide a list of the sites; if no, what are the reasons? (please provide details of the technical problems involved, if any).” 2. As the service reservoir involved in the 281RS works project is a fresh water service reservoir, the supplementary information will focus on fresh water service reservoirs for relevant reference. A list of the existing fresh water service reservoirs in Hong Kong with grass on the roofs is at Enclosure 1. 3. When government departments or private organisations have any appropriate proposals for using the roofs of service reservoirs, the Water Supplies Department will facilitate for efficient use of resources. The main reason why the roofs of some existing fresh water service reservoirs in Hong Kong are not covered with grass is that the departments or organisations concerned have laid hard-paved materials on the roofs to suit the functional needs of various recreational facilities, such as basketball courts, tennis courts, hard-surface soccer pitches, fitness facilities and jogging tracks.

  • Memories of Home – 50 Years of Public Housing in Hong Kong
Memories of Home – 50 Years of Public Housing in Hong Kong Preface Public housing in Hong Kong enjoys a history that now dates back 50 years. With over 3 million people living on public housing estates today, there is almost always someone around us, perhaps even you or I, who is or has been a public housing resident and who still has vivid recollections of going to public bathrooms with their own bucket, of patronizing itinerary hawkers in the estate’s open spaces and of playing and chasing each other through the long corridors. Life on Hong Kong’s public housing estates has already become a part of our collective memory. With the aim of revisiting life on Hong Kong’s public housing estates over the past five decades, this exhibition reviews their development through historical pictures, daily items used by residents, reconstructed scenes of resettlement blocks and extracts from interviews with residents who have lived in public housing blocks in different eras. The exhibition also includes an introduction to the changes that have been made to the design of public housing in recent years to make it more “people-oriented”. We are grateful to a large number of people who have either donated valuable items, provided information or shared their past experience in interviews with us.
