2. Mitteilungen des Vorsitzes

– Der Vorsitz begrüßt zwei neue Mitglieder: Frau Michaela Šojdrová, eine tschechische Abgeordnete aus der PPE-Fraktion, und Frau Eva Kaili, eine griechische Abgeordnete aus der S&D-Fraktion, die Stellvertreter im Ausschuss für Beschäftigung und soziale Angelegenheiten geworden sind.

– Der Vorsitz begrüßt mehrere Besuchergruppen: 14 Rechtsanwälte der Birminghamer Anwaltskammer, die von Frau McIntyre eingeladen wurden, 5 Vertreter der Gewerkschaft GMB aus Südwestengland, die von Herrn Simon eingeladen wurden, 20 Studenten des Institut Régional des Travailleurs Sociaux de Poitiers, die von Frau Morin-Chartier eingeladen wurden.

– Der Vorsitz erinnert an die gemeinsame Anhörung der Ausschüsse EMPL und CULT zum Thema „Die Reform der Bildungssysteme in Europa als eine Möglichkeit zur Bekämpfung des vorzeitigen Schulabbruchs, der Kinderarmut und der Jugendarbeitslosigkeit“ am 26. Februar 2015.

1.1 Interpretation Interpretation was available in German, English and Italian and Danish.

1.2 Follow-up on the proposal for a Directive on Single-member private limited liability companies (SUP) (BM) In line with the Coordinators’ decision of 18 December, the letter to the Chair of the CCC, Mr Buzek, as well as to President Schulz, urging them to agree on the application of Rule 54 to this report, had been prepared and was circulated for signature.

1.3 Flags of convenience in aviation (RS) The Chair informed the coordinators that in line with the Coordinators’ decision of 18 December, a joint letter from the EMPL and TRAN Chairs to Commissioners Thyssen and Bulc was under preparation.

1.4 Minutes of Coordinators' meeting of 18 December 2014 Decision

1. Deleted a sentence1 from the draft minutes of 18 December 2014.

2. Agreed on the following approach, based on three principles:

 The EMPL Secretariat (acting under the authority of the rapporteurs) shall draw up clear timetables relating to each report and other complex file so as to prevent situations where voting lists arrive late at night.

 As a general rule, feedback to the secretariat's voting list, such as requests for split votes and oral amendments, may be requested until 16:00 hrs (sharp) of the day before the vote.

 The Chair remains the authority for settling possible disputes relating to voting lists (cf. Rule 174(2) and (3) as regards the order of voting; Rule 174(4) as regards the admissibility of compromises; applicable to committee votes by virtue of Rule 209)

2.3 The situation of fundamental rights in the European Union (2013-2014) (MM) EMPL/8/02353 2014/2254(INI) Responsible: LIBE – Observations: LIBE Committee drafts regularly own-initiative reports on the situation of fundamental rights in the European Union. The last resolution on this subject was adopted by Parliament on 27 February 2014 and the reporting period covered the year 2012. EMPL had drawn up an opinion to that LIBE report (rapp: Kósa, EPP) in 2013, while in the preceding years EMPL did not prepare any opinion.

The current LIBE report will cover the years 2013 and 2014. LIBE has appointed Ms Laura Ferrara as rapporteur. Decision: No opinion.

3. UN Convention on the Rights of Persons with Disabilities (CRPD) (MM)

Decision

appointed Mr Kósa to represent the Parliament in the EU Framework for promoting, protecting and monitoring the CRPD

appointed Ms Blinkeviciute as a substiute representative should Mr Kósa be unable to attend EU Framework meetings.

4. Joint EMPL - CULT Hearing – proposals of experts (CO)

The papers for the meeting included the annexes with the CVs of the proposed experts.

The Coordinators

 bearing in mind that the joint EMPL – CULT hearing on "The reform of educational systems in Europe as a way to fight early school leaving, child poverty and youth unemployment" would take place on 26 February in the afternoon and that it had been agreed that each of the two committees should nominate two speakers for the hearing, according to their respective competencies

 decided to invite Mr Lars Thiers and Mr Christian Morabito as EMPL experts

 agreed that Dr Harald Weber should be invited as the third EMPL expert provided that the CULT committee would not raise any objections to this.

5. Use of Parliament's Chamber by the "Confédération des Maisons de Jeunes et de la Culture de France" (CMJCF) (CO)

The papers for the meeting included:

- a letter of 12 September 2014 from the "Confédération des Maisons de Jeunes et de la Culture de France" (CMJCF) requesting to hold its national convention in October 2015 in the Chamber of the European Parliament

- a letter of 12 December 2014 from CULT Chair Ms Costa supporting the use of the Chamber by the CMJCF

10. Use of translation reserve - request by the EMPL rapporteur for the Annual Growth Survey, Mr Gutiérrez Prieto (KS)

o Mr Gutiérrez Prieto had requested 4 additional pages from the committee's reserve for his non-legislative report on the Annual Growth Survey o the entire committee had a reserve of 45 pages per year o the standard length for non-legislative reports was 4 pages (6,000 characters) for the draft resolution plus 7 pages (10,500 characters) for the explanatory memorandum

1. Not to follow up this motion for a resolution considering that INTA will draw up a report containing Parliament's recommendations to the European Commission on the negotiations for the Transatlantic Trade and Investment Partnership (TTIP) and EMPL will prepare an opinion on this subject.

After giving a background on the relationship, namely the agreement on the free movement of persons, the repercussions of the referendum to introduce quotas of February 2014 are discussed. Finally, the note specifies which negotiations with Switzerland are on-going, such as on the Croatia protocol and the new institutional framework between the EU and Switzerland.  That the EMPL Chair had written to President Schulz to request a formal role for the EMPL Chair in this session.

1.3 Amendments to CULT report on "Follow-up to the implementation of the Bologna Process" (European higher education area) (BM) The Coordinators  noted that CULT would adopt its report on 24 March, i.e. just before the meeting of the "Bologna Follow-up Group" which shall be held in Athens in April  noted that that timetable would not allow for an EMPL opinion to be adopted in good time  agreed, on an exceptional basis, that EMPL Members would be invited to table amendments directly at the CULT committee. (CULT deadline for amendments is 27 February.)

1.4 EMPL mission to Washington D.C. (MK, RS) The Coordinators

 bearing in mind that, on 17 September 2014, they had decided to send an EMPL delegation, composed of up to 9 Members, to Washington DC in the turquoise Week of 7 April, but that the 114th Congress (elected in November 2014) would not be in session during that week

 noted that following a change in the regulatory framework (Bureau decision of 15 December 2014), delegations to third countries may only be authorised as ad hoc delegations, composed of up to 7 Members, see Article 21 of the Rules on Delegations,1

 agreed to modify the initially envisaged date (week of 7 April) since Congress would not be in session that week and that, therefore, subject to authorisation, the programme would start on 17 June p.m. and would last until Friday 19 June.

 noted that the draft programme would be further refined and adjusted in cooperation with the political groups.

3. Additional EMPL meeting on Thursday 5 March a.m.

Decision

The Coordinators

 noted that the agenda of the EMPL meeting of 26 February was completely full

 noted that the timetables for a number of opinions (where EMPL was not the master of the timetable) required timely discussion in early March

 authorised an additional EMPL meeting on Thursday 5 March a.m. (9 a.m. to 12:30 a.m.)

4. EMPL position on FEMM implementation report on Parental Leave Directive (ZP)

The papers for the meeting included

- a letter from the FEMM committee and

- the answer from the EMPL committee.

 Noted that the Committee on Women's Rights and Gender Equality had requested authorisation for on implementation report entitled "Report on the application of Council Directive 2010/18/EU of 8 March 2010 implementing the revised Framework Agreement on parental leave concluded by BUSINESSEUROPE, UEAPME, CEEP and ETUC and repealing Directive 96/34/EC"

 Bearing in mind that EMPL had opposed the request since European parental leave legislation had fallen under the remit of the EMPL committee since the proposal for the original Directive on parental leave in 1996.

 Decided to request authorisation for an EMPL implementation report about the application of the parental leave Directive to which the FEMM committee could prepare an opinion
