PMA power rates are reviewed annu- ally and set in accordance with Department of Energy Order RA 6120.2 federal law, including Section 5 of the Flood Control Act of 1944.

As Congressional appropriations continue to dwindle, SPRA members recognize this growing funding problem as a threat to the reliability of the federal power system. In 1999, a tri-party funding agreement was reached between Southwestern, the Corps of Engineers and Jonesboro City Water and Light, allowing Southwestern’s customers to directly pay for specific O&M projects deemed essential to maintain the reliabil- ity of Southwestern’s federal energy and power delivery. The Jonesboro Memorandum of Agreement (MOA) was the first of its kind in the na- tion becoming the template for success.
