Foreword NUEPA began its journey more than five decades ago as a Regional Centre of UNESCO focusing on international trends and capacity building needs of Asia in the area of educational planning and administration. As the governance moved into the hands of the Government of India, the Regional Centre became a National institution. With this while it retained its international portfolio, the institution has gradually emerged as the apex national body for technical and research activities in the areas of educational policy, planning and administration. As an autonomous institution created and fully funded by Government of India, changing roles and functions of the NUEPA abundantly reflects the changing nature of issues and challenges concerning education sector in India. Acquiring the status of a University in 2006 undoubtedly marked a major step in changing the character of the institution from being merely a technical support institution to an independent think tank engaged in original research and teaching. All educational institutions change and transform themselves as they grow and develop. But the transformational journey of NUEPA from being a Regional Centre of UNESCO to becoming a National University has been more complex than what one could imagine with multiple changes in organizational structure and governance framework. Writing the story of change and transformation of NUEPA spanning over more than five decades and capturing not only the structural rearrangements made but also the substantive areas of engagement of the institution in the field of educational policy, planning and administration is indeed a challenging task. Dr. Kavita Sharma has done a commendable job of capturing all the nuances involved in this long and continuous process of change and development witnessed by NUEPA. Through this volume she has, in fact, created a comprehensive documentation and institutional memory for NUEPA. I would like to record my sincere thanks to her for this. I should also record my gratitude to several former and current colleagues who invested their precious time in reviewing and ensuring that the volume gets published in this form. I should particularly record my appreciation for the contributions made by Professor A. Mathew in this regard. Govinda June 5, 2015 Vice-Chancellor, NUEPA v Preface It has been my privilege to chart the journey of the National University of Educational Planning and Administration from its origins in 1962 as the UNESCO sponsored Regional Centre for the Training of Educational Planners, Administrators and Supervisors in Asia. The course of this work too has been a long one and as full of twists and turns as that of the Regional Centre. The idea was first put before me by Prof. Ved Prakash, the then Vice-Chancellor of NUEPA in 2006 or 2007 but nothing came of it. It may have developed a life of its own at NUEPA but by the time it returned to me, it was 2008. At that time I was busy with my assignments as a New Century Fulbright Scholar. I also changed my job with all the upheavals that go with it. However, Prof. Ved Prakash said that I should still take it up as I had earlier written 50 Years of University Grants Commission and he had faith in my abilities but I myself was full of trepidation and uncertainty. Anyhow, change of job, residence and three research associates later, the work is at last complete. NUEPA has done so much in the fields of training, research and consultancy that it is a real challenge to bring it all together. In any case, it is impossible to mention everything as the work done is vast. I am sure there has been an element of subjectivity in what I have picked up but the guiding principles have been one, what has contributed to the mandate and vision of NUEPA at its various stages of growth and development, and two, what I see as some vital educational issues from among the vast number of very significant issues that the faculty NUEPA has worked on. I am aware that perceptions may differ but that is a risk that is embedded in the very nature of the assignment. While most documents were available thanks to the cooperation of my colleagues in NUEPA, there could be an omission or two like the Special Audit Report of 1989, which could not be found in spite of best efforts. However, it is remarkable that so much was available as the preservation and retrieval of documents is one of the most challenging tasks for an institution. On the whole, this assignment has been a great learning experience for me as it has given me valuable insights, based on detailed research into the educational issues, that I may, otherwise, not have had. I am grateful for this opportunity to NUEPA and Prof. Ved Prakash. I am very thankful to Prof. Govinda, the present Vice-Chancellor of NUEPA, Prof. Sudesh Mukhopadhyaya and Prof. Sudhanshu Bhushan, to name just a few colleagues, who have always readily provided the required reports and other documents. He was a disciple and student of his own uncle Tshufuk Lama Rabdon Dorji - the Head Lama of Rumtek Monastery. The then Maharaja o f Sikkim, Sikyong Tulku - during his visit to Rumtek Monastery showed a great liking and was attracted by the cute and young monk Lhendup, took him to Gangtok and put him in a Tibetan School. In his 16^*’ year Lhendup Dorjee returned to Rumtek Monastery to undergo two years rigorous training in Lamaism of Mahayana-Buddhism (Lamaism is a combination of both Tantrayana and Mantrayana). Finally, he succeeded in his teen age to Lama Ugen Tenzing to preach as Head Lama of Rumtek Monastery for about eight years. Leaving monastic life young Kazi had joined ‘Young Men’s Buddhist Association’ founded by his brother Kazi Phag Tshering in Darjeeling.

Preliminaries On the May 8th 1973, an agreement was signed at Gangtok between the Chogyal, the leaders of the political parties representing the people of Sikkim and the Government of India. The Agreement provided for a Legislative Assembly for Sikkim elected on the basis adult franchise, an Executive Council responsible to the Assembly and safeguards for minorities. Under the Agreement, India was to provide the head of the administration (Chief Executive) to ensure democratization, communal harrnony and social development. Assembly was to be elected every four years on the basis of adult franchise under the supervision of Election Commission of India. Following the Tripartite Agreement, elections were held from April 15 to 19, 1974, under the supervision of the Chief Election Commission of India. According to the parity formula, fifteen seats were allotted to the Bhutia- Lepchas and the remaining fifteen to the Nepalese including one for the scheduled caste. Soon, both sides demanded separate seats for the monks. As a result thirty-two member Assembly was provided with two reserved seats one for the scheduled caste and other for the monastries (Sangha).The sangha constituency is a unique feature of not only Sikkim but also for the whole of India. It is reserved seat for the representation of the monasteries of Sikkim as a whole and their Lamas. This maintained parity, the scheduled caste being of Nepali origin and the monk coming from the Bhutia-Lepcha group.Kazi Lhendup Dorjee's party Sikkim Congress swept the polls by winning thirty-one seats out of the thirty two seats.

Moreover,, it seems that the SSP bagging 32 out of 32 seats in the 1989 Assembly election was a result of series of bloody campaigns. This was the most violently fought election in Sikkim’s electoral history and more gruesome than the State-wide agitation of 1973 and the Congress (I) suffered in the torture. * Even a bureaucrat of Direct Indian Administrative Service had to undergo ordeals and transferral. The brute strength of one hundred percent majority in the Assembly became the ultimate weakness because there was conspicuous absence of constructive opposition that is an essential prerequisite of a vibrant democracy. This made Bhandari to grow arrogant and ended up becoming a dictator like Suddam Hussain.

    CHAPTER - III CHAPTER - III SIKKIM : Independence and Dawn of Democracy Birth of Democracy And Its Continuity. The emergence of the Political Parties in Sikkim can be traced back to 1940s. The birth of an organised Political Party in the form of Sikkim State Congress was directly the impact of the Indian National Congress. The then popular leaders in Sikkim such as Tashi Tshering, Kazi Lhendup Dorjee Khangsarpa, D.B. Gurung, C.D. Rai, Captain Dimik Singh Lepcha, Sonam Tshering, B.B. Gooroong, L.B. Basnet and many others were inspired by democratic struggle waged by the Indian National Congress for the Independence of India. The Congress programme of broadening of democratic base and liquidation of feudalism deeply impressed these leaders of Sikkim. Graced with special rights and privileges from the Maharaja of Sikkim, the Sikkimese Kazis and Thikadars (contractors) exploited and suppressed the common people of Sikkim.. Thus, the voice of the people began to raise against their exploitation, suppression and cruelty. It sought to eradicate Sikkim from the evil of the Zamindari system, the practices of Kalobhari, Jharlangi, Kuruwa, Theki-bethi and Dhurikar. However, the suppression and exploitation of the feudal lords and Kazis gradually came down. As a result, in the beginning of 1946, sequentially there arose three more Political Parties. They were the Praja Sammelan at Temi Tarku, the Praja Mandal at Chakhung and the Praja Sudhar Samaj in Gangtok. On the of December 1947, the similarities among the three Parties regarding their aims and objectives brought them together at Polo Ground (present Palzor Stadium). There a meeting was held followed by a long deliberation.
