Minutes of a meeting of Parish Councillors via a conference call At 7.30 pm on Thursday 19 November 2020 (In accordance with The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) ( and Wales) Regulations 2020 (“the 2020 Regulations”) come into force on 4 April 2020)

Councillors Present: Peter Wright (Chair), Gary Baldwin (BW), Gareth Williams (GW) Colin Kitchen (CK), Martin Hughes (MH) and Christopher Utley (CU)

Also present: Carole Jackman (Clerk)

1. Apologies: Cllr Martin Paul and CC John Chilver.

2. Members Interests: None declared.

3. Minutes of the Meeting held on 15 October 2020 The minutes of the meeting held on 15 October 2020 were agreed by those present and will be signed by the Chairman at the next ‘proper’ meeting.

4. Matters Arising: None.

5. Planning (Appendix 1: 2020 applications and decisions) 5.1 Planning Applications 20/03679/ALB | Replacement front doors to grade ll listed house. | 1 Orchard Way Botolph Claydon MK18 2NG. Decision: No objection. Action: Clerk to inform ( Vale Area) 20/03187/APP | Replace existing stairs, new access into living room, create double fronted fireplace, new side porch, garage conversion with new glass link and roof glazing - amendment to 20/01293/APP | 23 Botyl Road Botolph Claydon Buckinghamshire MK18 2LP. Decision: No objection. Action: Clerk to inform Buckinghamshire Council ( Area). 20/03188/ALB | Replace existing stairs, new access into living room, create double fronted fireplace, new side porch, garage conversion with new glass link and roof glazing - amendment to 20/01092/ALB | 23 Botyl Road Botolph Claydon Buckinghamshire MK18 2LP. Decision: No objection. Action: Clerk to inform Buckinghamshire Council (AVDC Area). 5.2 School Car Park Chair had spoken to a representative from the Oxford Diocese and had encouraged her to speak to the Claydon Estate to progress the school car park project because cars continue to park on the road. It was suggested that an application to the HS2 Road Safety fund should be investigated as funding continues to be a problem. 5.3 Hinton Hedge Chair had been informed by the developer that the hedge would be planted when his landscaper no longer had issues with COVID. It was noted that the Hinton Close Management Committee would be responsible for the hedge maintenance. Action: Cllr CU to investigate whether a management committee has been formed. 5.4 Planning Application Call In Process Chair noted that there is still an issue with Councillors being able to speak on planning issues at the committee stage. 39/2020 (Conference call)

5.5 Gigaclear It was noted that Gigaclear were working locally to take their cable to Winslow. It was not clear whether they were going to bury the cable in the road or the verge.

6. Finance and Accounts 6.1 Accounts Clerk had circulated the accounts prior to the meeting (see appendix 2) which Councillors approved. 6.2 2020-21 Budget Clerk had circulated a draft budget which councillors considered. The budget will be updated to recognise the considerations, for approval at the December meeting. Action: Clerk to update and add to the December agenda for approval. 6.3 Account Signatories Clerk is liaising with the TSB Bank and Cllrs GW and CU to get them onto the internet banking signatory list. Action: Clerk to pursue.

7. Village Hall Cllr GB reported that: - New flooring has been laid in the kitchen and annex. - The patio area has been transformed. - A long term rental for the upstairs area had been agreed. - Improvement work is continuing in the Mushroom but there is no sign of it opening. - The chiller has been re-fitted to the wall. - The school is using the main hall on Tuesdays and Wednesday. An event in 2021 to celebrate the end of lock-down was suggested. This will be further considered in the New Year. Action: Clerk to add to the agenda for meeting in the New Year.

8. Playground It was noted that some of the equipment needs re-painting and further maintenance is needed. Installation of new equipment was also discussed. Action: Clerk to add estimated costs to the 2021-22 budget.

9. Roads and Pathways 9.1 Triangle It was noted that white line road markings at the Triangle had been re-applied.

9.2 Maintenance It was agreed to accept RTMs quotes to: - ‘Tidy’ the Triangle. - Remove the tree stumps between the Mushroom and the playground. Action: Clerk to inform RTM. The replacement of the trees was discussed. Action: Councillors to consider suitable replacements for the felled trees. It was noted that some flooding had occurred on the footpath to the Church near the Old Rectory and leaves had caused the footpath to become slippery. Action: Clerk to arrange a site meeting with RTM and Chair to discuss the work required to clear the footpath and rectify the flooding. It was noted that the some gulleys need cleaning out. Action: Councillors to report on Buckinghamshire Council’s “Fix My Street”. 40/2020 (Conference call)

It was noted that the ivy on the fence between the Mushroom and the Playground needs to be cleared. Action: Clerk to ask RTM for a quote

10. Church Roof The main roof has been completed and finance was now being sought for the Tower roof.

11. Coronavirus Issues Update No updates were available.

12. Parish Council Website No updates were available.

13. Claydon Estate Commercial Shoots It was noted that the shoots had stopped for the time and being and that people were still walking the footpaths.

14. Community Boards Chair felt that the meetings he had attended were a waste of time and had made his feelings known to Cllrs Angela Macpherson and John Chilver.

15. EWR/HS2 Chair noted that Buckinghamshire Council had advertised a vacancy for a person to manage the HS2 interface. It was noted that: - The road was now open and HS2 HGV’s were no longer using Orchard Way. - Some of the tipper trucks using the village were going to the housing development sites in . - The mud left on the roads by the lorries / tipper trucks was becoming a danger. Action: Chair to monitor the state of the roads and complain to the appropriate authority to ` get the mud cleared from the roads.

16. General Correspondence All relevant email correspondence had been forwarded to Councillors.

17. Any Other Business There was no other business.

18. Date of Next meeting The next meeting will be held at 7.30pm on Thursday 17th December 2020.
