PREFACE 1.1 Objectives of Resettlement Policy and Resettlement Action Plan The Resettlement Policy for Guangzhou City Center Transport Projects Inner Ring Road Project and the Resettlement Action Plan for Guangzhou City Center Transport Projects Inner Ring Road Project have been prepared according to the resettlement and land acquisition laws and regulations of PRC, Guangdong Province, Guangzhou; and the Operational Directive 4.30for Involuntary Resettlement of the World Bank. Our objective of developing these documents is to work out a resettlement and rehabilitation policy and specific implementation plan for the project affected persons (PAPs), to ensure that they will benefit from the project, and their living standards will be improved or at least restored to their original levels. 1.2 Explanation of Resettlement Policyfor Inner Ring Road Project (1) The basic contents of the Resettlement Policy for Inner Ring Road Project have been concluded in the first draft of the Resettlement Action Plan for Inner Ring Road Project (Phase I) submitted to the World Bank in November, 1995 and the revised version submitted on February 15, 1996. According to the suggestions of the resettlement specialists of the World Bank, we have divided the original RAP into Resettlement Policy document and detailed action plan for each phase of Inner Ring Road Project. (2) The Resettlement Policy document has taken in the suggestions of the resettlement specialists of the World Bank and the conference agreements reached by both sides. The document also states in detail the problems concerned by the World Bank. (3) The Resettlement Policy will be carried out throughout the whole InnierRing Road Project, including those which are not loan projects of the World Bank. The resettlement objectives. resettlement principles, resettlement policies, resettlement implementation organizations and principles of grievance & appeal, consultation & participation, monitoring & evaluation wlhicilare stipulated in the Resettlement Policy will be kept unchanged in the later phases of Reselzlemenl Action Plan for Inner Ring Road Project. The demolition amount and the number of affected persons for each phase of IRR are shown in detail in the table of section 4.2.3.: (4) The specific compensation standards set in the RAP of every phase will be adjusted according to the price fluctuation index during resettlement implementation. 1.3 Definition of Project Affected Persons (PAPs) Project affected persons (PAPs) refer to all persons that will be adversely affected due to the implementation of the project. The categories of Project affected persons (PAPs) are as follows: l. All permanent or temporary owners and users, regardless of residence status, of the real estate (housing, land, structure, facility) demolished due to the implementation of the project. 2. Those whose resident environment and living environment are affected due to the implementation of the project. IRR ResettlementPolicy 2 Final Report 3. Those whose business place (private and public enterprises) and business environment are affected due to the implementation of the project. 4. Those whose occupation and working environment are affected due to the implementation of the project. 1.4 Entitlement of the Project Affected Persons (PAPs) All project affected persons (PAPs) are entitled to resettlement, rehabilitation and compensation which are at least equivalent to their loss. The project will strive to improve the living (business) standards of the project affected persons, and make the project affected persons benefit from the implementation of the project. 1.5 Definition of Resettlement Resettlement refers to a restoration and replacement of the living structures and environment (residence), business places (shops, market places, etc. ), job of the project affected persons as well as the restoration and replacement of the road, transport, public facilities of living environment. 1.6 Definition of Rehabilitation Rehabilitation refers to a restoration of PAPsi capacity and resources to continue with productive activities or standard of living at a level equal or higher to that before the project. This could be skills training for new business & jobs, credit, and counseling for the elderly. Transportation and moving expenses to the new locations will be provided. 1.7 Definition of Compensation Compensation means payment in cash or in kind for loss of property, assets and income of persons, at the replacement cost without depreciation. 1.8 Complementary

    ARTICLE IN PRESS Habitat International 30 (2006) 305–326 www.elsevier.com/locate/habitatint Socio-economic differentials and stated housing preferences in Guangzhou, China Donggen Wang, Si-ming Li Department of Geography, Hong Kong Baptist University, Kowloon Tong, Hong Kong, China Abstract Households in Chinese cities today have to increasingly rely on the market to satisfy their housing needs. The growing freedom in choosing one’s own residence implies increased variations in all aspects of housing consumption. Examination of individuals’ housing preferences is crucial in understanding these variations. This paper studies the housing preference of Guangzhou people through choice experiments framed in state-of-the-art experimental design methods. Joint logit models comprising both neighbourhood and dwelling attributes are estimated for all subjects and for various sub-samples classified by family income, age, education, nature of employment organization, district of current residence, etc. The models are then used to compute utilities for different attribute levels, the impacts of these attributes on choice probabilities, and the relative prices that the subjects are willing to pay for buying a home in different districts, with different accessibilities, of different types, etc. Neighbourhood and location-related attributes are found to be more important than dwelling-related attributes in home purchase decisions. Further, factors such as family income, age, education, nature of employment organization, etc. are found, to various degrees, have affected housing preference. Based on the preference structures revealed, we envision a new urban morphology to take shape in Chinese cities which is not too dissimilar from the ones in cities in the West, with the inner core dominated by the aged and the urban poor and the outskirts occupied by younger people and the rich and well-educated class.

    ABSTRACT THE IMPACT OF SPORTS EVENTS ON URBAN DEVELOPMENT IN POST-MAO CHINA: A CASE STUDY OF GUANGZHOU By Hong Chen The study on the relationship between sports and cities has proliferated among academics. However, research is mostly focused on developed countries such as the United States and Europe. What kind of impacts do sports events have on Chinese cities? Do sports-events influence post-Mao China differently than developed countries? Assessing the impacts that sporting mega-events have on Guangzhou, which will host the 16th Asian Game in 2010, this research reveals that China’s governments are the key actor in the process of bidding for and hosting mega-sports events. Cities in China have used this strategy to stimulate new district development instead of urban redevelopment. The city governments in China are pursuing sporting mega-events for infrastructure improvement rather than economic issues. The construction of new stadiums and infrastructure, environmental improvement, city image improvement and district development are positive outcomes; however, there is a lack of economic assessment. There is a need for the city to cooperate with the private sector, adopt public participation and to develop a cost-effective use of sports facilities after the sporting mega-events are over.     SUMMARY VOL 5 January 1998 S Public Disclosure Authorized GUANGZHOU CITY CENTER TRANSPORT PROJECT LAND ACQUISITION AND RESETTLEMENT A. PREFACE 1. The proposed Guangzhou City Center Transport Project (GCCTP) includes a series of related sub-projects aimed at improving the traffic management of a rapidly growing city of about 6.5 million people. The development of the Inner Ring Road sub- project in the congested city center will involve land acquisition and the resettlement of people, businesses, enterprises and public facilities. The project has developed a Public Disclosure Authorized resettlement policy which will guide the preparation of annual resettlement action plans. The policy will be the guiding principle for all phases of the project whether Bank financed or otherwise. 2. The proposed project has been divided into several phases. The construction of the Dong Shan Kuo interchange segment, began in December 1996 using muIuicipal financing. The proposed implementation date for the segments using municipal and World Bank financing w-illbe in mid 1998. B. PROJECT IMPACT Public Disclosure Authorized 3. The proposed Inner Ring Road (IRR) will be about 26.7 km in length. The recommended alignment starts from Liu'ershan Road, along Huangsha Avenue, Nan'an Road, eastwards through Huanshi xi Road and Huanshi'zhong Road, along Henfu Road to Yongfu Road, turns southwards to Meidong Road, Zhongshanyi Road. and then proceeds southwest to Dongshankou. There, it divides into two parts and reaches the eastern part of the planned Baogangbei Road (T13) in Haizhu district respectively through Jiangwan Bridge and Haiyin Bridge. It then continues to Industry Avenue through Nantian Road north to Renmin Bridge and then closes the loop at Liu'ershan Road.
