The PDCC will provide relief goods through the Parish Priest to be assisted by volunteers “Off Road Riders” from Ormoc City., if weather permits • Another 14 barangays: 6 in San Ricardo, 4 in Pintuyan, 3 in Liloan and 1 in Maasin City as well as evacuation centers in San Francisco and Liloan are also needing assistance. • The municipality of Silago has been reported as isolated due to the collapse of Ingan Bridge along the National Highway 2. Actions Taken 2.1 Relief Operations To date, the amount of relief assistance coming from various donors for the victims of flashfloods and landslides has amounted to P33.148 M, broken down as follows: Donors Amount of Assistance International Assistance (UN-OCHA, UNDP, US, 26.882 M Japanese, Korea, Belgium, Germany and China) Local and national agencies 2.614 M NGOs and civic-minded citizens .570 M NDCC Rice Assistance (3,125 sacks) 3.082 M Total P 33.148M Activities Undertaken • The PDCC of Southern Leyte distributed relief goods in Liloan, San Francisco, San Ricardo and Maasin City out of locally-generated donations. worth P1,662,768.00. • On going Relief Operations in San Francisco . 2 • PDCC Southern Leyte provided medical supplies to Liloan, San Francisco and San Ricardo Rural Health Units for the victims thereat. • NFA has established rolling stores in San Francisco and Liloan. About 767 bags of rice are available for withdrawal by PDCC. • Specialists from the DSWD are providing stress-debriefing to the victims of Bgy Punta, San Francisco and Bgy Pinut-an, San Ricardo. • Board Member of Pampanga, Lilian Pineda distributed directly 503 packs of assorted relief goods to the victims of San Ricardo and Liloan. and also committed to build 100 units of houses: 50 in San Francisco and 50 in San Ricardo. • SOLECO has restored power in Maasin City up to San Francisco and clearing of fallen poles and line is ongoing • The Tzu-Chi Foundation Philippines, a Buddhist Foundation based in Cebu, made a direct distribution of food and non food items to the victims of San Francisco and Bgy Pinut-an. • PNRC and Lions Club of Ormoc City brought relief goods distributed by themsleves. • The neighboring towns of Bato, Hilongas, Leyte, and Bontoc also provided assorted relief goods to the victims of Bgy Pinut-an, San Ricardo. • Bottled waters donated by San Miguel Corporation , Nature Spring, Globe Telecom, Lucio Tan and PLAN International are being distributed at the evacuation centers. • The DPWH conducted clearing operations at the national highways, PEO and PA Engineering Brigade undertaken the rechannelling of Gabi River, • The IPHO conducted disinfection at the evacuation center in San Francisco and continuing inventory of medicines. The German Embassy provided Deconex desinfectant chemical and medicines through GTZED at the cost of P201,600.00 The supply is sufficient for 1 month. • The Provincial Water and Sanitation Teams have been dispatched to assess the status of water systems in Pinut-an, San Francisco as there is no potable water in said areas Conduct of Meetings • Two meetings were conducted: PDCC meeting on December 28, 2003 and RDCC VIII meeting on December 29, 2003 wherein each agency submitted its update on the effects and status of relief and recovery operations as well initiated a long term rehabilitation plan in the landslide-stricken areas. Plan of Action • PDCC SOLERT will initiate the Community-Based Disaster Management Training (CBDMT) in cooperation with PNRC,-NHQ to BLGUs and MLGUs. • PNRC will appeal to international donors to shoulder the construction of planned communities with new houses and facilities in relocation areas. • The Provincial Water and Sanitation Team will recommend a long term water concerns in San Francisco as there is no potable water in the area. • Sourcing and provision of portalets to maintain proper hygiene practices. 3 Needs and Requirements Additional toilet facilities in evacuation centers in Pinut-an, San Ricardo. 2.1 Areas Declared Under a State of Calamity Jabonga and RT Romualdez , Agusan del Norte, Tandag, Surigao del Sur, entire provinces of Southern Leyte and Surigao del Norte and Tagum City 4 .
