SITUATION OVERVIEW Profile of the Incident • Due to Shallow Low Pressure Area (SLPA), CARAGA Region is experiencing cloudy skies but no rain since last night 18 February 2011. The following incidents were observed and monitored: AGUSAN DEL SUR • River systems in the Province of Agusan del Sur are now increasing in water level particularly in Gibong River in Prosperidad and Wawa River in Sibagat • Portion of National Highway in Bunawan, Agusan del Sur is flooded but still passable to heavy vehicles • Few houses in Los Arcos, Prosperidad, Agusan del Sur are still underwater. Road section in the same area is submerged with water but passable. • Pre-emptive evacuations were conducted in the municipalities of San Francisco (Brgys. 1 and 2) and Rosario (Brgys. Poblacion, Libuac and Cabanto). Evacuees are now housed at the Municipal Gym, Agusan del Sur National High School (San Francisco) and Municipal Training Center (Rosario) AGUSAN DEL NORTE • Flights of Cebu Pacific and Philippine Airlines in Butuan City resumed this morning. SURIGAO DEL SUR • Road section from San Vicente to Poblacion, Barobo, Surigao del Sur is now passable to all types of vehicles • Awa-Azpetia-lianga road incurred slip at the side portion with 26 meters length, 5 meters wide and average depth of 3 meters. II. ACTIONS TAKEN: • RDRRMC CARAGA OpCen disseminated Weather Forecast, Weather Advisory on SLPA, GALE Warning and Flood Advisory thru SMS to all RDRRMC Member-Agencies, Local DRRMCs and Local Radio/TV Stations of the region • Local DRRMCS were automatically activated and advised the people living near the mountain slopes and in low-lying areas to be alert and take precautionary measures for possible flooding and landslide. Fishing boats and other small seacrafts were also advised not to venture out into the sea while larger sea vessels were alerted against big waves. Emphasized and reiterated Proactive Actions: Evacuation rather than Rescue • Twenty Five (25) Members of Search and Rescue of Agusan del Sur (SARAS) are on standby and ready to provide augmentation to municipal emergency responders • DPWH Caraga conducted clearing operation to areas reported with landslides, installing barricades to danger zone areas for safety of commuters and travelers. • DPWH and PDRRMC Agusan del Sur were informed about the submerged road section in Los Arcos, Prosperidad for their immediate attention and action • MDRRMC of Bunawan, Agusan del Sur is closely monitoring the increasing water level in Bunawan Brook • MDRRMC San Francisco, Agusan del Sur conducted pre-emptive evacuation of residents in Brgys. 1 and 3. Evacuees were brought to the Municipal Gym and Agusan del Sur National High School. • MDRRmc of Rosario, Agusan del Sur conducted pre-emptive evacuation to residents of Brgys. Poblacion, Libuac and Cabantao. Evacuees stayed at the Municipal Training Center. • PDRRMC Surigao del Norte raised Alert Level 1 and advised the people to be ready for possible evacuation especially those living in flood and landslide prone areas • RDRRMC CARAGA OpCen is continuously monitoring the situation region- wide 2 .
