INTRODUCTION

CBRE strive to provide effective management and excellence in its property management services. Co-operation on the part of all Occupiers is needed to achieve this.

The purpose of this handbook is to:  Provide information on how The Walbrook Building functions on a day to day basis.  Highlight those areas where Occupiers’ co-operation is required by the landlord and/or their managing agents relative to health, safety and welfare issues.  Provide guidance to Occupiers on measures that can be taken to safeguard property, by the proper control of contractors.  Provide general information regarding the Insurances arranged by the Landlord and the procedures for reporting any loss, damage, accident or other incidents.  Provide Occupiers with environmental information relevant to The Walbrook Building.

We are confident that Occupiers will appreciate our objectives and will co-operate with us in achieving this. Success is clearly a mutual interest to us all.

The landlord has also produced a Fit Out Guide for the property (Section 4 of the Occupier’s Guide). This should be consulted for all detailed information regarding fit out of occupier space and other major works, and is a support document to the Occupier’s main lease.

The Occupier Handbook will be subject to change and amendment.

BUILDING OVERVIEW

1.1 The Building

The Walbrook Building is a high quality office headquarters building in the heart of the . It sits within the historic central core of the City of London and enjoys unrivalled communications with underground and main line stations adjacent to the site. The building is located adjacent to the Mansion House, less than a minute’s walk from Bank Station, whilst the southern end of the building is opposite Station.

The Walbrook Building has been designed by Foster + Partners and its striking, state of the art design provides 451,190 ft2 (41,917 m2) of accommodation over 10 office floors, including 382,786 ft2 (35,562 m2) of office; 39,751 ft2 (3,693 m2) of retail and 28,653 ft2 (2,662 m2) of occupier storage/plant. The floors typically range from 34,000 - 50,000 ft2. In addition there are 21 car parking (4 disabled), 81 motorcycle and 253 bicycle spaces.

A distinctive design respects the historic context of Walbrook yet is uncompromisingly modern. The horizontal fins create an elegant outer skin which plays a key role in ensuring this is an environmentally friendly building. The exterior of The Walbrook Building is encased with solar shading which helps keep the building cool in the summer and warm in the winter, thus improving energy efficiency.

1.2 The Area

The Walbrook has been a site of major importance for over 2,000 years, situated to the North of the original Roman Governor’s Palace, to the east of the Temple of Mithras (newly reinstated to its original location by Bloomberg) and close to The , from which the Romans measured distances in and around London. In the second century A.D. the Temple of Mithras stood on the bank of the Walbrook, a stream running across London; by 1428 the ground had risen by about 6 meters and Walbrook was no longer a stream but a street. It was around this time that the existing church and graveyard were enlarged and moved to higher ground as they were too small for the ever expanding parish.

The Walbrook River now runs completely underground and the only evidence above ground is that there is a street called Walbrook, which runs parallel to its course. In 1666 the church burned down in the with Sir building the new church in 1672 and which still stands to the north.

HELPDESK

Any issues with the building’s facilities – but NOT those relating to an Occupier’s floor - should be raised to our in- house Helpdesk. They can be contacted on:

The Helpdesk is manned Monday to Friday from 08:00 – 17:30. Outside these hours please contact any member of the Security Team – located in Reception or on the number listed above.

Your request will be logged and an email sent to you confirming the details of your request. Once completed an email will be sent to confirm this. At the end of every month a report is sent to your Facilities Team detailing all requests raised and whether any items are still outstanding.

RECEPTION

The main building reception is located on the Ground floor on the north west side of the building. The reception’s primary function is to welcome your guests to the property and ensure that their experience, from the reception desk to your offices, is both enjoyable and meets the statutory needs of The Walbrook Building. The entrance is operated 24 hours a day – with a maximum of 3 Receptionists during core office hours (07:00 – 18:00 Monday to Friday) and by Security personnel outside these times. The desk telephone number is 020 7280 0140.

ACCESS

General access to The Walbrook Building is via the reception. On arrival Occupiers will need to present a valid building pass to the speed-gates which allow access to the lift lobby. If a valid pass is not available, Occupier’s staff will need to present themselves to Reception whereupon they will be issued with a temporary pass as agreed with their Employer. Please refer to section 5.2 for details on visitors.

1.4 Occupiers

Occupiers should provide the Security Supervisor with details of staff as they join and preferably at least one week before the employee starts so that security pass cards can be produced in readiness. In the majority of situations it is possible to import Occupiers security pass cards onto the landlord system, please contact Building Management for further details.

Occupiers’ staff must have their building pass with them when leaving as they will not be able to exit through the speed-gates without it. Staff who forget their pass will be politely asked by the gate line Security staff to retrieve it before exiting. Where staff do leave the building without their pass, they will be directed to sign-in at the Reception upon their return to the building.

1.5 Visitors and Temporary Staff

Visitors and temporary staff entering the building will be requested to register at the reception desk. They will be issued with a visitor’s pass, which will permit access through the building’s security controls. Occupiers should advise the reception desk of intended visitors and temporary staff at least 24 hours in advance. These details will be logged into the building’s visitor management system (Sky Visitor) and will reduce the time it takes for Visitors to register on arrival.

Normally our Receptionists will notify Occupier’s reception by telephone or email that guests have arrived. This notification can be tailored to the Occupier’s requirements, please contact Building Management as required.

Where Occupiers have large parties arriving for meetings or events it is essential that details are advised to the Reception team at least 24 hours in advance. For events of this nature it will be necessary for the Occupier to have a member of their own staff at the Building Reception where they can assist in handing out the visitors passes and directing visitors to the correct destination. Please speak with the Lead Receptionist should you require further assistance or information.

1.6 Lloyds of London Visitors

Lloyds of London visitors should identify themselves and confirm which occupier company they are here to visit. Our reception team will make contact with the occupier’s reception and announce the visitor unless they are expected. All expected visitors will be issued a visitor pass, which will allow free access through the turnstiles.

1.7 Landlord’s and Occupier’s Contractors, Couriers and Mail Deliveries

All contractors, couriers and mail deliveries will enter the building by the loading bay entrance, which is located on 1 Salter’s Hall Court, London EC4N 8AH. For contractors, occupiers will need to complete an access permit request form, which should be emailed to [email protected] 48 hours before requiring access into the building. This is particularly important where contractor access is required outside the main working hours. This will be reviewed and confirmation of approval will be issued to the Occupier’s representative. Failure to follow this process may result in contractors being turned away, although the Building Management Team will make every effort to contact the Occupier’s representative before denying access.

The Contractor will be issued a temporary contactor pass, which will allow access through the loading bay and onto the Occupier’s floor. It is the responsibility of the Occupier to supply the Building Management Team with said passes. Please note that the security of the building and the safety of all building users is paramount.

1.8 Landlords High Risk Areas

As well as carrying out the requirement of 5.4, the Occupier or/and their contractors, will be required to issue risk assessments and method statements (RAMS) for works within any plant room, switch room or common areas, as well as any high risk works. High risk works include but are not limited to:

Rising floor coverings and floor tiles in common areas. All dusty works. Requiring isolation of any of the life safety or building safety monitoring systems. Working within the car park areas. 8 | P a g e

Hot Works. Confined space. Live working on electrical systems.

1.9 Vehicular Access

Occupier requested vehicle deliveries must be booked using a booking form, these are provided by Building Management at [email protected]. Royal Mail and deliveries from the major courier firms do not need to be booked as these are on known timetables.

Vehicle access to the loading bay is limited to vehicles of a max length of 7m rigid vehicles and a maximum height of 5m. Vehicle access shall be gained by entering via Salters Hall Court/Oxford Court. Please note that parking within the loading bay area is limited to no more than 20 minutes, unless in extreme circumstances and by prior arrangement. There is no offloading outside the building.

Parking bays in the vicinity are Corporation of London run and the clamping of unauthorised vehicles will occur without notification. The Occupier may allow access to their demised parking bays, and this should be stated in their access permit.

1.10 Car Park and Motorcycles

The building has been designed with car and motorcycle parking, there are a total of 21 car (4 disabled) and 81 motorcycle parking bays. These are for the use of the Occupiers and numbers are detailed in the leasing documents. Access for both is through the Loading Bay. Once the Occupier’s names have been sent to security and if they are allocated a permanent space, their security pass will be programmed with access rights to the Basement 1 car park.

The Loading Bay is manned throughout the day and early morning/late evening. When it is unmanned, drivers should use the intercom unit on the wall to the right of the shutters. Please give your name and company name to the security officer, who will confirm parking rights. The basement car park can accommodate vehicles with a maximum clearance height of 2.5m.

1.11 Bicycles

Provision has been made for bicycle parking at Basement Level 1 with a total of 253 spaces available. The bicycle store is accessed from the loading bay via the corresponding lift. These are for Occupier use and numbers will be detailed in the leasing documents. Shower facilities are located on Basement Level 1.

The bicycle lift is located at the far end of the loading bay (right hand side) and is to be used for cycles only. Cyclists must dismount at the entry of the loading bay, which is on the road at the top of the ramp, they then walk their bicycles through the right hand side of the loading bay on the marked passageway. There is an access pass reader on the wall as Cyclists enter the actual loading bay – they must touch in/out on this reader to confirm their approved status to use this facility. The vehicle lift must not be used for bicycles.

Please note that the lift requires security pass access, this can be arranged via your Facilities Team/Building Management.

1.12 Roof Access

Access to the roof is denied unless in possession of an access permit. Permits are available, following the issue and review of safety documents detailing all works and risks involved in the works. If working on those areas of the roof which have been identified as high risk, the Occupier or their contractor must prove that they have been trained to use safety harness. Approval can only be issued by a member of the Building Management Team.

1.13 Garden

The garden can be accessed via Salters Hall Court. Opening times vary between 06:00 - 20:00 between summer and winter months Monday to Friday, depending on daylight hours. The garden is currently closed at weekends. We 9 | P a g e

would ask all users to keep the garden clear of their own rubbish and enjoy the garden. If you require further information on the current opening times, please contact the Building Management Team.

History – The garden is dedicated to Owain ap GRUFFYD, Lord Glyndyfrdwy, known in briefer terms as Owain Glyn Dwr (Shakespeare as Glendower).

The period 1282-1485 was a period of great struggle and hardship for the Welsh people. With long periods of poor harvest and the ravages of the Black Death, social order was undermined for long periods of time. In the Black Death was followed within a generation by the peasants’ revolt but in Wales more than half a century was to pass before the smouldering discontent of the people was to literally explode. The father of the daughter, who, with two of her children are laid to rest in the graveyard below our garden, emerged and for a period of time led a Welsh revolt.

Owain styled himself Prince of Wales. A turning point in Owain’s power was undoubtedly his capture of Edmund Mortimer whose line stood in legitimate succession to the throne. A marriage was arranged between Mortimer and Owain’s daughter, Catrin, who was later taken hostage with her children by the English. The rest is history.

Glyndwr Memorial Statue

The 10-foot high sculpture within St. Swithin’s is dedicated to Catrin the daughter of the Welsh legend Owain Glyndwr.

The sculpture has been crafted out of Gelligaer bluestone. The design for the statue was created by Pontypridd- based Nic Stradlyn-John, and sculpted by Cwmdu-based Richard Renshaw and was funded by public subscription during the 1950/1960’s.

It has a curving naturalistic form and a flowing line leading from the stone base to a bronze tip suggests two figures: a mother protecting her child. It is meant to represent the suffering of women and children in war and to celebrate the enduring spirit of Wales.

1.14 Bond Court

Bond Court is a private road and pathway owned by The Walbrook Building. Access for vehicles can be arranged for deliveries and dropping off, but we do not allow long term parking of greater than 10 minutes, this is due to the planning constraints currently imposed on the building by the Corporation of London. Please contact the Building Management Team for further information. Pedestrian access is via the security gate, which is located adjacent Starbucks coffee shop and the St Swithin’s Lane, if you would like to use this access please contact the Building Management Team.

The access system works as follows:

Pedestrian Access

Pedestrian access can be arranged through the Building Management Team, there are security access controlled gates at each end of Bond Court and St Swithin’s Lane. Your Facilities Team will complete an access request form (available on request); this will then be submitted to the Building Management Team, who will arrange for access to be added to your building access card. The process may take up to 72 hours to complete.

To exit each gate, you will find a push to exit button located in front of the gate, St Swithin’s gate is a manually operated gate, whereby Bond Court is electronic and you should wait for the gate to open fully before trying to exit.

Vehicular Access

Vehicular access can only be arranged through the Building Management Team and is very limited. There is no parking allowed along the roadway, as this is primarily been built to allow access to and from Rothschild’s loading bay. If you do require access, you will need to complete an access request permit form which is available from the Building Management Team. Once the request is submitted, it will be assessed and you will be notified within 48 hours on if you will be issued access. Once confirmed, our security team will update your building pass card to allow access on the dates/times stated within the permit.

WELFARE FACILITIES

Welfare facilities are located throughout the building. Facilities for disabled persons are located on the Ground floor main reception area and on all cores of the Occupiers floors. Male, female and disabled person’s showers are located on the basement floor adjacent to the cycle store and car park.

The following shower/changing room procedures have been put in place:

Personal items should always be removed from the changing rooms or stored in the lockers that have been provided.

Any personal items left behind in the changing room will be removed by security.

Personal items can be collected from the Building’s main reception. Please contact our reception team at [email protected] before collecting your personal items.

Any personal items that have not been collected within a month will be thrown away or donated to charity. Before any items are discarded, an email will be sent to Occupier’s Facility Management Teams to advise them.

ACCIDENT REPORTING

1.15 Accident or Serious Illness

In the event of an accident or illness, please contact the main reception on 020 7280 0140 for assistance, or alternatively call the emergency services on 999 as necessary.

When calling the emergency services, please be prepared to give the following information:

Your name Where you are calling from (i.e. the floor and core of the building and the full property address [page 5]) The symptoms of the patient

If you are injured call out for help and have someone call the main reception or the emergency services for assistance. See also note 1.39 - Lone Working.

1.16 Accident / Incident Reporting

If you suffer personal injury or experience/witness an incident/near miss within the common areas of the Building, eg. Reception, lift lobby landings, toilets, basement corridors, bicycle/car parks, etc., please contact the Building Management team (via Reception) or ask your Facilities Team to make said contact. Events within the common parts need to be reported in the Building Management’s Accident Book, with a further report being made to the HSE or RoSPA if required. When being interviewed by Building Management for the Accident Book, please be prepared to give personal details as requested.

Should the event take place within your own demise, then it should be reported within your Employer’s Accident Book. Depending on the circumstances, it may be necessary to inform the Building Management of the event.

1.17 Using the equipment and facilities

Your safety and wellbeing is paramount to us. Please observe these simple steps when using the equipment and facilities. Things to consider:

Speed gates - Use your pass to activate the gate and wait patiently for the gate to open. Ask a member of the security team if you are concerned about access or if your card is not working correctly. Please note that there may be some areas of the building that your card does not have access to. Please ask your Facilities representative for more details.

Do not lean over the balconies, this can cause disorientation.

Do not abuse the fire alarm call points or extinguishers. Please advise the Building Management Team if you see anyone abusing these facilities.

If you see anything that could cause harm to others, eg. water on the floor, unattended luggage, or people acting irresponsibly, please contact the Building’s main reception or your Facilities team.

GENERAL

1.18 Introduction and General Safety Rules

Information in this document relating to Health and Safety and/or general safety rules is provided to offer guidance on safe working practices within The Walbrook Building. It is not intended to mitigate any responsibility from the contractor, who must at all times comply with all relevant statutory legislation and good practice guidelines.

The law requires all parties to take due care to avoid accidents and dangerous situations resulting from negligence. This information contains guidance on how to protect yourself and other people who could be injured as a result of your work. Please read it carefully and follow the advice that it contains. It is important that you are aware of, and comply with, all safe working practices when contracted to undertake works at the property.

Knowing how to respond in an emergency situation is vital, and being prepared will assist in reducing the impact of any events that may occur.

1.19 Interface with Landlord Services

Interface with the landlord’s plant, equipment, and services are detailed in The Occupier’s Fit Out Guide and Alteration Procedures (Section 4 of this Occupier’s Guide). In general, Occupiers will ensure that compliance with all British Standards, regulations and current legislation (under UK law) is in place. Occupiers must liaise with the landlord and the building management engineering team (or delegated person) on all aspects of installation, fit out or other works that interface with landlord systems. Occupiers must also comply with the aforementioned standards and maintenance provisions are in place to guarantee compliance.

1.20 Access to Occupier’s Areas

The Building Management Team will, on a periodic basis, be required to enter the Occupier’s demise for the purpose of PPM services to the landlord’s assets. Notice will be provided (minimum 48 hours, unless in emergencies). Access will also be required by other third parties when Occupiers undertake fit-outs or alterations which require services to be run through the Landlord’s risers from either the basement or roofs. Occupiers will be required to grant access for such purposes.

The Building Management engineering team require access to all the Landlord’s risers on the last Monday of every month to carry out visual inspections of the Landlord’s services within said risers. Should any defect(s) be identified, further attendance will be required to make any necessary repairs. Where the repairs are urgent, this may be the same day. Where the last Monday falls on a Bank Holiday access will be on the Tuesday afterwards.

Building Management require access to some of the risers at the beginning of every month to take readings from electricity meters. This is necessary to ensure the correct recharging of electricity charges to Occupiers.

1.21 Access Permits

To gain access, all contractors that are not permanently based at the property will be required to give notification of their arrival at least 48 hours in advance (with the exception of emergency situation where notification should be provided as early as possible). To do this, Occupiers will need to complete an access permit request form (Section 5 of the Occupier’s Guide), which should be emailed to [email protected]. This will be reviewed and confirmation of approval will be issued to the Occupier’s representative. Failure to follow this process may result in contractors being turned away. 13 | P a g e

The Occupier contact will be required to provide the names, company details and brief description of the works, and in which area, to the Building Management Team to enable an access permit to be raised. This is issued to the Walbrook’s Security team who, without it, will not allow access.

1.22 Asbestos

No asbestos has been used in this property and no asbestos will be allowed to enter the building or be used in any construction, no equipment containing asbestos will be allowed to be used inside the building.

As a point of general advice: Do not drill, knock down or disturb any ventilation ducts, plant, walls or other parts of the building which are not part of your work. If you think you have discovered asbestos stop work and consult your supervisor and Building Management. If you think you have disturbed asbestos or discover loose asbestos debris stop work immediately, evacuate the area and inform your supervisor and Building Management.

1.23 Children & Animals

Children visiting the Walbrook must be signed-in in the same way as adults. Whilst within the common parts, including the toilets, they must be accompanied by an adult at all times. Please refer to Appendix 1 for full details.

No animals are allowed in the building except those used to assist with medical conditions or disabilities. Animals are allowed in the garden, but we would ask owners to clean up after them.

Children’s Parties Occupiers must inform the Building Management of any children’s parties or ‘bring your child to work’ days. Where there are going to be large numbers of children on an Occupier’s floor the Building Management must be sent details on how the Occupier is going to manage the evacuation of the children from the site in an emergency. Building Management should also be informed of any other identified risks and how the Occupier intends to reduce and manage these, especially where these relate to the common parts.

1.24 Cleaning of Common Parts

Building Management manages the cleaning of the common parts, this includes all toilets accessed from the lift lobby landings. We also clean externally around the building line (but not the pavements), the garden and Bond Court area.

The principal clean for the building takes place in the morning – between 05:00-08:00 – and housekeeping staff are on site from 08:00 until 18:00. Housekeeping staff carry out 4 checks of the toilets throughout the day, maintain the tidiness of the reception area and lift lobby landings and respond to reactive requests. We have a further evening cleaner on site between 19:00-22:00 who responds to reactive requests, assists with waste management and carries out other cleaning tasks.

Any issues with cleanliness should be raised to the Helpdesk or, in emergency, to any member of identifiable Walbrook staff – Reception, Security or Cleaning.

1.25 Confined Spaces

You may not enter any tank, chamber, flue or any other confined space where there is a risk of being trapped or overcome by fumes or liquids. It is essential that where works require access to, or via, confined spaces a method statement and risk assessment is approved, and that a permit system is in place. Appoint a supervisor to ensure that the necessary precautions are taken, to check safety at each stage and the supervisor may need to remain present while work is underway. All personnel entering a confined space must provide the Building Management with proof of training on all equipment used to gain ingress and egress.

1.26 Cranes and Scaffolding & MEWPs

You must not use any crane or erect any scaffolding (fixed or mobile ), or introduce a MEWP (Mobile Elevating Working Platform) at the property unless the relevant approval has been obtained from the Building Management Team. Risk assessments and method statements are to be issued to Building Management for approval, and prior to any works taking place.

1.27 Electrical Equipment

The use of all electrical equipment will be covered by the following acts and regulations:

Health & Safety at Work Act 1974 The Management of Health & Safety at Work Regulations 1999 The Electricity at Work Regulations 1989 The Workplace (Health, Safety and Welfare) Regulations 1992 The Provision and Use of Work Equipment Regulations 1998

All portable electrical equipment should be tested in accordance with the regulations. If you use electrical equipment ensure that it is in good condition with no obvious defects and it has been checked by a qualified electrician. Do not use equipment with frayed leads, loose connections, cracked plugs or damaged casings.

Do not use your own private equipment at work without permission from your employer, who must make sure it is safe. All mains powered portable electric tools should be operated from a 110-volt supply. All new desk installation shall have their power leads tested before being allowed to plug into the building’s electrical supplies. Copies of all statutory tests should be issued to the Building Management Team or the landlord’s representative shall be allowed to view and comment.

1.28 Excavations

Any excavations will require the prior approval from the Building Management Team. It is your responsibility to ascertain the existence and whereabouts of electric cables, drains, air, gas and water mains. Ensure excavations and openings are securely fenced and marked by notices. Use hazard warning lamps to warn passers-by of the risk.

1.29 Fire Procedure

It is essential that all contractors working at the property are fully conversant with the fire evacuation policy. Details of the evacuation points from the building and the assembly point can be found in Section 2 of the Occupier’s Guide.

If a fire is discovered, raise the alarm immediately by breaking the glass of the nearest fire alarm call point.

1.30 Fires & Candles

Fires are not permitted on or adjacent to the building under any circumstances.

It is the Occupier’s, or their contractor’s, responsibility to ensure that all rubbish and redundant materials are removed from the property at regular intervals so that rubbish is not allowed to build up within the property, or in the loading bay. Building Management reserves the right to prevent the use of skips within the building.

Candles are not to be lit anywhere with the building. They represent too great a fire risk in a commercial environment and may inadvertently set of the fire alarm and cause nuisance to other Occupiers.

1.31 First Aid & Defibrillator

Occupiers are required to have their own qualified First Aiders and should deal with any incidents or accidents within their demise. Where an accident or incident occurs within the common parts, all Security Officers are qualified first aiders as well as the Building Manager and Lead Receptionist. The Landlord’s first aid kits are kept in reception, the 1st floor management office, Security Control (Lower Ground) and in various plant rooms around the building.

A defibrillator is located in the 1st floor management office. No specialist training is required in its use as the kit will audibly and visually guides you through the process.

1.32 Hazardous Substances

No hazardous substances or materials (such as paints, pesticides or commercial adhesives) may be brought on site unless a COSHH risk assessment has been carried out. In addition, permission for use must be obtained from the Building Management prior to hazardous substances being allowed on the premises. This shall be accompanied with a method statement detailing how the substance will be used.

Read and follow the manufacturer’s safe handling instructions. Make sure you know what to do in the event of splash, spillage or other accident.

All COSHH and Safety data sheets to accompany such substances and must be stored in a site file (for term contractors or in the case of long term use).

1.33 Hot Works

No hot works are permitted at the property without advance notification of the activity being undertaken. As a minimum, this will include a risk assessment and method statement to enable a permit to be issued for the works. Typically, this will include, but not be limited to, welding, flame cutting, grinding, brazing, soldering, bitumen burning etc.

If you or your contractor are proposing to undertake hot works, please advise the Building Management team so that the necessary permits can be issued. It will be the responsibility of the Occupier to issue an additional permit, once the proposed system has been vetted and accepted by the Building Management Team.

1.34 Housekeeping

General good housekeeping advice:

Keep your workplace clean and tidy at all times. Store flammable liquids, gases etc. separately in a caged/secure area. Clean up all spills straight away, especially on hard surfaces where people could slip. Do not use specialist equipment, tools or materials unless you have been trained to do so safely. Keep walkways clear of materials, rubbish and trailing cables, especially where these are fire escape routes. Do not allow rubbish to accumulate within the office; have this taken to the Building’s Waste Recycling Centre on a daily basis (See Section 17 of the Occupier’s Guide). If you see anything out of place, please report it to your Facilities team or the Building Management team.

1.35 Identification

All contractors employed to undertake works at the premises will be issued with a security pass. This must be prominently worn at all times when on the premises to identify that they are legitimately allowed to be in the building. Failure to comply will result in the individual(s) being removed from the property. When leaving the property, the pass shall be returned to the loading bay office and the access permit closed.

1.36 Insurance

Contractors are advised that the minimum levels of insurance required to work at the property are:

1.37 Keys

Where keys are required to access controlled areas, these shall be signed for at either the loading bay or security office. Keys for electrical risers and plant rooms will not be issued unless a relevant permit has been completed to access these areas and permits are only issued following a review of safety documents.

When leaving the property, all keys must be returned, even if only leaving the property for a short period. Failure may result in the contract company funding part or full replacement of keys and locks for part or all of the building.

1.38 Lifts

There are 10 passenger lifts providing access to Occupier floors, accessed from the Reception. 6 serve the low rise floors (Ground to 5th inclusive) and 4 are for high rise access (Ground to 9th inclusive). During peak times in the morning and evening the high rise lifts are locked out of use between 1st and 4th floors inclusive, to allow high level Occupiers a speedier travel time to/from their floors. Occupiers on the 1st to 4th floors wishing to travel to the upper levels can use the low rise lifts to the 5th floor and transit to the high rise lifts at this level.

There is a further fireman’s lift in each of the cores – 3 in total. These can be utilised by Occupiers for transiting between floors and especially when requiring access to levels below ground. The fireman’s lift in the Orange Core has an enhanced internal finish and should be used by staff travelling from the car park to the floor of occupation.

There are 2 goods lifts – one directly accessed from the Loading Bay (known as the Blue Core) and one on the Green Core. The Blue Core goods lift provides access to Basement 1 to the 8th Floor inclusive. The Green Core provides access to Basement 2 to the 9th Floor inclusive. Goods being taken to Basement 2 or the 9th, should first travel in the Blue Core lift down to Basement 1, transit around the basement to the Green Core

There are a further 2 lifts providing exclusive use to either the Bicycle parking facilities or Car parking facilities. These are accessed from the Loading Bay and are access controlled. Please contact the Building’s Security Team who will program staff passes for access to these two lifts.

In the event of a person becoming trapped in any lift, they should press the emergency button. This will call through to our Security Control Room which is manned 24/7. In the unlikely event that our Security Supervisor does not pick-up the call will be diverted to Kone’s emergency centre. Every effort will be made to release trapped individuals as quickly as possible, with Kone guaranteeing to attend to an entrapment within 30 minutes.

To aid in identification the 10 passenger lifts can be identified by a two letters and a number in the bottom right- hand side of the display screen, eg. PL1.

Any operational issues or defects should be reported to the Helpdesk in the usual manner.

1.39 Lone Working

Where lone working is unavoidable, Occupiers must ensure that they have their own lone working policy and that it is communicated to all their employees. Employees are also required to have a current lone working risk assessment in place. The Walbrook’s on-site Security team are NOT to be utilised as part of an Occupier’s lone working policy.

1.40 Method Statements

If you are carrying out activities on site you may be required to submit a method statement detailing exactly:

1.41 Noisy Works

Noisy works are not permitted without the prior agreement from the Building Management Team. This includes drilling and fixing into the structure, cutting, grinding and general construction works where noise is transmitted. Where noisy works are required, Building Management will liaise with the building users to determine the most suitable period for completing the works. All additional costs will be borne by the occupier or occupier’s contractor. In general, noisy works will only be permitted outside the hours of the working day (07:00 - 19:00).

1.42 Parking

There is no parking permitted in the loading bay. Parking in the car park must be pre-arranged with the Building Management Team. Generally, parking will only be allowed where circumstances warrant (i.e. for the loading and unloading of goods and materials). If parking is required utilising the Occupier’s designated bays, the details must be included in the access permit request form. Additional parking spaces may be available but these are wholly at the discretion of the building’s Management Team and are not guaranteed. We cannot park any private vehicles within the building unless these are owned by occupier staff parking in allocated occupier bays.

1.43 People with Additional Needs

Employees and visitors to the Walbrook include people with impaired hearing, vision and mobility. Whenever possible, disruptive works within the common parts are completed outside core working hours. Where this is not possible, eg. emergency situation, the needs of people with impairments will be taken into consideration when cordoning off a work area using barriers and signs.

1.44 Risk Assessments

Do not carry out any activity which has the potential to harm without first carrying out a risk assessment. If in doubt please consult your Facilities or Senior Management teams or the Building Management Team.

1.45 Safety Equipment

Always use safety equipment when instructed to do so or where it is needed. In particular, but not limited to:

Ear Defenders: When using noisy tools, such as pneumatic drills, hammers or angle grinders. Head protection: When on a building site. This is a legal requirement unless there is no risk of head injury A Safety Harness: When working at levels greater than 2 meters without edge protection. Eye Protection: Whenever there is a risk from flying fragments dust or chemical splashes. Safety Shoes or Boots: On building sites ad when handling heavy objects A Respirator: When there is a danger from dust of fumes. Make sure you have the right type for the materials you are using. Overalls: To protect against dirt, cuts and splashes. Gloves: To protect the hands when handling sharp or hot objects, hazardous substances and materials.

1.46 Tools and Equipment

Always use the correct tool for the job and never improvise. Do not use tools, which are worn or damaged. Only use tools you have been trained to use and, where electrical tools are used, ensure that they are fit for purpose and have been tested. Do not allow leads to trail across walkways and corridors where they could result in a trip hazard. Where possible, always use tools rated at 110 volts or below.

1.47 Working at Heights

It is your responsibility to ensure that ladders and other access equipment are secure and in good condition and are suitable for the job or task. These must also be tagged and inspected on a regular basis. The Building Management and/or the on-site Engineering Team will NOT loan ladders for use by Occupiers or their contractors.

Take care to prevent tools or materials from falling. When the risk of falling objects cannot be eliminated the area below should be securely cordoned off with warning signs displayed and the use of lanyards should be employed.

Where works involve working on the roof, a risk assessment and method statement is required, irrelevant of the task being undertaken. Persons shall not work alone on the roof and must make themselves familiar with the location of the fire exits. You must be wearing full PPE, including a certificated harness where directed. In addition a full risk assessment must be in place. The contractor MUST leave contact details with the Security team or will be issued with a Building Radio; this will enable direct communication in the event of an emergency.

1.48 Roof Access

Access to the roof is denied unless in possession of an access permit. Permits are available, following the issue and review of safety documents detailing all works, and risks involved in the works from Building Management. If working on a section of the roof, which has been identified as high risk, additionally the contractor must prove that they have been trained to use safety harness.

The above details are designed to ensure that all contractor staff employed by the occupier is inducted onto site, we would request that the occupier facilities teams ensure that all attendees are given a copy of Section 15 of the Occupier’s Guide and that they sign the acknowledgement sheet and that this sheet is returned to the Building Management Team.

1.49 Smoking Policy

Smoking is not permitted anywhere within the premises. You may smoke in areas outside and away from the building, unless there are prohibition signs displayed. Smoking is not permitted outside the main entrance and the loading bay or directly outside any intake vents or around the perimeter of the building. Any persons identified as smoking on the premises will be removed from the property, this includes all roof areas and the 5th floor terrace.

1.50 Signage

All signage displayed or installed, by the Occupier, in the landlords demise (common parts) will be in the style (fonts/colour/size) of the building signage and must be approved by the Building Management Team prior to any installation. The Building Management Team can install the signage on an Occupier’s behalf, with the full cost to be borne by the Occupier.

1.51 Window Cleaning

The windows are cleaned, externally, 3 times a year. It takes at least a month to do the full circuit of the building. The upper levels of the building (6th floor upwards) and the elevation around the garden are cleaned using the building’s roof mounted cradle system taking approximately 3-4 weeks to complete. The lower levels on Bond Court, Walbrook and Cannon Street are cleaned over the course of 1 weekend using a number of mobile elevated platforms. These require the partial closure of the pavements/roads in these areas.

The horizontal fins are also cleaned at this time.

The glass to the atriums is cleaned twice a year. This takes place over one weekend and utilises the building’s cradle system at 9th floor level. There is no direct impact on Occupiers during these cleans.

The interior of the lift shafts are cleaned twice a year. This takes place over two weekends. Whilst the cleaning is underway only one block of two high rise and three low rise lifts are available for Occupier use.

Occupiers are responsible for the cleaning of the internal glass to the exterior and atrium facades of their demised areas.

1.52 Fit Out and Space Planning

The Occupier’s Fit Out Guide and Alteration Procedure (Section 4 of the Occupier’s Guide) clearly sets out the parameters concerning fit-out design within which the Occupier’s consultants are requested to operate. It should be noted that there are specific areas of the building and fit-out over which the Landlord requires close consultation.

The Spirit of the Fit Out Guide The spirit of the document reflects the view of the Landlord that The Walbrook Building is a landmark property of exceptional conception, design and standing within the City environment. To sustain and protect the visual impact there are guidelines to be followed which permit designers’ freedom of expression whilst asking them to recognise that individual works may have an impact on the appearance of the building as a whole (both internally and externally) and co-occupiers’ branding.

If the proposed works are to vary the Base Building Category A specification then the Landlord will give consideration if the departure presents a variation in design, but not if there is a variation in quality that effects the external/internal appearance of the building.

To maintain the quality of the cladding design for all occupiers within the building consideration is to be given to all materials within a 1m zone of the cladding façade, both externally and around the atriums.

LICENCE TO ALTER

A license to alter is generally required for any alteration that materially affects the property on an Occupier’s floor. Occupiers should consult the Occupier’s Fit Out Guide and Alteration Procedure (Section 4 of the Occupier’s Guide) before seeking further advice from the Building Management Team and before commencing any works on their floor.

APPENDIX 1 - CHILDREN AND YOUNG PERSONS

As a commercial premise, this site has not been designed specifically to accommodate children and young persons. However it is recognised that children and young persons will be on site from time to time. The following details the arrangements for supervision of children and young persons:

Note: ‘Children’ are defined as any person of compulsory school age or below. ‘Young persons’ are defined as any person under the age of 18.

Access and supervision

Children and young persons will only be permitted on site under the supervision of an adult and must be accompanied at all times. Any site specific instructions shall be provided to the supervising adult. The person supervising the child or young person shall be responsible for ensuring their safe evacuation in an emergency, or for requesting first aid in the event of an accident.

They should be signed in / out in the same manner as any other visitor. For children on site, the supervising adult may also be asked to sign a consent form (see below), detailing site specific rules and outlining their responsibilities.

It is the responsibility of Occupiers to supervise the activities of children and young persons within their demise.

FOR YOUR CHILD’S SAFETY

Children, particularly the very young, have a reduced perception of danger and are unlikely to understand the hazards present in this building, which has not been designed for children. Therefore, it is essential that you, as their guardian, constantly supervise all children in your care.

Guardians should pay particular attention to the following:

. Children must be signed in following the standard visitors’ process.

. Children must be accompanied at all times while within the common parts, ie. reception, lift lobbies & lifts, toilets, stairwells, etc.

. Please take care when taking children through revolving doors or turnstiles. If necessary, please ask Security to assist by opening the adjacent doors.

. In the event of a fire alarm, please refer to your Employer for details of the evacuation strategy and assembly point. Please notify your Employer’s Fire Wardens immediately if your children cannot be accounted for.

. Children must not be permitted to play on stairwells, balconies and elevated walkways, or in lifts.

. Children are not permitted in the following areas: plant rooms, roof, storage area and the loading bay.

. Should a child be injured please refer to your Employer’s First Aider, if it is not available first aid can be provided by all first aid trained Security Officers.

. In the event of a child becoming lost please contact any member of Security; they will coordinate searches.

To ensure the safety of children on site your Employer may have additional requirements which you must adhere to. Please make sure you are familiar with these requirements.
