PREFACE

The Timekeeper’s Bible is a simple, straightforward, guided presentation of instructions and operations used by Timing is Everything personnel in the execution of their duties at assigned sporting contests. The Bible provides necessary administrative, background and general guideline information for each sport and then presents specific protocols to be utilized at each event site.

The Bible is arranged to be a hands-on tool in carrying out your role at an assigned game. It is highly recommended that you review the Chapter, Section and Part that applies before arrival at your assignment. It is also recommended that you carry with you a copy of the Part that covers your assignment.

While care has been taken to ensure each and every step is correct for each event site there may be differences that generate from site/game management that alter these procedures. In that case “the client is right.” Upon completion of your assignment report these differences to: [email protected].

Periodically the Bible will be updated and Sections revised. All changes will be promulgated on the Time it Right website at www.timeitright.org. TABLE OF CONTENTS

Chapter 2 Section B Sep 2017

Game Clock Procedures.

1. On all free kicks, start the clock when touched legally in the field of play or crosses the goal line after being touched legally by Team B in its end zone.

2. Key yourself on the official who declares the ball dead.

3. Any official may signal a time-out. Be alert to stop the clock.

4. The game clock is not to be stopped on plays near a boundary line unless an official so signals. Many times the ball goes out of bounds after having been declared dead in the field of play and no timeout occurs. If a pass is touched or caught out of bounds, the incompletion signal will stop the clock. On plays near the sideline and in advance of the line to gain, an official will give the stop the clock signal.

5. The Game Clock Operator is to be sure that the game clock is stopped under the following circumstances: a. Penalty administration b. Charged team timeout c. Media timeout d. Injury timeout e. Measurement f. Change of possession g. After a kick down h. Score i. Start of each period j. Start of an extra period (The game clock is not used in overtime periods.) k Instant Replay review l. Other administrative stoppage

6. After the game clock has been stopped, it will be started again on the Referee’s “Start the Clock” signal, or if no such signal is given, the game clock will be started on the snap. (Be particularly alert with fewer than two (2) minutes remaining in a half!)

7. Game Clock Operators are encouraged to record all game time stoppages during each period. Additionally, the Game Clock Operator will record all game time stoppages during the last two (2) minutes of each half. Refer to Chapter 2, Appendix 1 for a sample Game Clock Stoppage Record.

8. In case of a pile-up anywhere on the field, be alert since any official may stop the clock until the congestion is over. The Referee will then start the clock again.

- 1 -

9. The game clock should not be stopped if the play clock is started in error with less than 40 seconds remaining in the quarter.

10. The Side Judge will always be aware of the status of the game clock and the time remaining in any period. In the event the clock is running when it should be stopped, the Side Judge shall make and repeat the appropriate signal until the clock has been corrected (only the Referee shall start the clock on the ready for play).

11. Timing errors on the game clock or by an official may be corrected by the Referee. Exact information as to the timing error must be available from either the Game Clock Operator or game officials. These timing errors may only be corrected in the period in which they occur.

12. When less than one (1) minute remains in a half with the game clock running, certain situations will result in a 10 second subtraction from the game clock. Ensure that the Scoreboard Operator adjusts the game clock to the correct time.

13. If the game clock is stopped with two seconds or less in any period and will start on the Referee’s signal, run the game clock to zero if the ball is legally snapped.

FOOTBALL PLAY CLOCK OPERATOR INSTRUCTIONS

Chapter 2 Section C Sep 2017

1. 40-SECOND PLAY CLOCK PROCEDURES

a. When an official signals that the ball is dead, the Play Clock Operator shall begin a 40-second count. b. If the 40-second clock does not start or the count is interrupted for reasons beyond the control of the officials or the Play Clock Operator (e.g., clock malfunction), the Referee shall stop the game clock and signal (both palms open in an over-the- head pumping motion) that the play clock should be reset at 40 seconds and started immediately. c. In the event that the 40-second clock is running and the ball is not ready to be snapped after 20 seconds into the count, the Referee may declare a timeout and signal (one open palm in an over-the-head pumping motion) that the play clock be set at 25 seconds. When play is to be resumed, the Referee will give the ready-for- play signal and the play clock shall begin the 25-second count.

2. 25-SECOND PLAY CLOCK PROCEDURES

a. If the officials signal the game clock to be stopped for any of the following reasons the play clock should be set at 25 seconds: 1. Penalty administration 2. Charged team timeout 3. Media timeout 4. Injury timeout for a Team A player only. The play clock is set to 40 seconds for an injury to a player of Team B or both teams. 5. Measurement 6. Change of possession 7. After a kick down 8. Score 9. Start of each period 10. Helmet off for Team A player. The play clock is set to 40 seconds for a helmet off for a player of Team B or both teams 11. Start of a team’s possession series in an extra period 12. Instant replay review 13. Other administrative stoppage b. When play is to be resumed after each of the above situations, the 25 second play clock will start on the Referee’s ready-for-play signal.

- 1 -

3. OTHER PLAY CLOCK RESPONSIBILITIES

a. Leave the displays at 00 seconds if there is a delay of game penalty until the Referee has completed his signals to the press box after the enforcement of the delay penalty, then set the play clock to 25 seconds. b. Reset the displays immediately to 40 seconds when the ball is put in play if there is no delay foul. c. Reset the displays to 40 seconds or 25 seconds anytime the Referee interrupts the play clock count. Do not reset too soon since there may be a need to use the elapsed time to correct timing errors on the game clock. d. If the official(s) stop the game clock for a pile-up do not stop the 40 second play clock. If there is a delay by the officials the play clock shall be stopped by the Referee for administrative stoppage and will be set to 25 seconds and started on the Referee’s ready for play signal. e. When the game clock is running and there is less than 40 seconds left in the quarter, the play clock should be shut off. If the game clock is not running, the play clock will be operational. f. Timing errors on the play clocks may be corrected by the Referee. g. In an overtime situation, the 40/25 second play clocks shall operate as usual.

B. GAME CLOCK AND SCOREBOARD PROCEDURES: 1. The scoreboard controller should be set up for operation upon your arrival. Seek game management if assistance is required. 2. A game has 4 quarters of 15 minutes each, halftime intermission is 10 minutes. 3. Overtime period(s) are 4 minutes long, sudden victory is in effect. 4. The game clock starts when the referee blows his whistle and/or signals “wind it”. 5. The game clock stops on every whistle. 6. When a goal is scored, the referee will blow his whistle and give “hands straight up overhead” (like football touchdown) signal – we increment by 1 the appropriate team’s score. 7. If the scoreboard does not have a horn that sounds automatically when the period ends, an air horn should be sounded when the clock reaches 00:00.

C. SHOT CLOCK PROCEDURES: 1. A visible 30 second shot clock display should be located at both ends of the field. One clock at mid-field is permissible. 2. A separate hand-held shot clock switch will be used to control these displays. Most switches will be synchronized with the game clock controller. 3. The shot clock will only be turned only when the game referees determine such. They will give the “stall warning/shot clock” signal (one arm straight up and other arm pointing toward the goal) and accompany this signal with a verbal “SHOT CLOCK” call. This indicates that the team with possession of the ball has 30 seconds to attempt a shot on goal. 4. The shot clock shall be stopped and re-started in sync with the game clock.

- 1 -

5. The referees will call “SHOT CLOCK OFF” and give the one arm overhead “wave off” signal (same as football fair catch). The shot clock will be turned off if: a. a shot is saved by the goalkeeper b. a shot rebounds off the goalkeeper c. a shot hits the goal pipe d. a goal is scored 6. If the shot clock expires before a shot on goal is taken, an air horn will be sounded to alert the referees, who will stop the game clock and award possession to the defensive team. 7. The shot clock will be reset when a referee gives the one arm overhead circling motion reset signal. This will occur when a defensive team time out is granted during a shot clock situation.

D. PENALTY ADMINISTRATION PROCEDURES: 1. A referee will throw a yellow flag and, when the ball is dead or the team that committed the foul gains possession of the ball, blow his whistle. 2. A referee will come to the sideline to report the jersey color and number of the offending player(s), the type of foul, and the length (normally 1 minute or 30 seconds) of the penalty time(s). 3. Depending on the type of scoreboard used at the field, record this information on the scoreboard or a paper form. The key information is the time that the penalty was called and the expiration (release) time for each penalty. 4. Penalties last until the time expires or the opponent scores a goal. For a non- releasable penalty, the referee will signal hands together straight up over head (same as football safety). This type of penalty will NOT end if the opponent scores. The penalized player(s) must stay in the box for the entire penalty time. 5. When a penalty is about to expire, the timer shall loudly count down the final 10 seconds of the penalty time followed by shouting “release.” No other information should be announced. 6. The end of a quarter does not cancel a penalty. The remainder of the penalty time must be served at the beginning of the next period.

B. GAME CLOCK AND SCOREBOARD PROCEDURES: 1. The scoreboard controller should be set up for operation upon your arrival. Seek game management if assistance is required. 2. A game has 2 halves of 30 minutes each, halftime intermission is 10 minutes. 3. Sudden victory overtime procedure: a. There will be a 5-minute rest period prior to beginning overtime. b. Each overtime will be two 3-minute, sudden victory, stop-clock periods. c. If still tied after the first overtime (6 minutes), rest for 3 minutes, repeat overtime. 4. The clock starts when an umpire blows their whistle and/or gives a right arm “chop” signal. 5. The clock stops – a. In the first 28 minutes of a half, when an umpire signals with both arms crossed overhead. NOTE – the clock does not stop for balls out-of-bounds. b. In the final 2 minutes of a half, every time an umpire blows their whistle. 6. When a goal is scored, an umpire will blow their whistle and will signal with both arms straight up followed by pointing both hands horizontally toward the middle of the field. We increment by 1 the appropriate team’s score. 7. If the goal differential becomes 10 or more, the clock runs continuously until the conclusion of the period or the differential is reduced to 9 or less. Exception: the officials may stop the clock for a called time out, a card given, an injury/accident, stick check request, or other unusual circumstance. 8. The clock operator shall notify the public address announcer that 2 minutes remain in each period. 9. If the scoreboard does not have a horn that sounds automatically when the period ends, an air horn should be sounded when the clock reaches 00:00.

C. POSSESSION CLOCK PROCEDURES: 1. The possession clock rule is in effect for Division 1 teams for the 2017 season. Division 2 and 3 teams will start this rule in 2018. 2. A visible 90 second shot clock display should be located at both ends of the field. One clock at mid-field is permissible. 3. A separate hand-held switch will be used to control these clocks, which will be synchronized with the game clock controller. 4. The possession clock will operate much like the basketball shot clock – for every team possession during the game, the 90 second clock will be used. This indicates that the team with possession of the ball has 90 seconds to attempt a shot on goal. 5. Once possession has been determined after a draw or 50/50 ball, the officials will signal to start the possession clock with one arm straight overhead. 6. The officials will signal (one hand circling overhead) to reset the possession clock to 90 seconds when: a. there is a shot on goal – an attempt that goes wide or over the goal pipe is not a shot b. there is a save by the goalkeeper c. a shot hits the goal pipe d. a shot rebound is possessed by the shooting team e. any card (yellow, red, or green) is issued to the defensive team f. there is a change of possession 7. The officials will signal (one hand tapping the top of their head) to stop the possession clock when: a. the game clock is stopped at any point b. the ball goes out of bounds (sideline or end line) c. a major or minor foul occurs within the critical scoring area 8. If the possession clock expires before a shot on goal is taken, a horn will automatically sound and the officials will stop the game clock and award possession to the defensive team.

D. PENALTY ADMINISTRATION PROCEDURES: 1. All yellow card infractions are penalized by two minutes in the penalty box. 2. The penalty ends when the time expires or the opposing team scores a goal. Exception: A non-releasable penalty must be served for the entire 2 minutes. 3. Two yellow cards equal a red card, which mandates ejection from the game.
