Reflections on South Tech and secondary technical education 1960-90 Lesley Florence Preston Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy January 2005 Department of Education Policy and Management Faculty of Education The University of Melbourne i Abstract A personal conviction that Victorian secondary technical education was not necessarily ‘second rate’ prompted this study - the history of Shepparton South Technical School. This thesis examines the evolution of a secondary technical school until its demise under the 1982–89 State Labor Government. The technical schools were under threat from their inception following the 1910 Education Act. The first Chief Inspector of Technical Instruction, Donald Clark, warned that their executive school councils and their links with the senior technical colleges were bulwarks against their extinction. Clark argued that there was a need for strong leadership and vigilance if they were to retain their distinctive philosophy. The wording of the 1910 Education Act did not specify the development of a dual system. Yet the tech schools flourished because they were popular with boys and parents, because of their executive Councils, and because of their relationship with industry. The junior techs evolved into secondary techs during the 1950s and 60s, staffed by teachers with industrial experience who were qualified to teach apprentices, as well as the junior students. A Board of Inspectors of Technical Schools travelled throughout Victoria to disseminate information and mentor technical school staff. DTE Ted Jackson’s 1970 policy gave principals unprecedented autonomy to respond to the needs of young people within their local community. In the 1960s, a second technical school was demanded in preference to a second high school in the Goulburn Valley. In 1966–68, South Tech’s inaugural students and staff were housed at the Shepparton Showgrounds, a novel environment which fostered positive attitudes towards the innovations introduced in the 1970–80s by Jock Thomlinson, the new principal. Thomlinson introduced general studies, media studies and social biology. He gained funding for resources, including television equipment. The school’s 1973 in-service was pivotal in assisting the staff to articulate a child-centred philosophy. A fall in enrolments in 1975 resulted in staff and Council analysing their image in Shepparton and district. A public relations campaign was mounted to explain the school’s philosophy and programs to the local community. South Tech’s enrolments had increased by 1980, when a furore over sex education arose. The school’s social biology program became a focus for public debate following media scrutiny. ii South Tech Council minutes reveal the rapid changes that were thrust upon the school under the State Liberal Government’s 1972–81 decentralisation policy, and the 1982–89 Labor Government’s restructure. Only comprehensive post-primary schools were built after 1984. In 1985, the Blackburn Committee recommended one post-primary system, and one Year 12 qualification, the Victorian Certificate of Education (VCE). By 1990, South Tech’s most successful Year 12 Secondary Technical Certificate had been replaced by the VCE, and the school was reclassified as Shepparton South Secondary College. South Tech no longer existed as a technical school. The Federal Australian Labor Party and the Liberal National Coalition 2004 education policies both identified boys’ disinterest in education and a lack of skilled tradesmen, both of which were effectively managed under Victoria’s former technical education system. iii Declaration This is to certify that (i) the thesis comprises only my original work towards the PhD, (ii) due acknowledgement has been made in the text to all other material used, (iii) the thesis is fewer than 100,000 words in length, exclusive of tables, maps, bibliographies and appendices. In a sense, it explores the rise and fall of an innovative technical school. It describes aspects of the dismantling of the Technical Schools Division as they affected South Tech, and some immediate effects of its aftermath: the inadequacies of the Victorian Certificate of Education compared to the Secondary Technical Certificate, and the stress suffered by staff and school councillors as a result of the rapid introduction of new policies. Most importantly, this thesis explores an innovative technical school from the inside, follows the development of its aims and philosophy, and shows how it worked in practice. This topic is an important one, as technical schools are still on the agenda, and still being discussed. Recently, in December 2004,

Robert John Witty (‘Peter’ to his friends) was born in Nelson in 1913 and attended Christchurch Boys’ High School, College House and Canterbury College. Ordained priest in 1940, he was Vicar of New Brighton, St. Luke’s and Lyttelton. He reached the position of Archdeacon. Director of the British Sailors’ Society from 1945 till his death, he was, in 1976, awarded the Queen’s Service Medal for his work with seamen. Unofficial exorcist of the Anglican Diocese of Christchurch, Witty did not look for customers; rather they found him. He said of one Catholic lady: “Her priest put her on to me; they have a habit of doing that”. Problems included poltergeists, shuffling sounds, knockings, tapping, steps tramping up and down stairways and corridors, pictures turning to face the wall, cold patches of air and draughts. Witty heard the ringing of Victorian bells - which no longer existed - in the hallway of St. Luke’s vicarage. He thought that the bells were rung by the shade of the Rev. Arthur Lingard who came home to die at the vicarage then occupied by his parents, Eleanor and Archdeacon Edward Atherton Lingard. In fact, Arthur was moved to Miss Stronach’s private hospital where he died on 23 December 1899.

    Windows into the past: narrative insights into education Eleanor Peeler [email protected] WINDOWS INTO THE PAST: NARRATIVE INSIGHTS INTO EDUCATION Eleanor Peeler University of Melbourne, Melbourne Abstract The intent of this paper is to stress the importance of narrative and story, and to share the experience of opening the windows of memory to look into the past and uncover fascinating and valuable histories as portrayed in a current study. The longitudinal study of an educator follows his life story and his role in education. Set in Victoria, it explores the founding of the State’s education system and highlights progressive developments. The life story reveals the history of the system and evolving philosophies that influenced the life of the subject. The study considers the philosophies and how they influenced the subject’s thinking and actions. Using windows as a metaphor, Part 1 of the paper includes discussion regarding the appropriacy of narrative as a research tool, considers the notion of memory and introduces the research subject. Part 2 gives insights into three distinct periods and the part played by three men who guided Victoria’s educational development and growth throughout the twentieth century. In relation to each is a brief discussion of their influence on the career of the research subject. Windows into the past While the story of the narratives holds interest, the process of narrative inquiry is a valuable tool for research. The intent of this paper is to stress the importance of narrative and story, and to share the experience of opening the windows of memory to look into the past and uncover fascinating and valuable histories.

Email [email protected] When Europeans arrived in Australia, galahs were typically inland birds, quite sparsely distributed. Now they range from coast to coast, and are common. Why did this change occur? Why didn’t it occur earlier? Galahs feed on the ground. They found Australia’s dominant inland grasses too tall to get at the seed, so relied on an agency to shorten them: Aboriginal grain cropping before contact, introduced stock after it. *** On 3 July 1817, near the swamps filtering the Lachlan to the Murrumbidgee and further inland than any white person had been, John Oxley wrote, ‘Several flocks of a new description of pigeon were seen for the first time... A new species of cockatoo or paroquet, being between both, was also seen, with red necks and breasts, and grey backs. I mention these birds particularly, as they are the only ones we have yet seen which at all differ from those known on the east coast’ [1]. Allan Cunningham, Oxley’s botanist, also saw the birds. ‘We shot a brace of pigeons of a new species...’, he noted, ‘Some other strange birds were observed (supposed to be Parrots), about the size and flight of a pigeon, with beautiful red breasts’, and next morning, ‘They are of a light ash colour on the back and wings, and have rich pink breasts and heads’ [1]. In the manner of science parrot and pigeon were shot, and within a few months John Lewin in Sydney drew the first known depictions of them [53].

Back on May 27th 1967, more than 90% of Australian eligible voters said “yes’ to two changes of the Australian Constitution considered discriminatory to Aboriginal people. This event is often considered as the first stage of Reconciliation in Australia. 2007 also marked the 10 th Anniversary of the release of the Bringing Them Home Report that highlighted the forced removal of Aboriginal children from their family as part of an assimilation policy. From 1997, the issue of an apology became a sine qua non condition to Reconciliation. It was an important element of the recommendations the Council for Aboriginal Reconciliation submitted to Parliament in 2000. But, Liberal Prime Minister John Howard, in office for more than ten years, refused to say the word “sorry” on the basis that Australians of today are not responsible for the actions of the past and that guilt is not hereditary. His focus was on what is called “practical reconciliation”. Some changes are now on the way as Labor leader, Kevin Rudd, who defeated him at the last federal election in November 24 th 2007, has promised to make a formal apology to the stolen generation.

    May Cox: Leading Swimming and Lifesaving Advocate and Patriotic Fundraiser, 1910–1938 Deborah Towns Business, Work and Ageing Centre for Research Swinburne University of Technology John Street, Hawthorn VIC 3122 [email protected] Abstract: May Cox was a swimming teacher in government schools and a highly visible community leader in Victoria in the early twentieth century. As a result of her enterprise and organisational skills thousands of children learned swimming and lifesaving. Her patriotic leadership during World War I ensured that hundreds of pounds were raised by the Education Department of Victoria and countless soldiers’ comforts were provided for the Australian Red Cross. Keywords: May Cox, swimming, government schools, physical education, World War I, equal pay, Frank Beaurepaire May Cox (1883–1953) was appointed Organiser of Swimming and Lifesaving in 1910, making her one of the first women teachers to work in the head office of the Victorian Education Department. In her lifetime Cox was recognised as a leader in the Victorian community. Therefore her name acted as a drawcard for the Red Cross’s patriotic activities during World War I. In 1916 she was highlighted on a poster: ‘Miss May Cox, Chief Lady Swimming Expert in Victoria’, that advertised a ‘Grand Annual Aquatic Carnival’ as a fundraiser.1 During her career she held two influential positions in Victoria. She was a swimming and lifesaving expert and managed the department’s World War I patriotic activities where her promptitude ensured that the department was the leading government fundraiser.2 The public record shows that she had a forceful and engaging personality.
