Hence, the collective memory is elevated to the standard of national myth and most often expressed in the master narrative. I may refer here to Michael Robinson’s observation that “the state constructs and maintains a ‘master narrative’ of nation which acts as an official ‘story of the nation’. This master narrative legitimates the existence of the state and nation internally; it is also projected externally, to legitimate a nations’ existence in the world community”.1 But in as much as memory is selective, so also is the state-sanctioned official narrative, and it has become commonplace that changes in the political order enhance and result in ideologically motivated re-writing of that history in spite of its claims at objectivity and truth. The study of the contemporary formation of Taiwan history and its historiography is no exception. In fact, the current activity in rewriting the history is compounded by an additional element, and one which is crucial to understanding the complexity of the issue. What makes Taiwanese historiography as a separate entity interesting, intriguing and complex is that the master-narrative is treated as a part of and embedded in Chinese history, and at the same time conditioned by the transition from a perceived to a real pressure from a larger nation, China, that lays claim on its territory, ethnicity, and past.

Qingjiang Kong* INTRODUCTION On December 11, 2001, China acceded to the World Trade Organization (WTO).1 Taiwan followed on January 1, 2002 as the "Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu."2 Accession of both China and Taiwan to the world trading body has triggered a fever of activities by Taiwanese businesses, but the governments on both sides of the Taiwan Strait have been slow to make policy adjustments. Christensen PREFACE Nations define their identities in many ways – through language, culture, political ideology, religion, ethnicity, and territory. When one or more of these elements becomes contested either between nations or within them, the potential for conflict and war arises. In the case of the People’s Republic of China (PRC) and the Republic of China (ROC) on Taiwan, all six of these elements are now to a greater or lesser degree being contested. The official view of the PRC is that Taiwan is part of a yet-to-be-defined “one China.” The ROC no longer claims to be the legitimate government of all of China; its official position is that it is a separate, independent state, reunification is only an option, and an option that could only be achieved should both sides of the Strait, as equals, come to a mutually satisfactory agreement. Adding to the complexity of what is known as cross-Strait relations is the deep involvement of the United States, which maintains close but “unofficial” ties with Taiwan and ever-expanding, official relations with the mainland, and whose policies and military support for Taiwan are designed to dissuade both parties from actions that would lead them to violent conflict. Developments of major historical significance have taken place in the PRC and the ROC since Truman first involved the United States by sending the Seventh Fleet to patrol the Taiwan Strait shortly after the outbreak of the Korean War. The two most relevant to current cross-Strait relations are the PRC’s “Reform and Opening” and its resulting economic growth, and the development of multi-party democracy in the ROC.

The existing research on city network structures has usually focused on discussions of regional integration. With the development of interconnections among cities, however, the characterization of city network structures on a regional scale is limited in the ability to capture a network’s complexity. To improve this characterization, this study focused on network structures at both regional and local scales. Through the lens of function and innovation, we characterized the city network structure of the Economic Zone of the West Side of the Taiwan Strait through a social network analysis and a Fast Unfolding Community Detection algorithm. We found a significant imbalance in the innovation cooperation among cities in the region. When considering people flow, a multilevel spatial network structure had taken shape. Among cities with strong centrality, Xiamen, Fuzhou, and Whenzhou had a significant spillover effect, which meant the region was depolarizing. Quanzhou and Ganzhou had a significant siphon effect, which was unsustainable. Generally, urbanization in small and midsize cities was common. The last one being the hardest to hit China in 50 years. Could I have information about this please? The delegate refers to typhoon Prapiroon. What information is available about that typhoon? 7. There is a minor naval base in Pingtan and military manoeuvres are regularly held in the Taiwan Strait where Pingtan in located, especially in the June to August period.

The Kuomintang-led Republic of China (ROC) government and armies had retreated there. Washington maintained diplomatic relations with the ROC government and, in 1954-55, acceded to Chiang Kai-shek’s entreaties for a mutual defense treaty. After June 1950 with the outbreak of the Korean conflict, the United States took the position that the status of the island of Taiwan— whether it was part of the sovereign territory of China—was “yet to be determined.” More broadly, PRC leaders regarded the United States as a threat to their regime, particularly because of its support for the ROC, and American leaders viewed China as a threat to peace and stability in East Asia and to Taiwan, which they saw as an ally in the containment of Asian communism in general and China in particular. It was from Taiwan’s Ching Chuan Kang (CCK) airbase, for example, that U.S. B-52s flew bombing missions over North Vietnam. By the late 1960s, PRC and U.S. leaders recognized the strategic situation in Asia had changed, and that the geopolitical interests of the two countries were not in fundamental conflict. Jimmy Carter and Deng Xiaoping not only reaffirmed that assessment but also recognized a basis for economic cooperation.

Bush © The National Bureau of Asian Research, Seattle, Washington asia policy (K)not Yet Untied: Comments on Richard Bush’s Untying the Knot Allen Carlson ichard Bush, who served as the acting director of the American Institute R in Taiwan from 1997 to 2002, is one of America’s most experienced observers of Taiwanese politics. His new book, Untying the Knot, clearly reflects such expertise, and forwards a timely, comprehensive, and fairly well- balanced account of the evolution of contemporary cross-Strait relations. The book makes two main contributions to the already vast literature on this potentially explosive relationship. First, Bush attempts to explain the tenacity of conflict across the Taiwan Strait. As an initial step, he identifies sovereignty and security as forming the interlocking core of the conflictual relationship between Beijing and Taipei. He then calls attention to three “aggravating” factors—domestic politics, the decisionmaking process, and leverage-seeking—that have made this volatile situation even more intractable. As a second contribution, Bush suggests a set of policy measures that, if enacted, would be conducive to lessening tensions and reducing the chances of outright military conflict across the Taiwan Strait. More specifically, he recommends that Beijing move beyond the “one country, two systems” formula. Taipei is encouraged not only to refrain from pushing Beijing into a corner (via formal measures to declare Taiwan’s independence) but also to strengthen Taiwan’s own status both at home and abroad in order to maintain its negotiating position vis-à-vis the mainland.

Glaser Senior Advisor for Asia and Director of the China Power Project, CSIS December 10, 2020 Cisco Webex Glaser: Written Testimony, HFAC APNP 12/10/20 2 Chairman Bera, Ranking Member Yoho, and distinguished members of the Subcommittee, thank you for the opportunity to testify before you on the topic of “Taiwan and the United States: Enduring Bonds in the Face of Adversity.” Taiwan’s well-being is critically important to the United States and its future will impact U.S. national interests in the realm of values, economic prosperity, and security. While some countries that transitioned from dictatorship to democracy along with Taiwan in the 1980s and 1990s have suffered democratic backsliding, Taiwan’s democracy has become more robust and is now among the most progressive globally. Its score of 93 out of 100 in the 2019 Freedom House in the World report places Taiwan second in Asia behind only Japan. By contrast, China was rated “not free” with a score of 10, placing it among the world’s most repressive regimes. In addition to a vibrant civil society, which includes active religious and labor rights organizations, Taiwan is the first country in Asia to legalize same-sex marriage and leads the region in gender equality in its legislature. Women account for 41.6 percent of Taiwan’s lawmakers. Taiwan’s democratic achievements are impressive. Especially noteworthy is its ongoing efforts to strengthen its democracy in the face of growing Chinese pressure and interference through disinformation, cyberattacks, economic coercion, and military intimidation.

												  Assessing Russia's Role in Cross-Taiwan Strait Relations“Russia and Cross Strait Relations” SHAOHUA HU Associate Professor and Chair Department of Government and Politics Wagner College [email protected] Scholars have scrutinized the role of the United States and even Japan in cross-Strait relations, but have downplayed, if not ignored, the role of Russia.1 Given the extensive studies that have been carried out on Russia’s China policy, the lack of attention given to this subject is woeful and even puzzling. Such deficiency may be attributed to Moscow’s seemingly unequivocal pro-Beijing policy, Russia’s loss of superpower status, and the lack of close ties between Russia and Taiwan. Whatever the reasons, the deficiency should be addressed, because Russia is both a global and a regional power, and because the policy differences between Russia and all other major powers demand explanation. This article attempts a systematic study of the Russian factor in cross-Strait relations. What form has Russia’s Taiwan policy taken in different eras? How important is Russia to Beijing’s Taiwan policy? What options might Russia have in the event of a cross-Strait conflict? These are the questions I seek to answer. The Evolution of Russia’s Taiwan Policy A review of Russian foreign policy helps us understand the present and anticipate the future. Russian leaders have not created their foreign policy out of the blue, but rather formulated it under given geographical and historical circumstances. No matter how changeable and complex history is, we may still be able to identify some key historical patterns. That scholars find much continuity in Russian foreign policy makes it even more important to familiarize ourselves with the past.
