    August 2017, Volume 4, Issue 08 JETIR (ISSN-2349-5162) SPATIO TEMPORAL ANALYSIS OF LITERACY RATE IN JHARGRAM SUBDIVISION OF PASCHIM MEDINIPUR DURING 1971 TO 2011 1Shriya Mukherjee, 1Research Scholar, 1Department of Geography, 1Visva Bharati, Santiniketan, India Abstract—Literacy rate is one of the indicators of the overall development of any area. India has shown a remarkable increase in its crude literacy rate since its independence. But still it is well under the average literacy rate of the world. West Bengal being one of the most populous states of India has shown the same increasing trend in literacy rate. Paschim Medinipur is a very highly populated district of West Bengal. The western part of this district consists of Jhargram Subdivision which is economically very backward compared to the other Subdivisions of this district. This paper analyses the trend of literacy rate in different C.D Blocks of Jhargram Subdivision spatio- temporally over a period of forty years. It is found that the literacy rate is continuously increasing in the area but has remained lower than that of National and State levels. It has been found that although the educational level has increased in the area but in reality a large number of population of Binpur I, Binpur II, Gopiballavpur II and Nayagram, who are included in literate group, cannot write anything other than their names. Thus there exists a gap between actual number of educated people and literacy rate produced by Census of India. Index Terms—Literacy rate, education, population composition, human resource, indicators of development. I. INTRODUCTION Among various components of composition of population the most important is the level of literacy because it gives people the sense of judgment of good and bad and provides awareness.

    Indian Journal of Biological Sciences, 24 : 69-75, 2018 : ISSN No. 0972-8503 A NOTE ON ETHNO-MEDICINAL HERBS OF GOPIBALLAVPUR BLOCK-1 OF JHARGRAM DISTRICT, WEST BENGAL, INDIA Soma Dutta Das and Ram Kumar Bhakat Ecology and Plant Taxonomy Laboratory Department of Botany and Forestry Vidyasagar University, Midnapore-721102, West Bengal ABSTRACT Gopiballavpur Block-1 under Jhargram district situated in south west corner of West Bengal. This place shares boarder with neighboring states of Jharkhand and Odisha. The block has a drydeciduous forest cover and having substantial number of tribal inhabitants. The present study deals with ethno- medicinal plants used by tribals like Santal, Lodha, Munda, Bhumij and Sabar. The survey was based on extensive season-wise data collection in different villages of the block. While getting information about the people’s traditional knowledge of medicinal plants used in different human ailments, elder persons and local medicine-men (Baidyas) were interviewed and cross interviewed. Information thus collected, were verified with the standard literature on medicinal plants. The study thus revealed the tribal use of twenty (20) medicinal herbs covering nineteen (19) genera under fourteen (14) families of angiosperms. It records the botanical name of the plant, local name, family, uses, parts used, mode of administration and combination. This investigation recommends to initiate similar studies involving other blocks of the district, and also urgent to popularize to use health-friendly and cheap method of herbal care system. Member-Secretary FEBRUARY, 2016 BIKASH BHAVAN, SALT LAKE, KOLKATA Preface The Fourth State Finance Commission of West Bengal was set up towards the end of April 2013. However, it was not until October that it got an office space and some minimal support staff to become functional. The five months lying between April and October was spent on informal discussions with academicians and government officials to gather some initial information and form preliminary ideas which helped the Commission in its later deliberations. The Commission had initially started with two members; subsequently the member secretary was appointed in June, 2013 and another member in July, 2014. Apart from commenting on the overall working of local governments in West Bengal and the condition of state finance, the Commission had to undertake three broad exercises. First, the total sum of money to be devolved to the rural and urban bodies that the Commission were to recommend had to be arrived at. Second, given the total recommended sum going to the rural bodies, the Commission had to determine the sharing rule of this sum across the three tiers of Panchayati Raj Institutions, namely the Zilla Parishad, the Panchayat Samiti and the Gram Panchayat. Third, the distribution of devolution within each tier and within the urban bodies had to be decided upon. The Commission’s recommended devolutions to the rural and urban bodies were founded on three basic considerations: (a) the actual amounts devolved in the past as a percentage of the state’s own tax revenue, especially the pattern of devolution made in the recent past; (b) the magnitude and pattern of devolution by the Fourteenth Finance Commission to the local bodies of the state; and (c) the actual requirement of the local bodies for their smooth functioning.
