About the OSAA The OSAA is comprised of 290 member high schools representing more than

200 Oregon communities. It’s History The OSAA began in 1918 when administrators from 36 schools recognized a need for an organization to coordinate and regulate high school interscholastic competition. Thus the Oregon State High School Athletic Association was formed. The name was changed in 1947 to reflect the inclusion of activities outside of traditional athletics.

Mission Statement The mission of the OSAA is to serve member schools by providing leadership and state coordination for the conduct of interscholastic activities, which will

What the OSAA Does Much like the NCAA at the collegiate level, the OSAA regulates the eligibility and competition of all high school students in the state. This includes everything from determining which league a school will compete in to sponsoring and administering state championships.

Funding As a private, non‐profit organization, the OSAA does not receive any state funding. Revenue is generated from three sources: school membership fees,

state championship gate receipts and corporate sponsors. S T A T E C H A M P I O N S H I P D I R E C T O R / Charles Bolton

Mr. Bolton has been a band director in Oregon for 52 years, beginning his career at Knappa High School in 1966. He retired in the spring of 1999 from Sam Barlow High School after 31 years. At various times, he directed both the Wind Ensemble and the Jazz Band at Mt. Hood Community College. Currently he is teaching classes in music education at Warner Pacific College and Portland State University. His Sam Barlow High School bands performed many times at the Oregon Music Educators Conference, All-Northwest Conference, WIBC and the International Society for Music Education. His bands won 18 league championships and placed in the top five for 14 consecutive years at the OSAA State Championships, including a pair of state titles. In 1994, he was selected as the Outstanding Teacher in the Gresham-Barlow School District and was named Oregon's Mr. Holland at the premier of the movie of "Mr. Holland's Opus". Mr. Bolton received the American Bandmasters Associations Citation of Excellence and was honored as the 2002 Band Director of the Year by the Oregon Band Directors Association. In 2008 he was awarded the John McManus Distinguished Teacher Award by the Oregon Music Educators Association and this year received the Exemplary Service to Music Education Award. In 2012 the Oregon Music Education Association gave him the Exemplary Service to Music Education Award. He has directed the Alaska All-State Band, taught many summers at the music institute in Hawaii and five times co-directed the band for the Oregon Ambassadors of Music on their tour of Europe. In the spring of 2015 he traveled to China and conducted the International Schools of China high school honor band. He conducts the Tuba Christmas every December in Portland. This is his 20th year of chairing the OSAA Band/Orchestra State Championships.

A D J U D I C A T O R S

Marcellus Brown: Marcellus Brown is the Director of Bands at Boise State University and conducts the University Symphonic Winds and the Treasure Valley Concert Band. He teaches instrumental conducting and serves as the Director of the Boise State University Summer Chamber Music Camp. Under his direction the University Symphonic Winds has been recognized as one of the outstanding large wind ensembles in the Northwest. They have presented concerts at numerous Idaho State Music Educators Conferences, the Western/Northwestern College Band Directors National Association (CBDNA) Regional Conference and the 2011 CBDNA National Conference held in Seattle, Washington. The Treasure Valley Concert Band has performed at the Western International Band Clinic and the All-Northwest Music Educators Conference. Mr. Brown has done extensive work as a guest conductor, clinician and adjudicator throughout the United States and has been a guest conductor and presenter at the Midwest Band and Orchestra Clinic. Most recently Mr. Brown served as the conductor of the 2018 Wyoming All-State Band, the conductor of the Nebraska Band Association’s 2018 Intercollegiate Band and served as a clinician at the 2018 Whistler Music Festival in British Columbia. He has been recognized for his work and dedication as an educator at Boise State University as the recipient of the 2002 Excellence In Teaching Award presented by the LDS Student Association, the 2002 Faculty/Staff Larry G. Selland Humanitarian Award presented by the University Women’s Center and one of ten honored faculty to receive the 2003 & 2012 Top Ten Student Scholar Awards.

Don Nelson: Don Nelson served as Manager of Music and Fine Arts for Evergreen Public Schools, Vancouver, WA., for twelve years, from Fall, 2006, until his retirement in June of 2018. Prior to entering administration, he spent 32 years as a public-school band director at both the Junior High and Senior High levels, beginning in West Linn, Oregon, followed by two years in Vancouver Public Schools, and twenty-five years in Evergreen Public Schools, which included 17 years at Evergreen High School and 7 years at Heritage High School. Mr. Nelson studied saxophone and jazz arranging at the Berklee College of Music and remained active as a private woodwind instructor and free-lance musician in the greater Portland area throughout his teaching career. In addition to many dance bands and theatre pit orchestras his performance credits included The Portland Opera, The Temptations, The Fifth Dimension, The Four Freshmen, Frankie Valli, The Manhattan Transfer, Rosemary Clooney, Helen O’Connell, Natalie Cole, Steve Allen, Rich Little, Steve Lawrence and Eydie Gorme, Johnny Mathis, Tony Bennett, Sarah Vaughn, Mel Torme, and others. He served two terms as administration officer on the board of the Washington Music Educators Association from 2010-2012, and then again from 2014- 2016.

Diane Koutsulis: Diane Koutsulis is the recently retired Director of Bands and Arts Department Chair at Green Valley High School. Originally from Chicago, Diane taught in the Clark County School District for the past 35 years. She received a Bachelor of Arts Degree in Music from Western Illinois University. After teaching junior high band in Oswego, Illinois, for three years, she went on to complete the Masters of Music Education degree at Louisiana State University, in Baton Rouge, Louisiana, where she studied with Frank Wickes. During her tenure in Las Vegas, Diane has built fine band programs and music departments at both Las Vegas High School (1982-91) and Green Valley High School (1991-2017). Her groups have consistently garnered recognition for fine performances and she has served as both guest clinician and conductor at various conferences and honor bands throughout the United States. Diane was named the 1999 Nevada Teacher of the Year and received the 1999 Milken Family Foundation National Educator Award. A member of the Clark County School District Teacher Hall of Fame, in of 2003, she was inducted into the Nevada State Education Hall of Fame. Diane is a member of the National Band Association (NBA) as well as holding memberships in Nevada Music Educators Association (NMEA), National Association for Music Education (NAfME), and College Band Directors National Association (CBDNA). Diane is honored to be a member of the prestigious American Bandmasters Association (ABA).

Rebecca Phillips: Dr. Rebecca Phillips is the Director of Bands at Colorado State University where she conducts the CSU Wind Symphony and guides all aspects of the band and graduate wind conducting program. Prior to this appointment, she served as the Associate Director of Bands and Director of Athletic Bands at the University of South Carolina where she was responsible for directing the Symphonic Winds Concert Band, “The Mighty Sound of the Southeast” Carolina Marching Band, “Concocktion” Pep Bands, teaching undergraduate instrumental conducting, and directing the Carolina Summer Drum Major Clinic. Dr. Phillips has served as a guest- conductor, clinician, and performer throughout North America, Europe, and Asia. Most recently, she conducted a chamber winds concert featuring members of the Des Moines Symphony for the 2018 Iowa Bandmasters Association annual conference. Dr. Phillips regularly conducts collegiate honor bands and all-state bands, and festival bands across the United States and in Canada and she has been a rehearsal clinician at the Midwest Clinic: An International Band and Orchestra Conference. Ensembles under her direction have been featured at the 2012 College Band Director’s National Association Southern Division Conference (CBDNA), the 2010 Society of Composers International Conference, and the 2008 North American Saxophone Alliance International Convention. In 2019, the Colorado State University Wind symphony will be featured at the American Bandmasters Association National Convention. Currently, she is the First Vice President and President-Elect of the National Band Association and serves on the Music Education Committee of the College Band Directors National Association.

Tim Smith: Timothy M. Smith is a seasoned conductor and veteran music educator – an Emeritus Professor of Music, who is currently the Artistic and Music Director of the Sacramento Symphonic Winds and recently retired, after eleven seasons, as Music Director and Conductor or the Contra Costa Chamber Orchestra and. Retiring from academia in 2008, his teaching career included founding the instrumental music program at Gonzaga University in Spokane, WA and a twenty-two year tenure as Professor of Music at California State University, East Bay in Hayward. In addition to his positions with the Contra Costa Chamber Orchestra and Sacramento Symphonic Winds, Professor Smith is in continuous demand as a guest conductor, adjudicator and clinician. He has conducted professional, collegiate and community orchestras and wind bands, as well as over 200 high school and junior high school honor orchestras and bands throughout the western, northwestern and mid-western states, and given thousands of clinics to instrumental ensembles in school and festival settings. As an educational conductor, Maestro Smith has conducted All-State level orchestras and bands in several states and appeared as guest conductor with nearly every regional, county, and district-level honor orchestra and band in Northern California and Nevada. Involved in music education on several different levels, Maestro Smith was honored by the California Band Directors Association with their highest form of recognition, the “Lifetime Achievement Award” and was named the California Music Educators Association Bay Section’s “Outstanding Music Educator” in 2006.
