1) Introduction

The Neighbourhood Plan process will provide residents, businesses, service providers and local organisations with a unique opportunity to help guide development within the designated area, plan the future delivery of local services and facilities, and ensure that the Wolds Villages remain a vibrant and sustainable place to live, work, and do business.

To support the successful development of the Wolds Villages Neighbourhood Plan, the RCC was commissioned by the Wolds Villages Joint Neighbourhood Plan Committee to organise and independently facilitate a meeting of key local stakeholders which was held on 23rd September 2015 in Burton on the Wolds Village Hall, Road, Burton on the Wolds.

The meeting was held in order to:

 Raise awareness of the The Wolds Villages Neighbourhood Plan among key local stakeholders.

 Identify opportunities and constraints related to the future development and delivery of services, facilities and infrastructure within the parishes.

 Contribute to the core evidence base for the The Wolds Neighbourhood Plan.

 Identify and explore key issues that the Neighbourhood Plan will need to consider

 Help to inform the ongoing consultation and engagement process required to produce the plan

2) Meeting Overview The meeting was divided into two parts:

A. Presentations providing the context and background to the project:

 Overview of Neighbourhood Planning: RCC (Appendix 1) The background, the process, and steps to be taken.

 Role and support for communities in Neighbourhood Planning: Charnwood Borough Council, Planning & Regeneration (Appendix 1) The duty to support, provision of advice, responsibility and practical steps.

 The Consultation Process and Aims of Stakeholder Meeting: RCC (Appendix 1) Overview of the wider consultation programme and key issues to date. Introduction to the Issues and Opportunities workshop task.

5) Issues and Opportunities Workshop - Results

Facilitated discussion took place within three groups:

Red Group – Businesses.

Yellow Group - Landowners/Developers, Utilities & Service Providers and Neighbouring Councils.

Blue & Green Group – Local Clubs/Organisations, Worship, Service Providers and Neighbouring Councils.

Each group looked at the key issues and opportunities for consideration within the The Wolds Villages Neighbourhood Plan area under a series of 9 headings; Traffic & Transport, Public Rights of Way, Local Economy, Housing, History & Heritage, Green/Open Spaces & Environment, Facilities & Services, Energy & Water, and Communications.

Organisation Support / Engagement SPORT ENGLAND Thank you for consulting Sport England on the above Neighbourhood Consultation.

Planning Policy in the National Planning Policy Framework identifies how the planning system can play an important role in facilitating social interaction and creating healthy, inclusive communities. Encouraging communities to become more physically active through walking, cycling, informal recreation and formal sport plays an important part in this process and providing enough sports facilities of the right quality and type and in the right places is vital to achieving this aim. This means positive planning for sport, protection from unnecessary loss of sports facilities and an integrated approach to providing new housing and employment land and community facilities provision is important.

It is important therefore that the Neighbourhood Plan reflects national policy for sport as set out in the above document with particular reference to Pars 73 and 74 to ensure proposals comply with National Planning Policy. It is also important to be aware of Sport England’s role in protecting playing fields and the presumption against the loss of playing fields (see link below), as set out in our national guide, ‘A Sporting Future for the Playing Fields of England – Planning Policy Statement’.

Sport England works with Local Authorities to ensure Local Plan policy is underpinned by robust and up to date assessments and strategies for indoor and outdoor sports delivery. If local authorities have prepared a Playing Pitch Strategy or other indoor/outdoor sports strategy it will be important that the Neighbourhood Plan reflects the recommendations set out in that document and that any local investment opportunities, such as the Community Infrastructure Levy, are utilised to support the delivery of those recommendations.

MIDLANDS RURAL I can’t make the 23rd September unfortunately but you know HOUSING what we can offer in terms of carrying out a Housing Needs Survey of the villages to tie in with the NDP if desired. This would have to be cleared by Charnwood BC first as they are not expecting these villages to be surveyed until 16/17 or 17/18. Indeed, a HNS report for Burton, Cotes and Prestwold is dated January 2013 so this is still valid until 2018. I am sure that the Parish Council will bring this to your attention and maybe some of the evidence collected back then can will be further investigated as part of the NDP. The Clerk to the PC confirmed the PC’s note of the survey in an email at the beginning of 2014 which stated:

Burton on the Wolds, Cotes and Prestwold Parish Council note the contents of and the possible requirements from the Housing Needs Survey and will take them into consideration when any planning application comes before us and in the course of preparing our Neighbourhood Plan.

Hoton seemed to be prepared for a HNS in 2011 but this never happened.
