ACTING GOVERNOR RAMIL HERNANDEZ TO PROVIDE SANTA ROSA CITY WITH STEEL RAILINGS, FENCE AND OTHER FORMS OF MATERIALS THAT WILL SERVE AS BARRIER FOR ANTI-JAYWALKING PROVISION TO PROPERLY MOVE PEDESTRIAN FROM CROSSING THE STREET THROUGH THE USE OF OVERPASS FOOT BRIDGE". WHEREAS, all overpass footbridges in Santa Rosa City where constructed to remedy the perennial problem in the traffic flow that adversely affects the commercial operations primarily in Laguna Industrial Park and even in other key economic establishments; WHEREAS, to avoid unnecessary loss of lives simply by reason of vehicular accident, these footbridges are the safest and most practical solution on dealing with the worries of the parents for their children, and the relatives for their elders while crossing the streets especially during busy hours and when traffic aids were not readily available; WHEREAS, despite the existence of footbridges, they are not yet fully serving its reason and function as the people seems disinterested in using them due to lack of people's discipline, lack of signage, and lack of related implementing rules; WHEREAS, essential for the immediate preservation of the public peace, health and safety, and for the promotion of the general welfare, an anti-jaywalking ordinance is now being considered as a good regulation to be enacted . WHEREAS, Section 458a[S][v] of the Local Government Code empowers the city council to regulate the use of streets, avenues, alleys, sidewalks, bridges, parks and other public places while Section 458a[S][vi] of the sa me code grants them to enact legislative measure to regulate traffic on all streets and bridges; WHEREAS, however, admitting that the roads concerned did not come from the personal coffer of this City but from national fund, and that being a component city of the Laguna province, this city council recognizes the need to obtain the consent of the Sangguniang Panlalawigan of Laguna in order for the city council to implement an anti­ jaywalking law in view of the "role of the province to serve as dynamic mechanism for developmental processes and effective governance of local government units within its territorial j urisdiction"; WHEREAS, the aforesaid consent of the Sangguniang Pa nlalawigan is basically from its power to prescribe reasonable limits and restraints on the use of property within the jurisdiction of the province (Section 468[a][2][vi] of LGC) while the consent from the provincial governor; 5/F City Government Center, J.P. No. 115-2014 WHEREAS, the Provincial Governor shall ensure the delivery of basic services and the provision of adequate facilities (Section 465[b][ 4]) like in this case, sufficient provisions to carry out the intent in building overpass footbridges; while the Sangguniang Panlalawigan shall maximize the use of resources and revenues for the development plans, program objectives and priorities of the province as provided for under Section 18 of this Code, with particular attention country-wide growth and progress; WHEREAS, to effectively carry out an anti-jaywalking ordinance, the city council firmly believes that there is a need, inter alia, to use blockading forces such traffic enforcers and to put up provisions such as fence, steel railings, warning devises and the like; WHEREAS, the Priority Development Assistance Fund (PDAF) has recently scrapped by the Supreme Court by declaring its unconstitutionality; WHEREAS, it is not the objective of the national government to allocate millions from the taxpayers' money to construct white elephant overpass footbridge which merely serves as a hanger of political paraphernalia aimed for political ambition instead of being geared toward public service; WHEREAS, since the city council seeks to obtain the consent from the proper provincial authority, the slight delay to act on this very matter may cause serious delay in the delivery of services to the people of Santa Rosa City and to the provincial-wide growth and progress; WHEREAS, based on Ethical Standards and Code of Conduct of Public Officials and Employees all public officials are mandated to act to all matters concerning with problem of the people and that the former is obliged to act within ten working days accompanied with plan of actions NOW, THEREFORE, upon motion by Councilor Luisito B. Algabre duly seconded by Coun. Raymond Ryan F. Carvajal it was resolved as it is hereby; · RESOLVED, to convey to the Hon. Acting Gov. Ramil Hernandez, through the Sangguniang Panlalawigan our earnest desire to primarily decongest traffic tensions through legislative measure such as implementation of JAY WALKING LAW and to request for financial aid to address the matter if so required. RESOLVED FINALLY, to furnish copies of this Resolution to the Office of the Governor and to the Office of the Sangguniang Panlalawigan, Laguna. UNANIMOUSLY APPROVED. Francia CALAMBA CITY—The government has laid out an elaborate plan to cover one million hectares of watershed, riverbanks and lake shores with 200 million seedlings of high and commercially productive variety of bamboo in the next five years. At the launch here of the bamboo development plan for the Southern Tagalog region on Wednesday, Environment Undersecretary Demetrio Ignacio said the massive planting of high-quality variety bamboo is a component of the social justice thrust of the Duterte administration, meant to benefit rural communities while preserving and rehabilitating freshwater sources and lakes. “Planting bamboo will mean social justice, for it will benefit the people and the communities. In six years, we will plant in one million hectares,” Ignacio told a crowd of local officials, regional and provincial officials of the Department of Environment and Natural Resources and representatives of other government agencies, people’s organizations and environmental groups in Barangay Looc. The riverbank barangay of the city, the birthplace of national hero Jose Rizal, is among the selected pilot areas for the massive bamboo planting program designed to cover nearly 2,000 hectares in Calabarzon area with concentration in the communities surrounding Laguna Lake. The lake, commonly called Laguna Bay, is the largest freshwater lake in the country and second in Asia. Numerous plans are afoot to protect, preserve and rehabilitate it following decades of human abuse resulting to its massive pollution and degradation threatening a major livelihood source for residents in large parts of Rizal, Laguna and Metro Manila.

But traditional political families in the Philippines are so infamous that a 2012 piece by the Sydney Morning Herald documented a dynasty on steroids. It is noteworthy that political dynasties in the Philippines continue to expand. The article, published by the Ateneo Policy Center' academic think tank From Fat to Obesity: Political Dynasties after the 2019 midterm elections, argues that political dynasties have become fatter over the past 30 years (or 10 election periods). According to the document, the thin dynasty is one where political families mantle public office on other members consistently. Elections are used by family members to replace each other in a political post. On the other hand, the term fat dynasty refers to the family of politicians, while entering public office. Several members of the clan participate in elections simultaneously, running for various positions. Accordingly, the newspaper is so troubling: The results of the 2019 midterm elections have demonstrated the ability of political dynasties to remain in power, as fat dynasties remain entrenched in many parts of the country. While some prominent political dynasties have lost, the overall picture shows that fat dynasties continue to grow on both intense (i.e., the size of political clans among fat dynasties) as well as vast (i.e., the number of political clans that fat dynasties) fields. The threat to democracy, the continued dominance of particular families in elections, in fact, distorted this political exercise in favour of only a special caste of politicians.
