1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce and revoke lengths of yellow lines as set out in the schedule to this notice.

3. The general effect of the Prohibition of Stopping outside Schools Order will be to introduce school keep clear markings in High Street. Hampton and amend the hours of operation of the school keep clear markings outside St Mary’s and St Peter’s CE Primary School, Teddington.

4. The general effect of the Limited Time Parking Amendment Order will be to introduce limited time parking bays in Common Road, Barnes as detailed in the Schedule to this Notice.

5. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council’s Statement of Reasons for proposing to make the Orders:- (a) can be inspected, quoting Reference 16/105, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and (b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices

6. Persons wishing to object to or support the proposals or any part thereof should write to the Highway Infrastructure Manager, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. The Council of the London Borough of Richmond upon Thames, having consulted the Commissioner of Police of the Metropolis, in exercise of the powers conferred by Sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984(a), as amended, and all other enabling powers hereby make the following Order—

1. This Order shall come into operation on ** **** **** and may be cited as the London Borough of Richmond upon Thames (Free Parking Places) (Limited Time) (Amendment No. *) Order 201*

2. (1) In this Order the expression “enactment” means any enactment whether public, general or local and includes any order, bye-law, rule, regulation, scheme or other instrument having effect by virtue of an enactment.

(2) Any reference in this Order to any enactment shall be construed as a reference to that enactment as amended, applied, consolidated, re-enacted by or as having effect by virtue of any subsequent enactment.

(3) The Interpretation Act 1978(b) shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

3. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order, the London Borough of Richmond upon Thames (Free Parking Places) (Limited Time) (Consolidation No. 1) Order 2008 (c), as amended, shall have effect as though

(a) for the parts of Articles or the tables contained within Articles specified in column 2 of each item of Schedule 1 to this order there were substituted the words or tables as are set out in column 3 of those items; (b) there was added to that Order, a new Schedule numbered 33 and the items numbered 33/1 and 33/2 and as set out in columns 1, 2, 3, 4 and 5 of Schedule 2 to this Order.

STATEMENT OF REASONS

COMMON ROAD, BARNES FAIRFAX ROAD, TEDDINGTON FULMER CLOSE, HAMPTON HIGH STREET, HAMPTON KEW GREEN, KEW KINGSWAY, RICHMOND LOWER GROVE ROAD, RICHMOND SOMERSET ROAD, TEDDINGTON

The Council receives reports from time to time on matters of road safety caused by parked vehicles and these may come from residents, Councillors, Council officers or bus and emergency services. These matters include poor sight lines at junctions, obstruction of footway crossing points, lack of suitable passing areas and reduced carriageway width restricting or preventing access for vehicles especially emergency service vehicles.

The Waiting and Loading Restriction Order makes certain amendments to lengths of waiting restrictions and introduces lengths of waiting restrictions.

The purpose of the Limited Time Parking Places Order is to introduce parking places in Common Road, Barnes.

The purpose of the school keep clear marking Order is to amend the hours of operation of the markings on Somerset Road, Teddington and to introduce markings outside the Twickenham Preparatory School in High Street, Hampton.

PROPOSED ROAD PARKING SCHEME IN YOUR AREA

I am writing to consult you about a proposed parking scheme on Fairfax Road, Hampton Wick.

The Council has received regular complaints regarding vehicle accessibility along Fairfax Road between the entrance to Collis School and Bushy Park Road and also from residents having difficulty accessing off-street parking to their properties. The proposal to introduce a footway parking exemption to allow two wheels on the pavement and marking parking bays would improve the general parking arrangement and provide greater accessibility for emergency service vehicles.

The attached plan illustrates the proposals in greater detail, but broadly the proposed changes are to raise existing carriageway parking to two wheel parking on both sides of the Fairfax Road between Bushy Park Road and the entrance to Collis Primary School. The arrangement of the parking bays will effectively widen the carriageway and will allow improved clearance between parked cars and the entrances to properties with off-street parking.

Your views on these proposals will help to shape the eventual outcome of the consultation. You can comment on the scheme either by writing or emailing at the contact details provided or by visiting the Council’s website: https://consultation.richmond.gov.uk/environment/ fairfax . Please make any representations of support or objection by Friday 17th June 2016.

Following this period, the results of the consultation will be reported to the Cabinet Member for Highways and Streetscene for consideration in conjunction with your local Ward Councillors. Should the consultation produce a favourable outcome it is proposed that the scheme would be introduced later in the year.
