Abstract The new Government of India did not introduce legislation for ‘native’ lunacy in colonial India as a measure of social control after the uprisings of 1857-8; discussions about Indian insanes had already occurred in 1856, following asylum and pauper reform in Victorian England. With the 1858 Lunacy Acts, native lunatic asylums occupied an unsteady position between judicial and medical branches of this government. British officers were too constrained by their inexperience of asylums and of India to be effective superintendents and impose a coherent psychiatry within. They relied on their subordinate staff who were recruited from the communities that surrounded each asylum. Alongside staff and patients, the asylums were populated by tea sellers, local visitors, janitors, cooks and holy men, all of whom presented alternate and complementary ideas about the treatment and care of Indian insanes. By 1912, these asylums had been transformed into archetypal colonial institutions, strict with psychiatric doctrine and filled with Western-trained Indian doctors who entertained no alternate belief systems in these colonial spaces. How did these fluid and heterogeneous spaces become the archetypes of colonial power? Rather than presume commensurability with other colonial spaces such as the native prison and native hospital, or assume that all colonial asylums began as tools of empire and of social control, this dissertation embeds the native lunatic asylum within the social and cultural milieu of mid-century colonial India to argue that the local community was integral to managing these institutions. Tracing the legal, institutional and social iii histories of these native asylums, from 1858 to the Lunacy Acts of 1912, this project reveals increasing interventions by the Government of India – the 1861 Indian Penal Code, an 1868 asylum survey, a variety of lunacy amendment acts – to reassert its colonial agenda and capture the transient nature of madness within its imperial gaze. Tomra na thakte, ami ki kortham? viii Introduction: A Permeable Institution In 1872, a patient by the name of “Goorab” escaped from Jubbulpore Asylum in what is now Madhya Pradesh in Central India. He had escaped by jumping over the hedge at the very periphery of the asylum grounds while the asylum attendants were not paying attention. The most interesting part of this story is that his escape was noticed only a couple of months later, when he returned of his own volition; during his absence, neither asylum superintendent nor the Visiting Officials (such as the Inspector-General of Prisons) had realized that this asylum of forty-eight patients had been reduced by one. How could the asylum superintendent not miss one of his patients for so long? Had not there been a head count in two months?

    8 Stage-Managing a Hospital in the Eighteenth Century: Visitation at the London Lock Hospital Kevin Siena London’s Lock Hospital, established in 1747 to treat venereal diseases, depended heavily on charity. Its administrators tried valiantly to project a positive image of the hospital in spite of the pervading moral assumptions about its patients and doubts about whether they deserved charity. Policies governing visitation were bound up in the hospital’s attempts to police itself and promote its cause to benefactors. Visitation policies served numerous ends, including policing patients, introducing moral reform, monitoring the staff, and obscuring the reality of the wards from public view, ensuring that prospective donors only saw what administrators wanted them to see. London’s Lock Hospital was unique. Founded in 1747, it was the first English hospital devoted exclusively to the care of venereal disease. The royal hospitals of St Bartholomew’s and St Thomas’s also provided treatment for the scourge often called the ‘Secret Malady’ or the ‘Foul Disease.1 But the Lock was the only hospital in England to make its sole purpose caring for victims of the ‘wages of sin’ – another cliché from the period. This unique mission meant that the Lock had to tread cautiously. Many were the critics who argued that the hospital encouraged sin by allowing the justly punished to escape their plague. As a result, hospital authorities were acutely aware of the need to handle certain policies carefully. Rules governing visitation were among the most important of those policies. At the Lock, the issue of visitation concerned much more than merely whether to allow patients’ friends and relatives to enter the hospital.

    THE PATIENTS OF THE BRISTOL LUNATIC ASYLUM IN THE NINETEENTH CENTURY 1861-1900 PAUL TOBIA A thesis submitted in partial fulfilment of the requirements of the University of the West of England, Bristol for the degree of Doctor of Philosophy Faculty of Arts, Creative Industries and Education March 2017 Word Count 76,717 1 Abstract There is a wide and impressive historiography about the British lunatic asylums in the nineteenth century, the vast majority of which are concerned with their nature and significance. This study does not ignore such subjects but is primarily concerned with the patients of the Bristol Asylum. Who were they, what were their stories and how did they fare in the Asylum and how did that change over our period. It uses a distinct and varied methodology including a comprehensive database, compiled from the asylum records, of all the patients admitted in the nineteenth century. Using pivot tables to analyse the data we were able to produce reliable assessments of the range and nature of the patients admitted; dispelling some of the suggestions that they represented an underclass. We were also able to determine in what way the asylum changed and how the different medical superintendents altered the nature and ethos of the asylum. One of these results showed how the different superintendents had massively different diagnostic criteria. This effected the lives of the patients and illustrates the somewhat random nature of Victorian psychiatric diagnostics. The database was also the starting point for our research into the patients as individuals. Many aspects of life in the asylum can best be understood by looking at individual cases.

    ISSN (Online) - 2349-8846 Untouchability in India: A Reading List EPW ENGAGE Although constitutionally banned, untouchability is still practised in both rural and urban India, by upper castes and lower castes. But how was the untouchability question answered in colonial India? Did attitudes change during the fight for independence? And despite the ban, why is the practice still prevalent in India today? The caste system in India involves “rank and gradation,” Sukhadeo Thorat explains, which make “the rights and privileges of higher castes, become the disabilities of the lower castes, particularly the untouchables.” According to Amit Thorat and Omkar Joshi, being India’s “quintessential social and individual identifier,” caste receives a lot of scholarship focusing on its creation, evolution and manifestation. For instance, over the years, it has been discussed and debated whether caste originated in India or was introduced to India by “invaders.” Regarding the evolution of caste, when answering the “untouchability question,” Gopal Guru, in his review of the book, Untouchability in Rural India, writes that, “…there are scholars who obliquely suggest that caste is a rumour and untouchability has become irrelevant in India.” Guru argues that those who deny the existence of caste and those who believe that a practice like untouchability exists only in a “mild form” are either “guilty” or “embarrassed” of the very existence of caste and untouchability. The manifestation of caste is based on the notion of purity which goes beyond mere physical contact and is applied to a larger set of social norms. Thorat and Joshi note that “the notions of ‘purity and pollution’ are ideas that, despite the spread of education and the advent of ISSN (Online) - 2349-8846 modern lifestyles, tend to stick and prey on our religious and social insecurities.” This reading list looks at the manifestation of caste, particularly in the form of the practice of untouchability.
