SPEAKER: Hon'ble Members, I have to inform the House about the sad demise of our colleague Shri Baidyanath Prasad Mahto. Shri Baidyanath Prasad Mahto was a sitting Member of 17th Lok sabha representing Valmiki Nagar Parliamentary Constituency of Bihar. He was also a member of the 15th Lok Sabha. Earlier, Shri Mahto was a Member of Bihar Legislative Council for three terms and served as Minister for Rural Development in the Government of Bihar. An able Parliamentarian, Shri Mahto was a Member of several Parliamentary Committees. Shri Mahto was a man of letters and his book penned in Hindi namely 'Kahin Dhoop Kahin Chhaya' was also published. Shri Baidyanath Prasad Mahto passed away on 28 February, 2020 at New Delhi at the age of 72. We deeply mourn the loss of our colleague and I am sure the House would join me in conveying our condolences to the bereaved family. SUBHASH RAMRAO BHAMRE laid a statement regarding step cell therapy procedure. 13. SHRI K. MURALEEDHARAN laid a statement regarding need for new railway line from Thalassery to Mysore via Manathavady. 14. SHRI DNV SENTHILKUMAR S. laid a statement regarding construction of dam on river Palar at Thoni Maduvu in Tamil Nadu. 15. SHRIMATI VANGA GEETHA VISWANATH laid a statement regarding need to expedite the process of ''Assent to Andhra Pradesh Disha Bill, 2019''. 16. PROF. SOUGATA RAY laid a statement regarding need to prevent recurrence of alleged communal violence in Delhi. 17. SHRI SANJAY JADHAV laid a statement regarding need to set up a Cotton University and Cotton Processing Industry in Parbhani Parliamentary Constituency, Maharashtra. 18. SHRI MAHABALI SINGH laid a statement regarding need to cosntruct a bridge over Punpun river in Karakat Parliamentary Constituency, Bihar. 19. SHRI BHARTRUHARI MAHTAB laid a statement regarding Central assistance for procurement of Modern vehicles for strengthening of fire service in Odisha. 20. SHRI MALOOK NAGAR laid a statement regarding need to hike sugarcane procurement price. 21. SHRI KOTHA PRABHAKAR REDDY laid a statement regarding development of Greenfield satellite Railway Terminal at Nagulapalli in Medak district of Telangana. 22. ADV. A. M. ARIFF laid a statement regarding need to provide assistance to Kerala affected by two floods. ______ THE DIRECT TAX VIVAD SE VISHWAS BILL, 2020 THE MINISTER OF FINANCE AND MINISTER OF CORPORATE AFFAIRS (SHRIMATI NIRMALA SITHARAMAN) moving the motion for consideration of the Bill, said: The Government has taken several measures to reduce tax litigations based on which we came up with this scheme for the indirect taxes to reduce the litigation and to settle disputes. Over 1,89,000 cases were pending. Similarly now, for the direct taxes, we want to take up dispute resolution in the form of Vivad se Vishwas Scheme. As of November, 2019, 4,18,000 direct tax cases are pending in various appellate forums involving Rs. 9.32 lakh crore as the estimated arrears. Therefore, this Scheme will be a great help for those who wish to settle disputes. We like the Members to participate in the discussion and give their valuable inputs. DR. SANJAY JAISWAL initiating said: The Leaders of the Opposition parties were opposing the Bill for its title being in Hindi while the hon. Finance Minister was presenting it. They said that its title should be in English. Had they seen any of the Articles 120, 210, 343, 348 (b) or (c) and 341 of the Constitution of India, they would not have raised an issue on the title of the Bill. They always create dispute whenever the NDA carries out any good work. The opposition parties are unhappy with this Bill because it does not provide for any relief under the IPC, the Money Laundering (Prevention) Act and the Benami Transactions (Prohibition) Act. So, I would like to request the opposition parties to avail of the benefit of the exemption given for 60 days, otherwise they will have to meet the same fate as they met with during demonetization. This decision will solve about 41 per cent cases of the CBDT. Vivad se Vishwas Scheme will be immensely successful and will benefit the common tax payers. (Speech unfinished) The discussion was not concluded. ______ OBSERVATION BY THE SPEAKER Re: Appeal for collective initiative to maintain peace and harmony in the country. HON'BLE SPEAKER: Hon'ble Members, you want to flag the issue relating to the incident occurred in Delhi. All of you are responsible representatives of this temple of democracy. It should be our collective effort and collective responsibility to ensure maintenance of peace and harmony in the country and our engagement should essentially figure in the process directly or indirectly. Once normalcy is restored, I will discuss it with you. I am also in favour of a discussion over this issue in the House. This is a temple of democracy. I must tell you that people have given you rights to show placards and raise slogans outside the House. My appeal to you is that a collective initiative should be taken by all of you to maintain peace and harmony in the country. I would also like to appeal to the leaders of the parties to act responsibly on this count as you are the leader of an important and responsible party.
