3. Special Presentation re Asian Heritage Month

Reporting that Asian Heritage Month celebrates the achievements and contributions of Canadians of Asian heritage, Chair McDougald highlighted the display of artwork and Spotlight on Asian Heritage events held on May 4-5, 2016 at the Board office, as well as events at schools to celebrate Asian Heritage Month. Noting that the theme for this year is Inspire Inclusion, she welcomed Marcia Moorcroft, Principal, and Anisah Ali and Nisarg Doshi, students of Castlemore Public School. Nisarg Doshi spoke of the diversity of cultures among the many Asian nations and, referring to his heritage, he highlighted cultural aspects of India, including strong family bonds, festivals, and religious ceremonies. Anisah Ali indicated that the personal significance of Asian Heritage Month includes exploration of her South Asian roots, cherishing her origins through music, traditions and attire, and taking pride in her culture. She referred to notable Canadians of South Asian descent, and their example of overcoming obstacles to achievement. She stated that this celebration helps in understanding and appreciating each other's differences and cultures. The students reported on celebrations at the school, including a Punjabi folk dance, wearing traditional attire, Mehndi Club, cuisine, and artwork. 2. Crossing Guard Appreciation Day: June 14, 2016

3. Good News (Students Shajive Jeyakumar, Vyjayanthi Janakiraman and Yash Gajaria appointed to the 2016-2017 Minister of Education's Student Advisory Council (MSAC); Student Fayha Najeeb awarded first place at the 32"d Concours d'art oratorie)

A trustee referred to Item 8.2, Crossing Guard Appreciation Day, June 14, 2016. He thanked crossing guards for their work in helping to keep children safe as they walk to school and return home.

Referring to Good News, Item 8.3, Chair McDougald congratulated the students appointed to the MSAC. She asked about the frequency of MSAC meetings, and the topics and issues discussed at meetings with the Minister of Education. She pointed out that this is an opportunity for student trustees to connect with Peel students on MSAC, who have direct communication with the Minister. Chair McDougald also congratulated Fayha Najeeb for her first place win at the French speaking competition.

9. Delegation by Darryl Gray re Conservation Authority Programs Update

Darryl Gray, Director of Education, Training and Outreach, Toronto and Region Conservation Authority (TRCA), delegated the Board to speak about TRCA strategies to build partnerships with school boards. He reported on the TRCA's jurisdiction across six municipalities including the Region of Peel, and that the Authority is a statutory organization taking direction from the Ministry of Natural Resources.

Darryl Gray noted that, in 2013, a 10-year strategic plan was launched covering the areas of healthy rivers and shorelines, regional biodiversity, sustainable communities and developing a green economy and responsive governance. He outlined the TRCA's history in conservation education, which progressed from soil culture and water conservation, to now focus on sustainability and climate change. He listed the field centres and education programs hosted by the TRCA and, requesting input from the Peel DSB, he spoke about the need to reflect field trip activities in school work. Highlighting key features of the community learning model, Darryl Gray explained that members of the community deliver programs on topics that are of interest to them and the community. He described program partnerships in Peel EcoSchools, Specialist High Skills Major credits, Bolton Camp, Albion Hills Field Centre, and Small Arms Building/Arsenal Lands. 5 May 25, 2016 Regular Meeting of the Board:nf

9. Delegation by Darryl Gray re Conservation Authority Programs Update (Continued)

Providing information regarding flood warnings issued by the TCRA, Darryl Gray asked the Board to sign up for the communications, to facilitate a wider reach for warnings. Chair McDougald thanked TRCA for their work with students and communities. She spoke about the Board's partnership with the Credit Valley Conservation Authority and the work done in schools on conservation education. She confirmed that she will request staff to pursue the invitation to discuss more effective ways to work with the TRCA. Responding to a suggestion, Darryl Gray indicated that the TRCA can help to provide feedback on property uses.

10. Response to Delegation of Manjinder Deol and Vinnay Tailor re Boundary Change for Churchville Public School

Chair McDougald noted that the response to the delegation outlines the reasons as to why the delegation's request could not be granted. Stating that the Board receives similar requests from parents facing challenges with bus or school timings, she suggested that the school administration or school council can help parents to connect with others who may be in a position to provide help or support.

16. Reports from Trustee Representatives on Councils/Associations

Trustee Green reported on an OPSBA meeting held on May 20, 2016, when Ministry staff, who were present at the meeting, shared information on proposed changes to the Municipal Elections Act, including shortening the election campaigning period, and a grace period of 30 days for candidates who miss the deadline for filing their financial statement and auditor's report. Trustee Green reported that doctors from the optometrist association also presented information at the meeting regarding the link between achievement and eye testing for some children. The association is requesting school boards to ask parents to check their children's eyesight if there are concerns about learning at school, and recommends that eyesight be regularly checked for children six years and older. Government support is available to parents with financial difficulties.

17. Comments or Questions from Board Members

Trustee Dakroub extended congratulations to the Principal of John Fraser Secondary School and Superintendent of Education for their support and work in obtaining the approval to offer a Specialist High Skills Major program in Health and Wellness at the school.

Trustee Cameron reported that a number of trustees visited two schools last week, Ellengale Public School and The Woodlands School. He provided details of the visits, and he spoke positively about the experience.

Vice-Chair Nurse reported that she, Director of Education, Tony Pontes, and Superintendent 1 of Education, Mark Haarmann, attended the 5 h Annual Special Olympics at Fletcher's Meadow Secondary School. Approximately 130 students participated. Vice-Chair Nurse commented positively about the event and the joy with which students participated. She thanked staff for their efforts, and especially thanked retired Rowntree Public School Principal Kyra Kristensen-lrvine for starting a special and unique event.

Trustee Green reported that he had received an email a few days ago notifying him that he has been awarded a Kiwanis Brampton Volunteer Award, valued at $1,000.

Trustee Green congratulated students from Sandalwood Heights, Louise Arbour, and Central Peel Secondary Schools for their participation in the senior cricket team tournament.

Chair McDougald reported that she has received inquiries about changes introduced by the Ministry regarding autism services for children. She indicated that she had recently attended a meeting of a Mississauga business association, at which she had an opportunity to speak to the Minister of Education regarding concerns expressed by parents on the changes to autism services, especially with regard to children who are five years and older who have not received 181 therapy. The Minister acknowledged parents' concerns and indicated that the Ministry has a plan to address the situation for children who are five years old and have never received Intensive Behaviour Intervention (181) therapy. Noting that the Minister is reported to have had a meeting with parents on May 24, 2016, Chair McDougald asked whether more information on the plan was shared at that meeting. Director Pontes confirmed that staff will look into this issue, and reported that he has been invited to participate in a teleconference on June 1, 2016 to discuss supports for students as they transition from Kindergarten to the next grade, or from another school board into the system. 18. Public Question Period

Catherine Soplet stated that the 2015-2016 Regional Parents Reaching Out (PRO) grant accessed by the United Achievers Club of Brampton was used to provide workshops, and the organization is submitting its application for the 2016-2017 Regional PRO grant. The organization believes that its workshops are achieving some success, but that more can be achieved. Catherine Soplet requested the Board and trustees to provide letters in support of the application by the United Achievers Club of Brampton. The application deadline is May 29, 2016.

Re-establishment of a French Immersion Review Committee - Elementary and Notice of the Appointment of two Trustees to the French Immersion Review Committee - Elementary

Recommendations:

It is recommended:

1. That the Board re-establish a French Immersion Review Committee- elementary; and

2. That the appointment of two trustees to the French Immersion Review Committee­ elementary be made at the Regular Meeting of the Board on June 7, 2016.

Background:

At the Regular Meeting of the Board on September 25, 2012, the Board approved the report of the French Immersion Review Committee- Elementary. One of the recommendations in that report was:

"That the board place an enrolment cap on all grade one elementary French immersion programs maintaining the level of access (i.e. 25% of the total Peel District School Board grade 1 enrolment) identified in the2012-13 school year, effective2013. The enrolment cap is to be reviewed by December 2017."

This committee will review the recommendations of the 2012 elementary French Immersion Review including the enrolment caps at the elementary level.

The French Immersion Review Committee- Elementary will include the Chair and Vice-Chair of the Board, 2 additional trustee representatives, Principal representatives, staff representatives from Planning, Human Resources, Transportation and CISESS, and senior administration representatives.

• Peel board wins Gold Medallion award for Facts Matter: Working Together to Keep Our Students Safe and Healthy

The Peel District School Board has been selected by the National School Public Relations Association (NSPRA) as a recipient of the 2016 Gold Medallion award for Facts Matter: Working Together to Keep Our Students Safe and Healthy, a comprehensive communications campaign to support the successful implementation of the updated Health and Physical Education curriculum. The Gold Medallion award recognizes outstanding public relations programs in education and the Peel board was one of only seven winners selected across North America.

The Gold Medallion award is the highest award given by NSPRA in recognition of outstanding school public relations programs. The award has incredibly high standards and judges examine entries for special programs, projects and campaigns that are truly outstanding- combining insightful assessment, superb planning, creative communication and careful evaluation.

• CFUW Mississauga University Entrance Awards

The Peel District School Board is proud to extend congratulations to graduating students Margaret Pham, Clarkson Secondary School, Melanie Banerjee, Gordon Graydon Memorial Secondary School, and Stephanie Kay, Cawthra Park Secondary School, Jessica Siew, The Woodlands School and Chantelle Wong, Meadowvale Secondary School on being selected by the Canadian Federation of University Women (Mississauga) to receive CFUW Mississauga University Entrance Awards in the amount of $2000 to assist with their university tuition.

CFWU is an organization of women university graduates with both national and international affiliations. The CFUW club members raise and disburse funds annually for scholarships to promote university education for young women.

The awards recognize the students' high levels of academic achievement, involvement in school activities and/or athletics and their extensive community service. 22

The award recognizes outstanding student leaders for their passion and effectiveness in attaining FIRST ideals. The Rick Hansen robotics, Team 1241 THEORY6 also received the Motorola Quality Award in recognition of their robot's robustness in concept and fabrication.

On behalf of the Board of Trustees of Thames Valley District School Board, I am sending this letter to bring to your attention the following motion that was passed at our Regular Meeting of the board on April 26, 2016,

Moved by J, Skinner, Seconded by R, Campbell: That the Thames Valley District School Board of Trustees, to ensure its student remain competitive in the field of robotics, computing, and technology, relative to other provincial ?ducation systems in Canada and abroad:

i) Ask the Ontario Ministry of Education to add coding to the Ontario curriculum in JK to grade 8;

ii) Send a letter to all school boards in the province asking them to support this change request; and,

iii) Send a letter to the Ontario Public School Board Association requesting their support and advocacy for this curriculum change.

We believe that the world is becoming a more technological place and it is incumbent upon us to provide the education and training that will best prepare our students for the future. Many other jurisdictions are adding coding to their curriculum knowing that it provides students with a competitive advantage in finding employment. Simply stated, technology-based companies are more likely to locate where technology-skilled talent is found.

Labour market studies have identified a large and Immediate shortage of workers in technology fields. The addition of coding to the curriculum will help to develop logic skills which strengthen almost every area of study including math, science and literature. Coding knowledge is an important step towards solving the gender gap in the field of technology. It fosters creativity and strengthens computational skills by moving the student from a passive consumer of technology to an author and creator. Parents and students strongly support this addition to the currioulum.

This rationale has prompted this request and because we receive this change as essential, it comes along with a strong sense of urgency. We hope that you will act to add coding to the Ontario curriculum. ·

At a meeting of the Physical Planning and Building Committee, held June 1, 2016, the following recommendations resulted:

1. Enrolment Cap and Re-direction of Students from Thornwood Public School to Briarwood Public School

i) That, effective June 30, 2016, an enrolment cap of 27 classes at Thornwood Public School, be approved.

Background

Since the beginning of 2016, Thornwood P.S. has experienced a significant increase in their enrolment. In February 2016, Thornwood P .S. was staffed according to an enrolment projection of 526 (including special education) for a total of 23 teachers (22 regular and 1 special education). The Ministry Rated Capacity of Thornwood P.S. is 579. Thornwood P.S. is located on an identified floodplain and cannot accommodate more than 2 portables on the site. Currently there is one (1) portable on site and an additional portable will be delivered summer 2016. The school has 25 classrooms and with the two portables, will have a total of 27 classroom spaces available for the 2016/17 school year. This means the school has a very limited ability to accommodate any additional students.

As of May 2nd, 2016, the school has registered approximately 70 additional students. Current total enrolment at Thornwood P .S. is 593 students. This pattern of new student registrations is expected to continue through June 2016 and as such, the school is not likely to be able to accommodate any new enrolment beyond June 30, 2016. 28

Briarwood P.S. is located within the community and has experienced a decrease in enrolment over the past few years. The Ministry Rated Capacity of Briarwood P.S. is 522. For the 2016/17 school year, Briarwood has been staffed with an enrolment projection of 495 (including special education) . Although the school is close to capacity and using all available classrooms, there are 5 surplus portables currently on site and the site can accommodate up to 12 portables if needed.

Staff are expecting further enrolment increases at Briarwood P .S. Planning will maintain contact with the school administration and will continually review the enrolment cap at Thornwood P .S and remove it when it is no longer required.

In accordance with Board Policy #39 Transportation, bussing will be provided for students re­ directed to Briarwood P.S. as a result of the enrolment cap at Thornwood P.S.

Communications and Community Relations Support Services will develop a communication plan in consultation with the school administration and the Planning and Enrolment Department. Information will be provided on the Board's website and letters will be sent to the affected school to inform the community parents and students of the re-direction to Briarwood P.S.

It is recommended that two trustees be appointed to the French Immersion Review Committee - Elementary.

Background:

At the Regular Meeting of the Board held on May 25, 2016, the Board approved the re-establishment of a French Immersion Review Committee- Elementary and received notice that two trustees would be appointed at the next Regular Meeting of the Board.

The French Immersion Review Committee- Elementary will include the Chair and Vice-Chair of the Board, 2 additional trustee representatives, Principal representatives, staff representatives from Planning, Human Resources, Transportation and CISESS, and senior administration representatives.

Legislative UPDATE

The Legislative Assembly of Ontario will be quiet the week of May 23 to 27 as MPPs are on a constituency week. They return on May 30 and will have 8 remaining sitting days before they rise for summer recess after June 9, 2016. The following is a summary of recent activities:

• Quebec's Education Minister Pierre Moreau announced he was abandoning his school board governance legislation (Bill 86). The bill would have eliminated school board elections and replaced commissioners (trustees) with a council comprising of parents, school staff and community members. The Quebec English School Boards Association issued a news release. Last summer OPSBA send a letter to Quebec Election Systems Study Panel opposing this legislation. • On May 11, 2016, the Canadian School Boards Association sent a letter to Prime Minister Trudeau in support of Bill C-241, An Act to amend the Excise Tax Act (school authorities). This is a Private Member's bill introduced by PC Kevin Waugh that seeks to allow school boards to receive the full 1 00% GST rebate. OPSBA joined as a signatory in the CSBA letter that states, "The Canadian School Boards Association unanimously supports BILL C-241, An Act to amend the Excise Tax Act (school authorities). This proposed bill would amend the Excise Tax Act so as to increase the goods and services tax rebate rate for school authorities from 68% to 100%." The bill has begun Second Reading but does not have the support of the Liberal government. • On May 17, 2016, the Ministry of Education posted a regulatory consultation regarding child care wait list fees. The government is proposing to ban wait list fees or deposits in favour of a clear policy about wait lists and admissions for licensed child care centres. The deadline for feedback is July 4, 2016. • On May 17, 2016, the Minister of Education re-introduced the Protecting Students Act. The bill aims to protect children by improving the investigative and disciplinary functions of the Ontario College of Teachers. The bill would ensure a teacher's certificate is automatically revoked if he or she is found guilty of sexual abuse or child pornography charges. It would also increase the requirement of school boards to report teacher misconduct to the Ontario College of Teachers, and subsequently require the college to make all the decisions of its disciplinary committee public. The bill was originally introduced in 2013 but never moved past second reading.
