He added that the Balikatan (Should-to-shoulder) exercises that focus mostly on counter-terror- ism, humanitarian assistance and disaster response will also continue. “Ang balikatan… the same, total 1,000 (troops) remains the same,” Lorenzana said. On the Paris Agreement, Duterte admitted that it was the Cabinet members that changed his mind. “After so much debate, ‘yung climate change pipirmahan ko. It’s a Cabinet decision, I’ll go along with it and sign it.” However, Duterte warned that industrialized nations may violate the agreement. “Whatever it is, the industrial countries have been known not to honor financial obligation, especially America. It has not paid its dues to the United Nations,” he added. Under the Paris agreement, 197 countries committed to significantly reduce their greenhouse gas emissions to keep global warming well below 2 degrees Celsius. The Philippines, under then President Aquino, pledged a 70 percent cut in emissions by 2030. Duterte had expressed misgivings about the pact, threatening at one point that he would not honor it because it was unfair that the country’s economic progress will be impeded by cutting its car- bon emissions even if it is not a major contributor to global warming. But Duterte now explained that he was only expressing his opinion when he first talked about the agreement. “When I said that I was not into it, I was only expressing my opinion. I do not lose the freedom of expression just because I am the President. I am not barred from giving my own opinion just because I am the President,” he said.

The storm did not dampen people’s spirits as the Philippine Consulate General in San Fran- cisco hosted the film showing of Tubabao Odyssey, a documentary that recounts the experience of 6,000 White Russians who were exiled to Tubabao, an island in Eastern Samar, Philippines. The documentary was shown in partnership with the Consulate of the Russian Federation and the Russian-American Congress. The event is the second in a series of three (3) activities celebrat- ing the 65th anniversary of the exodus of Russian refugees from Tubabao Island to the United States, and the 40th anniversary of the establishment of diplomatic relations of the Philippines and Russia. The second activity was held to make the Filipino-American Community aware about Tiempo Russo, that part of Philippine history where a young Republic, under President ’s leadership, opened its doors to 6,000 Russian refugees. Apart from the Russian refugees and their families - some of whom traveled from the East Coast, and as far as Australia - Filipino-American professors, teachers and students, as well as members of the media, were invited to the film showing. Mr. Matthew Davis, Office of Foreign Mis- sions Associate Regional Director of External Relations, and Mr. Elpidio Quirino, grandson of the late President Elpidio Quirino, also attended the event. Deputy Consul General Jaime Ramon T. Ascalon welcomed the guests to the Kalayaan Hall of the Philippine Center. He stressed the importance of commemorating Tiempo Russo as it cel- ebrates the values of cooperation, trust and compassion among nations. It was at this moment that the world witnessed the Philippines, Russia and the United States working towards the same goal California Earthquake Authority sees of sheltering Russians at a turbulent time in its history. This year, CEA lowered its rates for a fourth time and dramatically expanded its coverage and deductible choices, which helps Californians choose a policy that meets their needs and bud- gets and can help them recover from expensive earthquake damage. “CEA is on a mission to help more Californians insure their homes before the next damaging earthquake strikes,” said CEA CEO Glenn Pomeroy. “This year we are seeing a huge leap forward in policy sales, as we rolled out great new options to financially protect a home through earth- quake insurance—so important in our state, with such a high earthquake risk.” The increased policy count includes sales of all CEA products, which, starting in 2016, include new coverage options as well as new coverage limits and deductibles. CEA now offers deductibles of 5, 10, 15, 20 and 25 percent—deductibles that are never paid out of pocket but instead are deducted from a policyholder’s claim check for covered damage. CEA also increased the amount of coverage available for personal property and loss of use. CEA’s new online premium calculator makes it easy for users to see the available policy op- tions and choose the coverages that work best for them. Also in 2016, CEA increased its “hazard-reduction discount” for policyholders who retrofit their houses according to current building codes. A code-compliant seismic retrofit can reduce the potential for earthquake damage to an older house, so eligible policyholders with such retro- fits can receive as much as 20 percent off their CEA earthquake insurance premium. Scientists say there’s a 99-percent chance of a magnitude-6.7 or greater earthquake in Cali- fornia in the next 30 years, the life of a typical mortgage. And most Californians live within 30 miles of an active fault. Without earthquake insurance, Californians whose homes or possessions are damaged by an earthquake must bear any rebuilding or replacement costs alone. “We’re fortunate in California that large earthquakes have not hit populated areas often—but when they do hit, they can produce catastrophic damage. And we know it’s not a matter of if, but when the next damaging earthquake will strike,” Pomeroy said. “That’s why we’re working so hard to make sure Californians know that CEA insurance can really help them reduce their finan- cial risk from earthquake damage.” B4 FilAm Star Nov. 10 - 16, 2016 legal & law Answering a deposition in a personal injury case Parents know about health care for all ATTY.
