 Historic Preservation Commission  Recommended to Council by Historic Sites Organizing Committee 2008 and established in City Code 2008  Initial Meeting January 2009 – City Council Appointed – 9 to 15 members  Proposed statewide legislation for real estate tax relief for historic property owners; established in State Code 2011  Has held annual public meetings for citizen communication and input  Staff support provided by Museums/Historic Resources and Planning/Comprehensive Planning  Revolving Fund $200,000  Historic Registers  National Register of Historic Places – Currently 21 sites listed – No Districts listed  State Landmarks Register – Currently 21 sites listed  Virginia Beach Historical Register – Currently 45 sites listed – Program is inactive due to funding cuts  50 Most Historically Significant Houses and Structures in Virginia Beach  Published in 2008 by Virginia Beach Historic Preservation Partnership  Two of the buildings have already been lost – Gresham (Ives) House and Roland Courts Theater  Planning Department has agreed to flag these properties an inform Commission of applications for permits  Historic and Cultural Districts  A zoning overlay – there are currently 14 such Districts  Historical Review Board – Advises Planning Director  Funding  City operational funding is limited  Few grants available – Save America’s Treasures; ISTEA  Virtually no grants for privately owned properties  Incentives typically include real estate tax abatements and rehabilitation tax credits  Future Needs to Strengthen and Promote Historic Preservation  Certified Local Government  Revolving Fund  Increased Government and Public Awareness – Incentives and/or regulations for Property Owners and Developers
