The House assembled at thirty minutes past Two O’clock 2. The Proceedings were opened with Prayer 3. Presiding – the Honourable Speaker 4. PAPERS LAID The following Papers were laid on the Table of the House– (i) Lists of Nominees to four (4) National Government Constituencies Development Fund Committees from the National Government Constituencies Development Fund Board; (ii) Annual Report of the Kenya Law Reform Commission from 1st July, 2016 to 30th June, 2017; (iii) A Preliminary Report on a human rights account of the 2017 General Elections by the Kenya National Commission on Human Rights (KNCHR). (iv) The Reports of the Auditor-General on the Financial Statements in respect of the following Constituencies for the year ended 30th June, 2016 and the certificates therein: - a) Tigania East Constituency; b) Central Imenti Constituency; c) Kaiti Constituency; d) Mwingi West Constituency; e) Mwingi Central Constituency; f) Maara Constituency; g) Igembe South Constituency; h) Kajiado East Constituency; and i) Eldas Constituency. (No.021) TUESDAY, DECEMBER 05, 2017 (190) (v) The Reports of the Auditor-General on the Financial Statements in respect of the following institutions for the year ended 30th June, 2016 and the certificates therein – a) Kenya Forest Service; b) State Department for Interior; c) The Presidency; d) Moi Teaching and Referral Hospital; and e) Kenya Seed Company Limited and its Subsidiaries. (vi) The Reports of the Auditor-General on the Financial Statements in respect of the following Institutions for the year ended 30th June, 2017 and the certificates therein:- a) Kenya Electricity Generating Company Limited; and b) Kenya Power and Lighting Company. 5. NOTICE OF MOTION – (The Leader of the Majority Party) THAT, pursuant to the provisions of Section 43(4) and Regulation 5(10) of the National Government Constituency Development Fund, 2015, this House approves the list of nominees for appointment to the following four (4) Constituency Committees of the National Government Constituency Development Fund, laid on the Table of the House on Tuesday, December 5, 2017. (i) Narok East Constituency; (ii) Gatanga Constituency; (iii) Mvita Constituency;and, (iv) Nyando Constituency; 6. NOTICE OF MOTION – (The Leader of the Majority Party) THAT, pursuant to the provisions of Standing Order 28(4) and notwithstanding the provisions of Standing Order 27(1), this House resolves to alter its Calendar for the First Session of the Assembly (2017) as adopted on September 27, 2017 by extending its regular sittings to Thursday, December 14, 2017. 7. MOTION – APPOINTMENT OF MEMBERS TO THE COMMITTEE ON SELECTION Motion made and Question proposed- THAT, pursuant to the provisions of Standing Order 172, this House approves the appointment of the following Members to the Committee on Selection, in addition to those specified under paragraph (1) (a) & (b):- (i) The Hon. Emily Ph.D ABSTRACT: The purpose of this study was to investigate the role of the Constituency Development Fund (CDF) in the provision of secondary school education in Kilome constituency. The objectives of the study were; To assess the challenges faced by secondary schools in accessing CDF funds in Kilome constituency, to establish the role of CDF in provision of secondary school education in Kilome constituency, to determine the effect of CDF on enrolment in secondary schools in Kilome constituency.The study employed a survey design. The target population was 35headteachers from 35 secondary schools in Kilome constituency. It employed stratified sampling to obtain strata on the basis of the administrative divisions: Kilome (14 schools) and Kasikeu (21 schools). The researcher selected 6 schools from Kilome division and 8 schools from Kasikeu division making a total of 14 public secondary schools. The study randomly sampled 140 form three students, ten students from each school. The instruments of data collection were questionnaires and interview schedules. Reliability was ensured through the test retest method. Descriptive methods were employed in data analysis where frequencies and proportions were used in presenting the respondents‟ perception of issues raised in the questionnaires so as to answer the research questions. The study found out that success of CDF was being undermined by inadequate amount awarded, discrimination and mismanagement of funds and hence the amount awarded should be increased and cases of discrimination and corruption should be curbed.It is hoped that the findings of this study will contribute to the understanding of the role of the CDF in addressing the issue of provision of secondary school education in constituency.

    GOVERNMENT OF MAKUENI COUNTY DEPARTMENT OF YOUTH, GENDER, SPORTS AND SOCIAL SERVICES P.O BOX 78 – 90300, MAKUENI EMPOWERMENT OF GROUPS FOR SOCIO ECONOMIC TRANSFORMATION: A REPORT ON GROUPS MAPPING FEBRUARY 2017 i FOREWORD The Constitution of Kenya, 2010 requires measures to be undertaken to ensure the youth and women access relevant education and training, have opportunities to participate in political, social, economic activities and access to employment. It is evident that working with organized groups ensures that development trickles down to communities and villages. The Government of Makueni County recognizes community groups’ social power for sustainable and meaningful development. Majority of the organized groups - welfare groups, funeral associations, merry-go-rounds, adult literacy groups, farmers’ cooperatives, self-help groups , CBO’s and table banking groups have the potential to solve community development problem. It is evident that groups and specifically women’s groups have played a key role in community development since the pre-colonial period in Kenya. For instance, through the women’s “Mwethya”, groups are able to play significant role in community based development activities which are very broad and complex. The purpose of the Group Mapping exercise was to; develop a database of all the existing organized groups, to find out the challenges facing the groups, to establish the economic activities the groups are engaged in and to establish the support the groups have benefited from the National and County Government. The exercise targeted all groups of women, men, youth and welfare associations. The study found out that majority of the groups (67%) were formed in the last five years and over 70% of the groups registered with the national government , Ministry of East Africa community, Labor and Social Protection.
