ADVENTURE IN FAITH OFFERING REAFFIRMED

Following a presentation of the materials which have been prepared for the promotion of the Adventure in Faith offering, it was

VOTED, To reaffirm GCC 78-258 outlining the spiritual and finan- cial objectives of the Adventure in Faith offering and the dates of Jan- uary 26 and April 12, 1980 for this offering to be taken. The basic ob- jective is two days' income (one day on January 26 and the other on April 12) and the faith objective is one week's income.

PRE-MARRIAGE EDUCATION--REPORT

D W Holbrook spoke briefly on the success of pre-marriage education work being carried out. Those who are guided through the course by their pastors before marriage weigh the matter carefully and the divorce rate drops dramatically.

LOMA LINDA FOODS--REPORT

W J Hackett, Chairman, gave a report on the forward strides of Loma Linda Foods. He also mentioned the possibility of the Sanitarium Health Food Company taking over the management of Loma Linda Foods. This matter will be studied by the Australasian Division Committee at an early meeting.

PUBLISHING DEPARTMENT - -REPORT

B M Wickwire, Director of the Publishing Department, spoke for 21,000 publishing workers around the world.

At present we are publishing literature in 183 languages and dialects. Every working day around the world, 200 tons of paper are used in pre- paring the printed page.

B M Wickwire paid tribute to our editors. To date, 67 million copies of books by A S Maxwell have been sold. Sales around the world total over $111 million.

A 3015 WORKING CAPITAL - POLICY AMENDMENT

VOTED, To amend GC T 15, Operating Capital and Surplus Funds, tp read as follows:

T 15 Working Capital

T 15 05 Working Capital -- In order that adequate financial re- sources will be available for the sound and effective operation of all organizations, the following provisions are outlined:

1. Working Capital shall be defined as the amount of current assets above the total of current liabilities.

2. The working capital of organizations shall be maintained as follows:

a. General Conference -- 20 percent of Tithe and Specific Purpose Funds Unrestricted Income, plus total Long-Term Payables. The true test of the percentage of required working capital on hand is to be based on the combined Tithe and Specific Purpose Funds.

b. Divisions -- 20 percent of the operating expense of the latest complete fiscal year, including tithe percentages and allocated net worth (reserves). Each division should provide an additional Working Capital consisting of 15 percent of the amount voted by the division to its respective organizations for Class I appropriations. Some divisions may require a larger Working Capital.

c. Union conferences/missions -- 30 percent of the latest fiscal year's Operating expenses, including tithe percentages and allo- cated net worth (reserves).

d. Local conferences/missions -- 20 percent of the latest fiscal year's Operating expenses, including tithe percentages and allo- cated net worth (reserves).

e. Conference Associations/Corporations -- 10 percent of the current fund assets; and further, that one half of such working capital be maintained in liquid assets.

f. Home Health Education Service -- Equivalent of net ac- counts receivable, merchandise inventories and allocated net worth (reserves) based on the balance sheet for the latest complete fiscal year.

g. Adventist Book Centers -- Equivalent of net accounts receivable, inventories and allocated net worth (reserves). When an Adventist Book Center does not meet the provisions of the above standard for Working Capital, and when it is possible for the conference/mission 79-385 Annual Council October 16, 1979

(Working Capital - contd) to do so, it may appropriate the essential funds.

h. Universities, colleges and junior colleges -- 20 percent of the operating expense of the current operating fund of the latest complete fiscal year, plus allocated net worth (reserves).

i. Academies -- 15 percent of the operating expense of the latest complete fiscal year.

j. Medical institutions -- 20 percent of the operating expense of the current operating fund of the latest complete fiscal year, plus allocated net worth (reserves).

k. Publishing houses -- Equivalent of net accounts receivable (excluding receivables from higher organizations), inventories and allocated net worth (reserves) based on the balance sheet for the latest complete fiscal year.

1. General Conference Risk Management Services, East and West Coast -- 40 percent of the annual operating expense.

m. Loma Linda Foods -- 30 percent of the annual net sales.

n. Adventist Media Center -- 20 percent of annual operating expense based on the Income Statement for the latest complete fiscal year.

4. Liquid Working Capital amounts equivalent to the total of the current liabilities and certain allocated net worth* (reserves) shall be maintained in the following forms:

a. Cash b. Commercial banks c. Savings banks** d. Savings and loan associations or building societies** e. Short-term obligations of the federal governments

*These allocated net worth (reserves) are identified in the spe- cific accounting manuals.

**Only the strongest and most secure commercial banks (a) in the community should be used for checking accounts. Investments in (c), (d) and (h) should be limited to amounts covered by insurance provided by the appropriate federal agencies except for deposits and bankers' ac- ceptance involving large financial institutions as listed in the Ameri- can Banker listings of the 200 largest banks in the United States, the 75 largest mutual savings banks in the United States, and the 100 largest savings and loan associations in the United States as relates to savings capital dollar totals. 79-386 October 16, 1979 Annual Council

f. Federal agency issues g. Commercial paper rated "prime" by the National Credit Office of Dun & Bradstreet or "A" by Standard and Poor's h. Bankers' acceptances** i. General Conference or other authorized unitized invest- ment funds j. Accounts receivable from the next higher organization

These liquid funds shall not be used for regular or special appro- priations except in times of special financial crisis but shall be held as working capital with which to carry on the business of the organi- zation.

T 15 10 Excess Working Capital -- 1. Excess working capital at the end of a year may be transferred to reserves for specific purposes by action of the controlling committee, taking into consideration its source, whether tithe or nontithe.

2. An organization which receives operating appropriations and which at the end of a year has excess operating capital may, upon ap- proval of the next higher organization, transfer such excess funds to reserves for specific purposes.

3. It is the responsibility of the division committee to arrange for an annual survey of working capital status of each subsidiary organi- zation and to provide a plan for maintaining adequate working capital and liquid assets.

VOTED, To amend GC S 40 70, Association/Corporation Investments, to read as follows:

S 40 70 Association/Corporation Investments--Conference legal associations/corporations shall invest their funds in the following manner:

2. Nonowned Funds (Pre-1969 Irrevocable, Charitable Gift Annuity, Unitrust, Annuity Trust and Agency/Demand):

c. Unitrust--Governed by trust law and the investment ob- jectives of the donor, utilizing any of the above vehicles except unit- ized funds, union revolving funds, and items 2, 3, 4, 5 and 6 of the long-term items. Funds may not be pooled.

A 3019 AMORTIZATION OF GENERAL/PROFESSIONAL EDUCATION INDEBTEDNESS - NEW POLICY

VOTED, To add a new division GC N 17, Amortization of General/ Professional Education Indebtedness, to read as follows:

N 17 Amortization of General/Professional Education Indebtedness

N 17 05 Amortization by Mission Service -- Financial assistance to missionary appointees for general and professional education indebted- ness shall be amortized by mission service. Amortization shall be scheduled in harmony with the provisions of the policy under which the assistance was granted, and be applied for the full time of the worker's term(s) of mission service including earned furloughs and earned post- graduate study time for physicians and dentists.

N 17 10 Beginning and Ending Dates -- The beginning and ending dates of mission service for purposes of amortization shall be in har- mony with the provisions of P 03 excepting that for physicians/dentists, 79-388 October 16, 1979 Annual Council

amortization shall also be applied for earned postgraduate study time which is used immediately upon permanent return to the base division.

A 3042 MISSIONARIES' REMUNERATION--PACKAGE PLAN

VOTED, To adopt the following plan for the remuneration of North American based missionaries, effective January 1, 1980:

1. Standard Package Plan -- The North American Standard Package Plan shall be the basis for the remuneration of the following categories of workers:

a. North American based missionary appointees (pre-embarkation) b. North American based furloughees* c. North American based permanent returnees while on General Conference salary

*Homeland deposit shall continue during furloughs.

2. Deductions -- The following deductions shall be made:

a. Tithe:

1) Appointees 2) Furloughees 3) Permanent Returnees

b. Homeland Deposits -- Furloughees

3. Furloughing Missionaries' Accounts -- There shall be no trans- fer of the missionaries' accounts to the General Conference at the time of furlough. The division shall notify the General Conference of the salary cutoff date. The General Conference shall pay the appropriate monthly salary package to the furloughee (less tithe and homeland de- posit) and charge the amount to the missionaries' employing division.

4. Expense Reports -- The General Conference shall calculate the missionaries' monthly expense reports and charge the appropriate amount to the employing division.

5. Missionary Study Leave Beyond Furlough -- If a missionary study leave with salary is authorized beyond the furlough period, the homeland deposit shall be discontinued at the end of the furlough per- iod, and he shall receive the full standard package rate (less tithe) chargeable to the division. 79-389 Annual Council October 16, 1979_,

A 3043 FREIGHT, INSURANCE, AND CUSTOMS CHARGES - POLICY AMENDMENT

VOTED, To amend GC N 55 15, Freight, Insurance, and Customs Charges, to read as follows:

Paragraph 1 - No change

Unnumbered paragraph following paragraph 1:

The above allowances are on net authorized weights. When only gross-weight figures are available on surface shipments because the household goods and personal effects are packed and crated, 33 1/3 percent of the total weight will be deducted from the gross weight in calculating the net-weight figure. When shipments are sent by air- freight and the gross weights only are available, 8 percent of the total will be deducted from the gross weight in calculating the net-weight figure.

Paragraphs 2, 3, 4 - No change

5. The division shall reimburse for customs charges actually paid on the authorized weight allowed on household goods and personal effects actually shipped, not including automobiles, motorcycles, mopeds, moving-picture equipment, cameras, films, field glasses, shortwave transmitter equipment and other equipment of a similar nature, articles intended for sale in a foreign country, or articles carried for other persons. In making settlement when the missionary has more than the authorized weight, customs duty paid will be prorated on the same basis as freight.

7. The responsibility of the denomination for insurance on mis- sionaries' freight shipments is limited to a reasonable valuation based on the authorized net weight allowed by policy.

Insurance will be allowed for "all risk" marine insurance and "war risk" insurance, which must be secured in every case at the replacement value of goods allowed in paragraph 1. Insurance will also be allowed on personal baggage for new appointees, furloughing and permanently returned workers except on antiques, exotic items, rare collections, articles intended for sale or articles carried for other persons.

A 3007 REORGANIZATION OF AFRICAN AFFAIRS

In the late 1960's and in response to expressions from persons in African fields indicating a need for organizational changes, the Presi- dent of the General Conference, R H Pierson, and the Secretary, W R Beach, visited those fields, holding conferences with various groups in Europe and Africa. As a result of those consultations, modifications were made in 1970 and 1971 which resulted in division organization substantially as at present. Since then our work in Africa has been ad- ministered by four divisions of the General Conference, all but one of which have headquarters outside the African continent.

In the first half of the decade of the 1970's, continued corre- spondence came from African fields. It expressed the viewpoint that our present division organization was not viewed favorably by many SDA Africans, nor by some African governments since it gives the appearance, at least in some aspects, of hold-over colonialism. Some of our African leaders and constituents also felt that the location of division head- quarters in Europe and the Middle East prevented adequate opportunity for Africans to participate in leadership roles in our strongly develop- ing African work.

The viewpoint was expressed that our African members would be chal- lenged to take greater responsibility for the development of our work if the headquarters were located among them where they could participate more fully in leadership. Moreover, it was asserted that at present the division leaders are located too far away to be able to give adequate leadership to the work in Africa.

As a result of these viewpoints, Robert H Pierson visited the African fields in early 1973, holding consultations in various places. After his return the General Conference established a committee to study the matter, which on June 6, 1973, recommended that a predominately French-speaking division (to be known as West Equatorial-Central Africa Division) be established at the time of the 1973 Annual Council. It was to be composed of the predominately French-speaking areas of Africa plus the Nigerian and West African Union Missions. The committee further recommended that the division staff should be largely French-speaking, and that Africans should be included on the division staff.

These recommendations were considered by the Home and Overseas Officers, but it was decided that no action be taken at that time due to unsettled political and economic conditions in Africa.

In 1976 the President of the General Conference received further expressions from Africans to the effect that changes in division or- ganization should be made. Accordingly, an Africa Study Committee was appointed. After extensive study of the matter, the Committee reported to the President's Executive Advisory and to a group of officers from divisions with territory in Africa. These meetings were held in October 79-391 Annual Council October 16, 1979

1978 and March 1979. As a result, five General Conference officers, under the chairmanship of President Neal C Wilson, met with members of the four division committees in April and May, 1979. They also con- ducted in Abidjan, Ivory Coast, from April 29 to May 2, 1979, a con- sultation with the officers of the divisions and representative leaders from various parts of Africa.

Following these consultations, various meetings have taken place concerning the matter. As a result of all these studies and develop- ments, the President's Advisory Council, recognizes that the time has now arrived for our Seventh-day Adventist work in Africa to be adminis- tered from headquarters located in Africa, and believes that eventually our work in Africa should consist of only two divisions of the General Conference. It is therefore

RECOMMENDED, 1. To reorganize the Seventh-day Adventist work on the African continent at the 53rd Session of the General Conference in Dallas, Texas according to the following plan:

a. Organize a new division of the General Conference of Seventh-day Adventists composed of the following union missions (see attached Exhibit A):

Central African Union Mission from the Trans-Africa • Division Indian Ocean Union Mission from the Euro-Africa Division

A new union mission composed of the Ivory Coast Mission, Togo-Benin Mission, Upper Volta Mission from the Northern Europe-West Africa Division, and the Northwest African Mission from the Euro-Africa Division

Nigerian Union Mission from the Northern Europe-West Africa Division

West African Union Mission reorganized to include only the English-speaking countries presently in this union from the Northern Europe-West Africa Division West Central African Union Mission from EAD. Zaire Union Mission from the Trans-Africa Division

Note: Inasmuch as the official language of most of the countries of this new division would be French, it is recommended that the head- quarters of this new division be located in a French-speaking area. The decision concerning the location of headquarters and similar matters would be made by the new division committee in consultation with the General Conference.

b. Maintain on a temporary basis the Afro-Mideast Division 79-392 October 16, 1979 Annual Council

as presently constituted with temporary headquarters in Cyprus. (See attached Exhibit B.)

c. Maintain on a temporary basis the Trans-Africa Division approximately as presently constituted with headquarters in Salisbury, Rhodesia less the Central Africa Union Mission and the Zaire Union Mission but adding the Angola Union Mission and the Mozambique Union Mission from the Euro-Africa Division. The final decision relative to the allocation of the Mozambique and Angola Union Missions will be reviewed prior to the 1980 General Conference Session. (See attached Exhibit C.)

2. To review the temporary Afro-Mideast Division and Trans-Africa structure as outlined above at the 1984 Annual Council, with a view of combining the two divisions into one.

3. To authorize the General Conference Treasury to make studies and recommend the financial structure of the three divisions in Africa, and the two divisions in Europe.

4. TO reduce the size of the three division staffs in view of the fact that financial planning to date for division reorganization has been built on the premise of only two divisions for Africa. GENERAL CONFERENCE COMMITTEE

DEVOTIONAL MESSAGE

Revival, Reformation and Rejoicing, was the theme of the message from Earl W Amundson, President of the Atlantic Union.

In considering the need of the church for revival, of necessity we must study Laodicea - -we are inexorably driven to it and could not escape it if we would. Christ's message to His church (Rev 3:14-22) "enfeebled and defective, needing to be reproved, warned, and counseled" is yet full of hope and promise, for His church "is the only object on earth upon which Christ bestows His supreme regard."--TM 49.

The study of Pentecost reveals a startling contrast between the prom- ise of power and its absence in the remnant church of today. The remedy prescribed for lukewarmness - -gold, white raiment, and eyesalve--came to the church in 1888 through the message of justification through the merits of Jesus which comes to the believer through faith. Ellen White identified that emphasis as constituting the third angel's message in verity. It is the mission of the church to carry that message to the world. The reception of the righteousness of Christ will bring the baptism of power and the loud cry of the message of the third angel. This, and this alone, will cure the feebleness of the Laodicean church, and empower it for the accom- plishment of its mission.

USE OF HISTORICAL SOURCES BY E G WHITE

R W Olson, Secretary of the Ellen G White Estate, gave a short report on findings in regard to the use of historical works in Ellen G White's writings. The literary relationship between her writings and those of other authors in no way dilutes her claim to inspiration. A study was recently made of the first half of Desire of Ages, and it was determined that she was dependent on William Hanna's Life of Christ for 2.6 percent of the material in the first 45 chapters of Desire of Ages. We should not allow these source criticisms of Ellen White sources to deprive us of the blessing intended for us by the inspired messages contained in her books. 79-402 October 17, 1979 Annual Council

DEPARTMENT OF EDUCATION--REPORT

Charles R Taylor, Associate Director of the Department of Education, spoke concerning the Bible textbook program around the world. In 1973 the appeal was made for such textbooks for church schools overseas, and in 1974 teachers and students in North America raised $100,000 for this purpose. Progress in simplifying, abridging and translating textbooks is being made.

VOTED, To amend GC Q 25, Extended Mission Service Allowance, to read as follows:

Paragraphs 1, 2 - No change

3. The allowance shall be based on the years of service as estab- lished in the worker's service record, and the calculations shall be made on the years served in the mission fields beyond the initial qual- ifying period of six years. Regular furloughs and leaves of absence on full salary shall be counted as mission service. When the total service does not add up to a complete year, the allowance will be prorated by months or a major portion thereof.

Paragraph 4 - No change

5. The period of time an interdivision worker serves in North America (including the Inter-American Division in Miami), Australia, or New Zealand will not be included when this allowance is computed.

6. Division committees shall recommend for General Conference approval the plan and areas within their divisions for the application of this policy to intradivision workers.

Paragraphs 7 through 11 - No change

12. The percentage rate for the Extended Mission Service Allowance is 3 percent each year from the seventh to the twelfth year of service, 4 percent each year for the thirteenth to the eighteenth year of ser- vice, 5 percent each year for the nineteenth to the twenty-fourth year of service, and 6 percent each year for the twenty-fifth year of service and onward.

RIGHTEOUSNESS BY FAITH

W R Lesher presented a summary of the righteousness by faith meeting which was held just prior to the Annual Council. Of the 134 who attended, 27 had already attended other gatherings devoted to this study. After a synthesis paper had been presented, six groups met to discuss questions. SEVENTH-DAY ADVENTIST WORLD SERVICE - REPORT

Howard D Burbank, Director of SAWS, focused on the global outreach of SAWS and the need for us to practice Christian peaceful coexistence in today's world. Last year, $9 million worth of assistance was handled by SAWS. This represents 550 railroad cars filled mostly with food and medicine.

The Annual Council adjourned and a meeting of the International Insurance Company was held at 10:55 a.m.

K H Emmerson, Treasurer, prior to introducing the budget, called attention to W E Phillips who is attending his 40th Annual Council this year. Before his retirement he worked in the General Conference Treasury.

Although the budget for 1980 is not as large as we would wish, God will bless the funds and with our rededication the work will go forward.

M E Kemmerer, Undertreasurer, presented the budget. For the first time in 17 years, there is a drop in available funds. This has happened only three times in the last 25 years. In 1977, $1,563,245,281.00 was the total cost of the church's operation around the world. Following his presentation, it was

STATEMENT BY PRESIDENT

Neal C Wilson, President, expressed appreciation to the devotional speakers of the Council and those who presented items for discussion. He also mentioned the contributions of those who worked behind the scenes to make this a smooth-running Council.

He encouraged the workers to return with rejoicing, knowing that God will bless their efforts and their resources. He then read the following from Prophets and Kings, pp 241-243:

"It is the grace of God on the small portion that makes it all - sufficient. God's hand can multiply it a hundredfold. . . . Let none waste time in deploring the scantiness of their visible resources. The outward appearance may be unpromising, but energy and trust in God will develop resources. The gift brought. to Him with thanksgiving and with prayer for His blessing, He will multiply as He multiplied the food given to the sons of the prophets and to the weary multitude."

Alf Lohne, Chairman, read Ephesians 5:15,16 - -"Live life, then, with a due sense of responsibility, not as men who do not know the meaning of life but as those who do. Make the best use of your time, despite all the evils of these days." (Phillips)

When Paul says, "Make the best use of your time" he gives good counsel, which may well be applied specifically to the work of committees. Also, when he says, "Live life as men who know the meaning of life," he gives practical counsel for everyday living. We need both.

REPORTS

C E Bradford gave an account of the visit to the White House which was made October 17, 1979, by a group of seven. President Carter was presented with an engraved copy of Desire of Ages, Patriarchs and Prophets for Mrs Carter, and a set of The Bible Story for Amy Carter. At the close of the visit, C E Bradford offered prayer.

B M Wickwire, Director of the. Publishing Department, together with the associate directors, presented a report of the current activities of the Department. Over the past three years, North American Division publishing houses have contributed $2.3 million to assist other publishing houses around the world to expand their facilities.

J N Hunt reported on the Abram La Rue Club meeting held August 22-726, 1979 in Hong Kong. The La Rue Club consists of top literature evangelists. 79-452 October 18, 1979 (Reports - contd) C M Willis told about the Publishing Industry at Oakwood College which trains and sends out literature evangelists. As the result of the work of student colporteurs, 63 have been baptized.

R H Henning enlarged upon the colporteur training program. The audio- visual presentation "Like a Mighty Army" is now being used in five languages. In addition, there are written lessons for use in colporteur training.

J C Kinder showed the value of literature racks. In the Southern California Conference, 200 people have been baptized because of this ministry.

As an example of the varied and enlarged work being carried forward by the church today, the Chairman related experiences of church members in Brazil who are distributing a large tract dealing mainly with the second coming of Christ. In the Rio Grande do Sul Conference, 1 million tracts have been distributed and in one district ever home has been visited. In one city where there were no Seventh-day Adventists three months ago there are now 30 Sabbath School members.

From Jordan, A E Schmidt has written that the hall where he is holding evangelistic meetings is filled with a friendly audience every night and people are manifesting eager interest in the message after the first week of meetings.
