1. Introduction

1.1. Background

CYFARTHFA PARK AND CASTLE

The Cyfarthfa area – located within the County Borough of Merthyr Tydfil – contains an historic industrial landscape of international importance encapsulated in beautiful surroundings. Cyfarthfa Park occupying 160 acres of parkland, has belonged to the people of Merthyr Tydfil since the early 20th century. Today it functions as a museum, art gallery, secondary school and an attractive municipal park with facilities for leisure and recreation. The park provides a very significant resource for leisure and tourism activities and has been known as the ‘jewel in the crown’ within Merthyr Tydfil’s attractions.

The Park contains the grounds of the historically important which was the throne to the Crawshay Dynasty, once the owners of the largest Ironworks in the World.

While the park offers an important historical context to the Castle it also offers more conventional facilities often associated with public parks. It is also within a conservation area.

FUNDING BACKGROUND

The Heads of the Valley (HOV) programme has enabled Merthyr Tydfil County Borough Council to invest in key projects within the park. These projects in return support HOV by delivering on its key strategic theme “An appealing and coherent tourism and leisure experience”. The Heads of the Valleys Regeneration Programme is seeking to encourage:

• Investment in key attractions • Growth in ancillary services • Employment opportunities • An opportunity to attract additional private and public sector investment.

THE PROPOSAL/ REQUIREMENTS

Merthyr Tydfil County Borough Council (MTCBC) Corporate Property & Physical Regeneration Department commissioned the development of a Signage, Interpretation and Orientation Strategy in 2010. MTCBC now intend to progress the strategy by implementing the physical works and proposals. Strategy attached as Appendix A.

Cyfarthfa Signage, Interpretation & Orientation Scheme – Cyfarthfa Park

MTCBC is seeking to appoint a suitably qualified organisation to fabricate and install associated products as part of a phase one approach. The appointed contractor will be responsible for manufacturing and installing finger posts, a display case, main entrance sign, side entrance plaques and highway drive signs as detailed in the Cyfarthfa Strategy Maps. It is envisaged that fabrication and installation of the selected products is to be completed by 10th March 2011.

If additional funding is secured a second phase will be implemented to fabricate and install the remaining products as specified in the strategy.

The primary objective of the scheme is to encourage better presentation and linkages to attractions within the park as well as redevelop products to a corporate standard. The scheme must create a visual identity that will assist in creating a sense of place for Cyfarthfa Park. The commission will address signage and orientation challenges and formulate links with the wider historic landscape and facilities that meet local and visitor needs. As signage design is in keeping with that in the strategy, a clear identity is created and the character of different attractions and zones will be strengthened.

The products must incorporate the unique branding and logo that has been developed as part of the Cyfarthfa Park Signage, Interpretation and Orientation Strategy. All associated product specifications and detailing is referenced within the strategy. The signage must be bilingual however MTCBC will provide the translation.

For Phase one, Merthyr Tydfil CBC is now seeking to appoint a contractor to manufacture and install finger posts, display case, main entrance sign, side entrance plaques and highway drive signs as detailed in the Cyfarthfa Strategy Maps. Scope and requirements of the brief

1.2. Project Aims

The principal aim of the commission is to fabricate and install signage and orientation within Cyfarthfa Park.

1.3. Objectives The main objectives of the commission are: • Supply detailed design specification for both manufacture and installation of the finger posts, signage and orientation panels • Fabrication of sign system in accordance with the design specification • Construction and erection of the sign system

1.4. Requirements

1.4.1. Deliverables Cyfarthfa Park Signage, Interpretation & Orientation – Phase 1 • Recommendations on the suggested finger post directional arms • Cost Breakdown per unit • Where required, additional symbol design for fingerpost directional arms • Fabrication and installation of nine new fingerposts with Cyfarthfa logo finial • Removal of six existing fingerposts to be recycled to MTCBC Parks Department • Removal of one notice board to be recycled to MTCBC Parks Department • Fabrication and installation of one display notice board • Fabrication and installation of one Main Entrance sign • Fabrication and Installation of five new side entrance plaques • Fabrication and installation of two highway drive signs • Inclusion of all set up costs for each product design • Outlined Programme of Works to deliver within timescale

NOTE: MTCBC are awaiting advertising consent for the main entrance sign and display board. Inclusion in contract will be subject to the planning approval.

1.4.2. Location and design specification

As part of phase 1, nine locations within the park have been identified and prioritised for fingerposts as detailed below: Please refer to (Ref sheet F1) within the strategy

NOTE: It has been decided to omit the Braille and tactile board from the fingerpost specification and should not be priced into the unit cost. In addition, the panel has selected logo (option 1) within the strategy.

Number of finger post directional arms and names will be decided shortly after consultation between Merthyr Tydfil CBC and the Friends of Cyfarthfa. For the quotation basis however please cost for six directional arms per fingerpost.

The plans and designs will be in keeping with those as detailed in the Cyfarthfa Signage, Orientation and Interpretation Strategy which can be found in appendix A.

Conditions and Procedures

The Client for the works will be Merthyr Tydfil County Borough Council (MTCBC).

In accordance with the financial regulations of the Authority it will be a necessary requirement for contractors to adhere to a formal tendering process. The contractor may submit a joint bid with other experienced specialists. The contractor, however, will be responsible for the co-ordination and successful delivery of the entire commission. Contractors will be invited to submit proposals to address this brief through the Buy4Wales/Sell2Wales procurement route.

1.5. Tender Submission

Tenders are to be returned in the pre-marked green envelope ‘Cyfarthfa Signage, Interpretation & Orientation Scheme – Cyfarthfa Park. Tenders shall be forwarded by recorded delivery or in person. If the latter method of delivery is used a receipt must be obtained.

Organisations wishing to tender are requested to submit two copies of the tender submission package to include: • Details on how the aims of this brief are proposed to be met, together with an outline time plan based on the work • Charges and allocation of particular staff, the allowance for expenses, printing, graphics and installation • Examples of successful projects of a similar nature previously undertaken • An outline of the breadth of expertise in undertaking this work • A full size prototype (that can be mailed to us and returned) of similar signage (e.g. name/direction finger panel) produced during previous ventures. • Details of Professional Indemnity Insurance Cover • Safety method Statement • Risk Assessment Form

Tenders should arrive at MTCBC by 13.00 hrs on Monday November 29th 2010. Submissions received after 13.00 hrs will be rejected. It should be submitted in the green envelope provided to:

The tender envelope must not bear any marks or names such that the tenderer can be identified. Failure to follow outlined procedures will result in the tender being rejected.

1.6. Selection Procedures

The main criteria on which the decision will be based are provided below for guidance:

• Ability to meet requirements – as evidenced by a demonstrable understanding of the brief and evidence of previous experience. Cyfarthfa Signage, Interpretation & Orientation Scheme – Cyfarthfa Park

• Cost competitiveness – Bids shall be assessed in terms of both innovative approach and value for money. The client does not bind itself to accept the lowest or any tender.

• Approach to carrying out the commission – it is important that the contractor undertakes the work to a high standard within an achievable timescale so the methodology is an important element of assessment.

• Ability to complete the commission – by resources available to the team and the work programme for completing the commission

1.7. Acceptance of Tenders

The aim of this tender is to appoint an appropriate contractor to deliver the project described.

MTCBC does not bind itself to accept any of the tenders submitted in response to this brief. Should this contract not be awarded MTCBC reserves the right to cancel the project, to reissue in full or to re-specify the tender brief and re-issue.

MTCBC reserves the right to award individual elements of this contract to different contractors as appropriate.

1.8. Fees / Budget

The client will be MTCBC. The fee will be a lump sum fee bid inclusive of all expenses, disbursements and costs to be based on an all-inclusive basis. Any third party suppliers to be reimbursed at cost. The fee will be paid in one payment following receipt of invoice after completion of all works and inspection of all works.

1.9. Timescale

The following timetable is envisaged:

Tenders submitted by Monday November 29th 2010: Appointment of contractors by Wednesday December 1st 2010: Inception meeting with client by Monday December 6th 2010: Detailed design specification for both manufacture and installation by 24th December 2010: Fabrication of sign system in accordance with the design specification by January 2011: Construction and erection of the sign system on site by March 10th 2011:

1.10. Form of Appointment

The appointment may be terminated by the Client at any time on payment of all fees and expenses due at the time of termination.

It will be a condition of the appointment that the contractors will hold the Client indemnified against any claims arising from the commission whether by negligence or otherwise.

1.11. Copyright

The copyright of the work produced as a result of this commission shall be vested in the client. All proposals and illustrative material will be passed to the client together with the copyright on all documents and illustrations.
