Emergency Fire Closure

Pursuant to 16 USC § 551 and 36 CFR § 261.50 (a) and (b ), the following acts are prohibited upon roads, trails, developed recreation sites, rivers and general forest areas in the Umpqua National Forest as described below and shown in Exhibit A. This Order will be effective beginning 12:00 Noon on 1 September 5 \ 2017 and ending December 31, 2017.

PROHIBITIONS:

1. Being upon a closed road. [36 CFR § 261.54 (e)]

2. Going into or being upon a closed area. [36 CFR § 261.52 (e)]

3. Being on a trail. [36 CFR § 261.55(a)]

4. Entering or using a developed recreation site or portion thereof. [36 CFR § 261.58(b)]

5. Use by prohibited traffic. [36 CFR§ 261.54(b)]

ROAD/AREA CLOSURE DESCRIPTIONS:

Cougar Bluffs Closure: Beginning at the intersection of the and the National Forest Boundary (T26S, RIW, Section 18); heading south on the National Forest Boundary to the junction of NFS Rd. No. 2703 (T27S, Rl W Sec 6); heading east on NFS Rd. No 2703 to the junction of NFS Rd. No. 2703-330; heading northeast on NFS Rd. 2703-330 to the junction of NFS Rd. No. 4714; heading northeast on NFS Rd. No. 4714 to the North Upqua River, then follwing the highwater mark on the North side of the Umpqua River (T26S, RlE, Sectionl5); heading west along the river high water mark back to the beginning of the closure area. The River bank on the North side of the North Umpqua River is open, but the river remains closed. All roads bounding the closure area are included in the closure.

Steamboat Closure: Beginning at the junction with NFS Rd. No. 23 (Canton Creek Rd.) and NFS Rd. No. 38 (Steamboat Creek Rd.) (T25 S, R 1E, Section 31 ); heading northeast on NFS Rd. No. 3 8 to the junction with NFS Rd. No. 3816 (T25S, R2E, Section 8); heading southeast on NFS Rd. No. 3816 to the junction ofNFS Rd. No. 3810; continuing easterly on NFS Rd. No. 3810 along the Boulder Creek Wilderness boundary to the junction ofNFS Rd. No. 2154-236; heading east on NFS Rd. No.2154-236 to the junction ofNFS Rd. No. 2154; heading east on FNS Rd. No. 2154 to junction of NFS Rd. No. 34 (T25S, R4E, Section 30); continuing south on NFS Rd. No 34 to the junction of NFS Rd. No 3401 (T26S, R4E, Section19); the closure area continues south on the west side of NFS Rd. No. 34 to the junction of trail 1414 (NFS Rd. No 34 will remain open to motorized traffic from NFS Rd . No 3401 to Hwy 138); continuing westerly on Trail 1414 to the junction of the hydro power aqueduct (T26S, R3E, Section27); heading west on the hydro power aqueduct to the junction of NFS Rd. No 4775 -010 (T26S, R3E, Section27); continuing northwest on NFS Rd. No. 4775-010 to the junction ofNFS Rd. No. 4775 (Medicine Creek Rd.); heading southwesterly on NFS Rd. No. 4775 to the junction of Hwy 138; continuing west along the northern edge of Hwy 138 to the junction of NFS Rd. No. 38; continuing north on NFS Rd. No. 38 to starting point. NFS Rd. No. 38 is open from the junction of Hwy 138 to the junction of NFS Rd. No. 23. All roads bounding the closure area with the exception of NFS Rd. 38 from the Jct. of Highway 138 North to the Jct. of NFS Road 23 are included in the closure.

Calf-Copeland/Devil's Canyon Closure: Beginning at the junction of State Hwy 138 and NFS Rd. No. 4714 (T26S, RlE, Section 15); following NFS Rd. No. 4714 southwest to the junction of NFS Rd. No. 4720; following NFS Rd. No. 4720 to the junction with NFS Rd. No. 2715 (T27S, RlE, Section 15); following NFS Rd. No. 2715 east to the junction with NFS Rd. No. 2715-950 at French Junction (T27S, R3E, Section 32); heading east on NFS Rd. No. 2715-950 to the junction of Trail 1477; heading southeast on Trail I 477 to the junction of NFS Rd. No. 3700-870 (T28S, R3E, Section 35); heading northwest on NFS Rd. No. 3700-870 to the junction of Traill470; heading northeast on Trail 1470 to the junction of NFS Rd. No. 3703; heading northeast on NFS Rd. 3703 to the junction of NFS Rd. No. 4786 (T28S, R5E, Sectionl 7); heading north on NFS Rd. No. 4786 to the junction of NFS Rd. No 4785; heading northwest on NFS Rd. No. 4785 to the junction of NFS Rd. No 3701; heading east on NFS Rd. No 3701 to the junction of Hwy 138 (T27S, R4E, Section l); following Hwy 138 west to the junction of NFS Rd. No. 37; heading south on NFS Rd. No. 37 to the Watson Falls parking area/trailhead; following the outer edge of the parking area back to NFS Rd. No. 37(the Watson Falls Trail and parking area will remain open); heading north on NFS Rd. No. 37 back to Hwy 138; heading west on Hwy 138 back to NFS Rd. 4714. All roads bounding the closure are included in the closure.

Sandshed/Millsite Closure: Beginning at the junction of State Hwy 13 8 and NFS Rd. No. 4 700-700 (T27S, R5E, Section 1); following NFS Rd. No. 4700-700 south to the Department of Transportation (ODOT) maintenance facility and sand shed; closure area boundary is formed by the trees encircling the open area including the dispersed campsites of Millsite on the eastern edge of the open area (see map inset in Exhibit A).

Falcon Closure:

Beginning at the jct. of FDR 2900 and FDR 2925 in T. 30 S. R 1 E. section I 7, then following the 2925 southerly to the jct. of FDR 2925 and FDR 2925-800 in T. 31 S. R 4 E. section 4, then following FDR 2925-800 easterly to the jct. of FDR 2925-800 and FDR 6800 in T. 30 S. R 2 E. section 33, then following trail 1470 to the bdy. of the Rogue Umpqua Divide Wilderness, then following the Rogue Umpqua Divide Wilderness bdy. In a Northerly direction to the point the Umpqua National Forest Boundary, the Rogue River Siskiyou National Forest Boundary and the Wilderness boundary diverge in T. 29 S. R. 3 E. section 15, then continuing along the Umpqua and Rogue River Siskiyou National Forests Boundary in a Northeasterly direction to the junction of trail 14 77 located in T. 29 S. R 3 E section 36. Follow trail 14 77 in a Northern direction to the junction with trail 1571 at the point the boundary turns Southwesterly in T 28 S. R 3 E. Section 3, then following the Rogue Umpqua Divide Wilderness bdy. to the point Trail 1437 intersects the Rogue Umpqua Divide Wilderness bdy. located in T. 29 S. R 3 E. section 18, then following trail 1437 to the Acker Divide Trailhead in T. 29 S. R 2 E. Section 13, then following FDR 2900-550 to the jct. of FDR 2900-550 and FDR 2900 road, then continuing along FDR 2900 road in a generally Southwesterly direction to the point of beginning at the jct. of FDR 2900 and FDR 2925 in T. 30 S. R I E. section 17. North Umpqua Ranger District road closure description: • NFS Rd. No. 38 (Steamboat Road) from the junction of NFS Rd . No. 3816 to the junction of NFS Rd. No. 3821 • All roads in the closed areas above.

The North Umpqua Ranger District closed trails consist of: • Trail No. 1414 - North Umpqua Trail Sections Closed: o Tioga o Mott o Calf o Marsters • Trail No. 1502 - Fall Creek Falls Trail: entire length • All other trails in the closed areas described above

North Umpqua River Closure: • Soda Springs Dam to The Falls at Steamboat Inn • Jeannie Fishing Hole at Steamboat Inn to Susan Creek Campground

State Hwy. 138 Pull-Out Closures: • Mile Marker 31 - 43

North Umpqua Ranger District Closed Developed Recreation Sites/ Campgrounds: • Apple Creek • Bogus Creek • Bogus Creek Raft Launch/ Take-Out • Boulder Flat • Canton Creek • Eagle Rock • Gravel Bin Raft Launch/Take-Out • Horseshoe Bend/ Deer Flat Group Site • Horseshoe Bend Raft Launch/ Take-Out • Illahee Flats Dispersed Site • Island • Steamboat Ball Field Group Site • Steamboat Falls • Wright Creek • All other sites in the closed areas described above

The Diamond Lake Ranger District closed trails consist of: • Trail 1414 -The North Umpqua Trail: Closed from White Mule Trailhead West to Marsters Trailhead including the following sections: o Dread & Terror o Hot Springs o Deer Leap o Jesse Wright • Trail 1451 • Trail 1452A • Trail 1452 • Trail 1461 • All other trails in the closed areas described above

Diamond Lake Ranger District Developed Recreation Sites/ Campgrounds: • Bear Camp Shelter • Camas Creek Dispersed Site • Fish Creek Forebay • Millsite Dispersed Site • Mud Lake Shelter • Soda Springs Trailhead and Picnic Area • All other sites in the closed areas described above

Diamond Lake Ranger District road closures consist of: • NFS Rd. No. 3401 from the junction of NFS Rd. No. 34 heading east to the junction of NFS Rd. No. 3401-600, and NFS Rd. No. 3401-500 from the junction ofNFS Rd. No. 3401 to NFS Rd. No. 3401-520. These closures are for motorized vehicles only- pedestrians are still allowed to travel on the roads by foot. • NFS Rd. 3 703 from Hwy 230 to the junction of NFS Rd. No 4 786 • All roads in the closed areas described above

Tiller Ranger District road closures consist of: • NFS Rd. No. 29 and all spur roads from the junction of 2925 int. 30 S. R 1 E. Section 17 to the junction NFS Rd. No. 2838 in T 29S. R 2 E. Section 17 • NFS Rd. No. 2924 which is closed in its entirety • NFS Rd. No. 2925 from the junction with the NFS Rd. 2900 south to the District boundary • NFS Rd. No. 2838 from NFS Rd. Pursuant to 36 CPR§ 261.50(e), the following persons are exempt from this order:

1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.

2. Pacificorp employees in the performance of their official duties.

3. Any Federal, State, or local officer, or member of any organized rescue or fire fighting force in the performance of an official duty.

This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.
