1.0 Executive Summary This is an existing mining lease of Soapstone mineral located near village- Chainpura, Tehsil- Jahazpur, District-Bhilwara (Rajasthan) over an area of 32.37 hectares. Lease was granted by State Government of Rajasthan vide order No. F2 (89)/Mines Group/II/83 Dated 18/08/1983 for mineral Soapstone for a period of twenty years in favor of Shri Kuldeep Singh Juneja S/o Shri Surendra Singh Juneja C/o 125, Sindhu Nagar, Bhilwara, Rajasthan. The mining lease (M.L.No. 78/2001) is located near village - Chainpura, Tehsil- Jahazpur, District - Bhilwara (Rajasthan) over an area of 32.37 Ha. (A copy of lease agreement is enclosed as Annexure No.-2). The same area is applied for renewal on dated 16/08/2001 as mining lease no.–78/2001.

Lessee has obtained Environment Clearance from SEAC vide letter No.– F1(4)/SEIAA/SEAC-Raj./Sectt./Project/Cat.1(a)B1(265)/10-11 dated 27/12/2010 (Copy of EC is enclosed as Annexure No-1).

In this case, the lease area is <50Ha. hence it come under jurisdiction of State Government i.e SEAC (State Level Expert Appraisal Committee), Jaipur Rajasthan. As per EIA Notification dated 14.09.2006, as amended on 01.12.2009, the project activity falls in Category ‘B’, Project or Activity 1(a)(4). Since State Committee is not formed in Rajasthan so this case will be appraisal by EAC (Expert Appraisal Committee).

The mining area is of 32.37 hectare located near village-Chainpura, tehsil- Jahajpur, District-Bhilwara (Rajasthan). Out of 32.37 hectare land, 0.94 hectare land is Agriculture land and remaining 31.43Ha. Land is Government’s Waste land. No forest land is involved in this area. Topographically, the area is undulated and hilly. The lease area lies between Longitude 750 7’ 38.6” E to 750 8’ 8.77” E and Latitude 250 29’ 40.86” N to 250 30’ 12.86” N and forms the part of two toposheets, 45 O/2 and 45O/3.

This is a proposal for enhancement of production of mineral Soapstone from 6000 TPA to 40,000 TPA. Mining will be done by semi- mechanized opencast method.

Bench Parameters shall be – 1. Height - 3m, 2. Width always kept more than the height. The main operation shall be drilling, blasting, sorting and the transportation. Mineral transported by trucks and tippers.

(iii) Need for the project and its importance to the country and or region Due to the increased development and modernization, the requirement of soapstone has been on the rise over the last few years. Mineral soapstone is used in many industries. The properties that give talc a wide variety of uses and markets are its extreme softness and smoothness, good luster and sheen, high slip and lubricating property, low moisture content, ability to absorb oil and grease, chemical inertness, high fusion point, low electrical and heat conductivity, good retention for filler purposes, and high specific heat. Soapstone is used commercially in paper rubber, textile and toilet industries. Beside it is used in talcum powder, polishing agents, insecticides and an insulating material. In addition, it has the advantage of being relatively abundant. It can be easily mined and prepared for market. Mining industry play an important role in economic sector in . Rajasthan is rich in mineral wealth. The state is endowed with major and minor mineral resources.

District Bhilwara is also known as zoo of minerals. The region, where the project is situated is mostly dependant on agriculture and mineral resources. The development of mining in the area provides direct and indirect employment opportunities, infrastructure development, communication and socio-economic infrastructure. The important benefits accruing from the project can thus be stated as-boost to local and regional economy, direct contribution to the state exchequer.

(iv) Demand and Supply Gap: As soapstone is used in paper, ceramic, cosmetic, paints, plastic, insecticides industries etc., the demand of soapstone is increasing day by day. Demand of soapstone is always high but now a days due to rapid industrialization and urbanization and due to its various physical properties, demand of soapstone is increasing with pace of time. At present demand of soapstone is much higher.

(v) Imports v/s Indigenous Production: Rajasthan is the major producer of mineral soapstone. Mineral soapstone is in abundant in the area. Chainpura is the area dominant with mineral. It had become a major source of economy in the area/region.

(vi) Export possibility Export possibility of mineral soapstone from this area is high Soapstone in the district. Major consumers of soapstone are various industries like paper, insecticides, ceramics etc. Also the possibility of export in international market is high as the Indian soapstone is considered to be the second best in the world after Italy.

(vii) Domestic/Exports Markets Soapstone produced will be supplied to the factories located in different parts of the State as well as in country. Mineral Soapstone will cater the local demand in the state. There is huge possibility of export of mineral Soapstone from the area.

(viii) Employment generation (Direct & Indirect) due to the project By this mining project of soapstone in the area, peoples will get employment. The project directly generates the employment for the local people and indirectly for the others. Approximately 23 persons will get direct and about 115 persons will get indirect employment from this soapstone mining project.

3.0 Project Description (i) Type of Project including interlinked and interdependent projects, if any. The proposed project is mining unit of Soapstone. This is a proposal for enhancement of production of mineral Soapstone from 6000 TPA to 40,000 TPA. There is no Interlinked/Interdependent project, only mining of mineral Soapstone is proposed.

(ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The area has been marked on Toposheet No. 45O/2 & 45O/3. This comprises the mining lease near village- Chainpura, Tehsil - Jahazpur, District - Bhilwara of Rajasthan state.

(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. It is naturally occurring rocks which is site specific due to its geological origin. The opencast semi mechanized mining is proposed in this lease area for excavation of mineral and overburden. This lease is granted by the State Government of Rajasthan. Mineral found in the area is site specific hence no need for alternate site consideration.

(iv) Size and Magnitude of Operation Total area of mining lease is 32.37 Ha. comprises of 31.43Ha. Government Waste Land and 0.94 Ha. private agriculture land. This is a proposal for enhancement of production of mineral Soapstone from 6000 TPA to 40,000 TPA.

(v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) A. Method of Mining ∑ Rock Fragmentation: The mineral is compact and intergrowth in nature and cannot be easily fragmented with the use of conventional tools. Thus drilling & blasting operation are needed to exploit deposit. Drilling & blasting practices are also required to remove the overburden/ waste. This work is carried out by the experienced & authorized contractors on contractual basis.

∑ Mucking and Transportation: The mucking of fragmented O/B is semi-mechanized way. The mineral is first sorted out manually to remove the impurities associated with it & it is placed separately as per grade/category. The sorted mineral is then carried to the temporary stack yard & then further loaded in the truck for it’s onwards transportation to the factories located in the state and in Gujrat & other parts of the country. In the next five years as proposed the working would be extended to systemize the pit. The faces would be advanced in all the directions & depth wise for getting production as well as development from the top of the hill, as per required norms of mining. This will help in better utilization of the resources and systematic development of the mine.

The guidelines followed for the purpose are as follows: 1. Shaping and sizing of the pit systematically.

2. Proper benching as per the Rules and Regulations made there under. The proposed bench height is about 3m & the width of the bench shall be kept more than the height.

3. The waste generated shall be dumped within the lease area.

4. Presently manual working has been carried out as the rate of production is low from the expected target. In order to increase the rate of production, extent of mechanization is also proposed.

B. Extent of Mechanization Initially the drilling is proposed on hire basis by the authorized contractors. The dumpers will also arrange on hire basis for removal of OB/waste and minerals. In table the list of machineries which will be required for mechanization is given in table 1.2:

C. Anticipated Life of Mine Average production proposed is about of 40,000 MT of per annum. Therefore Anticipated life = Mineral yet to excavated/ Avg. annual production. = 4537763/40000 = 113.4 years The life of mine may vary as per actual production obtained.

Regional Geology: Geologically, Bhilwara super group occupies major part of the district. The Vindhyan super group represented by sandstone, shale and limestone is exposed in south-eastern part of the district along the great boundary fault. The Gogunda Group is exposed in extreme north-western part of the district and the Kumbhalgarh Group occupies small area in south-western part of the district, both belonging to Delhi Super group. The Aravalli super group exposed in western part of the district is represented by Dovda Group.

D. Local Geology Mineral deposit of the lease area belongs to the Bhilwara Super Group. The mineral is exposed on the surface as well as below the ground level. To understand the geology of the area, surface geological mapping was carried out on a scale of 1:2000. This plan elucidates the different Lithological units, their dips and strikes, nature and behavior of mineralization and various other geological features (if any) observed during the course of mapping. The mining Lease area comprises of rocks of Bhilwara Super Group represented by Quartzites ferruginous. The stratigraphic succession of different litho units exposed in the area is as follows:

Recent - Alluvium/Soil Bhilwara Super Group - Quartzite intruded with Soapstone The litho unit wise details are as follow:

a) Soil Cover/ Alluvium-- The soil/alluvium covers almost a small part of the lease area It is derived locally and occupies the low-lying areas and can be used for cultivation purposes. The thickness of soil cover varies from few centimeters to 20 centimeters.

b) Quartzite- this is hard compact fine to medium grained light to grayish white to light colour and bedded or sheeted, because of jointed closely parallel to bedding planes. The General strike of planes is NE-SW with dips 40 – 45° towards North – East.

c) Structure- The main lease area has mineral Soapstone. There is no major geological disturbance observe in the area. However the rock type exposed in the area depict many small structural feature such as joints, fractures, foliations and minor folds etc.

d) Grade and Ore Characteristics- The mode of occurrence of Soapstone has imparted certain characteristics that have greatly enhanced the value of the deposit. The mineral Soapstone occurs in mixed form & is separated after mining at the surface. From economic point of view the mineral Soapstone is of good quality, easily separable & free from objectionable materials.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product. No raw material is required during the mining process.

(vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Water will be accumulated in the excavated mine out pit area during rains and pits serve as a natural ground water recharge structure. Water collected in the sump will be used in various purposes at mine viz. plantation, dust suppression etc.

(viii) Availability of water its source, Energy/power requirement and source should be given. Total water requirement in the mine will be about 5 KLD for drinking & domestic use, dust suppression and plantation. Drinking water will be brought by water tanker from dug wells and Tubewells in nearby villages. Diesel is used as motive source of primary energy for mine machinery. Diesel will be used in compressor, JCB and dumpers and tractors. About 200 liter per day is assumed to be consumed. Diesel will be outsourced from nearby diesel pumps. Nearby villages is well electrified.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal The sub grade mineral found in the area is mainly low grade intermingled mineral. At the end of 5th year total 73200 Cu m waste will be generated.

4.0 Site Analysis (i) Connectivity The mining lease area is about 3.0 km in North-East of village Chainpura. Tehsil Jahazpur is approx 19 km in North-East of lease area. The district is well connected by Road Network. Lease area is approximately 50 km. from Bhilwara in North-East direction.

(ii) Land Form, Land use and Land ownership The area of lease is 32.37 ha. comprises of Govt. waste land (31.43 Ha.) & Agriculture land (0.94 Ha.). The lease area forms part of G.T. (iii) Topography (along with map) The lease area is situated about 3.0 km northeast of village Chainpura, Tehsil- Jahazpur, District- Bhilwara. Topographically, it comprises low hilly land. There is no individual drainage within the area. There is a seasonal river i.e. Banas passing in West of lease area about 0.9 km distance. There is no forest land involved in this lease area. General drainage is forwards northern and north eastern side of lease.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (d.istance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be industrial area, a copy of the Gazette notification should be given. The lease area comprises of Govt. waste land (31.43 Ha.) and private land (0.94 Ha.).

There are no eco-sensitive areas such as National Park, Wildlife Sanctuaries etc. present in study area.

(v) Existing Infrastructure Presently there is no infrastructure in lease area except one office cum shelter.

(vi) Soil Classification Soils of the district are classified as follows:

Clay loam or medium black: This type of soil is found in the hilly areas in the central parts of the district.

Loam: This type of soil is found in the entire district.

Sand and Sandy Loam: This type of soil is found mostly near the banks of rivers and nallahs.

Loam Pebbly & Stony: These types of soils are met within the hilly areas of the eastern blocks of the district.

(vii) Climatic data from secondary sources The climate of the area is dry with extreme temperature variation i.e. in 0 0 summer as high as 44 C, whereas in winter it lowers to 6 C or even less. Most of the rain falls during the period of July to September. Average annual rainfall in the tehsil is 683.5 mm.

(viii) Social Infrastructure Available The site is well connected with social infrastructure facilities like road, medical, telephone, telegraph etc. All the above facilities are available in village Chainpura, 3.0 km from lease area. Water is brought from nearby Abhaipur village, 1.0 km from lease area where regular water supply is being taken by labours.

(a) Electricity Electricity supply is available in all nearby villages. Jahazpur is well electrified. Electric power facilities are not available at mine site.

(b) Water Water will be brought from the well & tube wells from the nearby Abhaipura village.

(c) Road Transport Mine lease is located at a distance of about 3 km in North-East of village chainpura approachable by cart track.There is no National Highway / State Highway with in 10 km radii of lease area.

Major District Road (MDR-7) passes through in East of lease area at a distance of 7.75 km

(d) Rail Transport There is no railway station within 10 km radii of lease area. The nearest railway station is Mandalgarh railway station at a distance of 33.4 km from lease area in South direction. .

(e) Air Transport Air transport facility is not available in the district. The nearest air port is at jaipur which is about 160 km from Tehsil Jahazpur.

(f) Health and Educational facilities Adequate medical facilities such as dispensary/PHC are available in near villages. General Hospital is available at Tehsil – Jahazpur & District - Bhilwara. Primary schools are available in most of the villages in 5 km periphery of lease area.

The education facility is available in near villages. Higher education facilities such as colleges etc available at District – Bhilwara (Raj.)

(ii) Population Projections The project will employ most of the workers from nearby areas. Local people from nearby villages will be given preference. Thus there will no chance to increase population due to proposed project of Soapstone mining in the area.

(iv) Assessment of Infrastructure Demand (Physical & Social) (a) Physical Infrastructure The road facility is available which shall be used and properly maintained. Other requisite infrastructure as transport of mine labours is available by way of jeep & two-wheelers. Govt. dispensary is available at near village Chainpura.

(b) Social Infrastructure Proposed project will provide employment for about 23 people directly and 115 people indirectly.

health etc. Communication facilities are such as post office, tele- communication available in nearby village chainpura. Nearby village chainpura is well electrified. Medical facilities are such as PHC available in nearby villages. Hospital facilities are available in Tehsil – Jahazpur, District – Bhilwara, Rajasthan.

6.0 PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) No processing of the product is required.

(ii) Resident Area (Non Processing Area) No residential area is proposed.

(iii) Green Belt To improve the environment of the area on waste dumps it is proposed to plant along the lease boundary, unworked area & along haul roads etc. At the end of life of mine about 33% area will be planted with suitable plant species. Preferences will be given to local plant species.

(iv) Social Infrastructure In social infrastructure, house is made of pucca and kaccha both of type. Tar road is available in near villages. By this proposed Soapstone mining in the area, provides employment opportunities in the area and this helps to control migration of people from one place to other.

(v) Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.) There is no National Highway/ State Highway within 10 km radius of lease area. MDR-7 passes through at a distance of 7.75 km from lease area in East direction. There is no railway station within 10 km radii of lease area. The nearest railway station is Mandalgarh railway station at a distance of 33.4 km from lease area in South direction.

(vi) Drinking Water Management (Source & supply of water) Total water requirement of 5 KLD will be met from nearby village Abhaipur. For drinking purposes, about 2 KLD water will be required.

(vii) Sewerage System: No sewerage will be generated from the project area.

(viii) Industrial Waste Management No Industrial waste will be generated from the project.

(ix) Solid waste Management Waste is comprises of top soil, waste will be stacked and dumped around 2.3153 Ha. at the end of life of mine.

(x) Power Requirement Nearby village’s area is well electrified, mining machinery will be driven by diesel power for which estimated requirement of diesel will be about 200 liters per day which will be procured from nearby petrol pumps.

7. 0 REHABILITATION AND RESETTLEMENT(R&R PLAN) (i) (Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustee and landless labour (A brief outline to be given). Mining will be carried out within lease area only so no need of rehabilitation and resettlement plan so far.

8.0 PROJECT SCHEDULE AND COST ESTIMATES (Likely date of start of construction and likely date of completion (time schedule for the project to be given) Project will commence within 30 days after getting the environmental clearance. It is estimated that about Rs. 50 lakh working capital will be required for having mining machineries, vehicle and infrastructure development etc.

The profit will depend upon the actual production obtained from the mine, which may vary due to demand of mineral in market.

POPULATION BENEFITED: Approximately 23 persons will get direct and about 115 persons will get indirect employment from this soapstone mining project.

Skilled labours/ Unskilled labour –20, Qualified mines manager – 1, Mining Engineer (part time) – 1& Mining mate cum Blaster – 1.

GOVERNMENT REVENUE The State Government will get revenue as royalty from selling of mineral, land tax/surface rent, sale tax/VAT, income tax etc will be addition.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) Soapstone mining project of Shri Kuldeep Singh Juneja located at near village Chainpura, Tehsil – Jahazpur, District – Bhilwara (Rajasthan) is of utmost importance to the area for interest of mineral development and improves the socio-economic conditions of the local habitants. The operation of the proposed project of Soapstone mining will pass on various social and economic benefits to the local communities of the area in addition to the existing benefits due to provide better employment opportunities and improvement in social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalty, ceeses etc.
