Speaker of Parliament; His Lordship the Chief Justice; Rt. Hon. Deputy Speaker of Parliament; His Lordship the Deputy Chief Justice; Rt. Hon. Prime Minister; Rt. Hon. Deputy Prime Ministers; Hon. Ministers; Hon. Members of Parliament; Members of the Diplomatic Corps; Distinguished Guests; Ladies and Gentlemen, all of you the citizens of Uganda and our visitors. Madam Speaker, In fulfillment of the Constitutional requirement under Article 101 (1) of the Constitution of the Republic of Uganda, I am here to deliver the State of the Nation Address, 2020. 2 While still fighting, precisely at Kanyaara camp in Ngoma, the combined meeting of the High Command and NRC, adopted the 10 points of NRM political programme. BENJAMIN WILLIAM MKAPA DCL Mr Chancellor, There’s something familiar about Benjamin Mkapa’s story; a graduate joins a political party with socialist leanings, rises rapidly through the establishment then leads a landslide electoral victory, he focuses on education and helps shift the economy to a successful and stable mixed model. He is popular though he does suffer criticism over his military policy from Clare Short. Then after 10 years he steps down, voluntarily. Tell this story to a British audience and few would think of the name Mkapa. Indeed, if you showed his picture most British people would have no idea who he was. This anonymity and commendable political story are huge achievements for he was a leader of a poor African country that was still under colonial rule less than 50 years ago. He’s not a household name because he did not preside over failure, nor impose dictatorial rule, he did not steal his people’s money or set tribal groups in conflict. He was a good democratic leader, an example in a continent with too few. The potential for failure was substantial. His country of 120 ethnic groups shares borders with Mozambique, Congo, Rwanda and Uganda. It ranks 31st in size in the world, yet 1 when it was redefined in 1920 the national education department had three staff. The defeat of Germany in 1918 ended the conflict in its East African colony and creation of a new British protectorate, Tanganyika. In 1961 the country achieved independence and three years later joined with Zanzibar to create Tanzania. -

How South Africa Can Nudge Zimbabwe toward Stability Crisis Group Africa Briefing N°164 Johannesburg/Nairobi/Brussels, 17 December 2020 What’s new? As Zimbabwe’s political and economic crises worsen, South Africa is moving beyond its policy of “quiet diplomacy” with its northern neighbour and apply- ing more pressure on Harare to open up political space and reform its economy. Why does it matter? With Zimbabwe’s people slipping further into destitution, crackdowns fostering a growing sense of grievance within the opposition, and politi- cal divisions pitting ruling-party members against one another, the country could tip into even greater crisis through mass unrest or another coup. What should be done? Pretoria should press Harare to halt repression and start dialogue with the political opposition to address Zimbabwe’s economic woes. It should work with Washington on a roadmap for reforms that the U.S. and others can use to guide decisions on reversing sanctions and supporting debt relief for Zimbabwe. I. Overview Three years after a coup ended Robert Mugabe’s rule, the situation in Zimbabwe has gone from bad to worse, as political tensions mount, the economy falls apart and the population faces hunger and COVID-19. Having signalled a desire to stabilise the economy and ease repression, President Emmerson Mnangagwa has disappointed. The state is arresting opponents who protest government corruption and incompe- tence. Meanwhile, government-allied businessmen are tightening their grip on what is left of the economy, while citizens cope with austerity measures and soaring infla- tion. Violence and lawlessness are on the rise. -

Post-Populism in Zambia: Michael Sata's Rise

A focus on political theatre is more helpful. This article extends the debate on populist performance, showing how populists typically do not produce rehearsed performances to passive audiences. In drawing ‘the people’ on stage they are forced to improvise. As a result, populist performances are rarely sustained. The article describes the Zambian Patriotic Front’s (PF) theatrical insurrection in 2006 and its evolution over the next decade. The PF’s populist aspect had faded by 2008 and gradually disappeared in parallel with its leader Michael Sata’s ill-health and eventual death in 2014. The party was nonetheless electorally successful. The article accounts for this evolution and describes a ‘post-populist’ legacy featuring hyper- partisanship, violence and authoritarianism. Intolerance was justified in the populist moment as a reflection of anger at inequality; it now floats free of any programme. Sichone Abstract: Despite the important role that intra-party democracy plays in democratic consolidation, particularly in third-wave democracies, it has not received as much attention as inter-party democracy. Based on the Zambian polity, this article uses the concept of selectocracy to explain why, to a large extent, intra-party democracy has remained a refractory frontier. Two traits of intra-party democracy are examined: leadership transitions at party president-level and the selection of political party members for key leadership positions. The present study of four political parties: United National Independence Party (UNIP), Movement for Multiparty Democracy (MMD), United Party for National Development (UPND) and Patriotic Front (PF) demonstrates that the iron law of oligarchy predominates leadership transitions and selection. Within this milieu, intertwined but fluid factors, inimical to democratic consolidation but underpinning selectocracy, are explained.
