Playing Fields Committee

ollaboration has been the buzz word in the last 12 months for the Playing CFields Committee. The teamwork between the Parish Council and the Writtle Sports & Social Club has led to the recent development of a replacement floor and redecoration of the Events hall at the Paradise Road venue.

The Communities Initiative Fund was the Paul Costello main source of income for the project but this was substantially contributed to by the Tickers group which use the hall four days every week for cardiac rehabilitation, Writtle Parish Council and fund raising by all the sections. The colour schemes were selected especially to aid the sight of a table tennis ball by the players and matched by the Sewing club to provide a warm homely feel.

A special thanks to Paul Delaney and Ben Irving for completing the funding process. We look forward to working together on our next rewarding project and the potential of adding an outdoor table tennis table to our outstanding facilities around the Village.

e now, after a long delay, have two new Speed Indicator Devices, or WSIDs, in Writtle. The SIDs are sited to record a snapshot of the speed, date and time of every vehicle entering the village on Ongar Road and Lordship Road. This data can be accessed by the Parish Council and used to support Peter Cracknell requests for future Police enforcement. Hopefully the SIDs also directly influence driver behaviour by showing a happy face icon to those who keep to the 30mph limit and a speed camera icon to those that do not. Writtle have these SIDs because the Parish Council decided to buy and install them, although Essex County Council had to give approval to the locations and erect the posts.

The Local Highways Panel (LHP) of Essex County Council (ECC) can allocate money to locally requested measures that would because the recorded speed data implied it was unlikely to make not otherwise be funded. arish Council Members visited the CCTV control centre at Chelmsford City Council on 2 February 2017 to view the Pnew CCTV cameras which have recently been installed at Paradise Road playing fields. Councillors were very impressed by the high definition cameras which gave excellent images at night time despite the wind, rain and cloud cover. The cameras are monitored and recorded by staff at the control centre 24/7 who have direct video and radio links with Essex Police and can access recorded images instantaneously. Councillors learnt how the cameras have already been successful in dealing with three separate drug-related incidents one of which resulted in three arrests. They were also reassured that the investment was being used well to safeguard users of the playing fields and protect property. An image from one of the cameras is shown opposite.

The Parish Council applied to Chelmsford City Council for permission to produce a Neighbourhood Plan in December 2016 and permission was granted in January 2017.

Why does Writtle need a Neighbourhood Plan and what does it achieve? Successive Governments have been keen to ensure that future planning and development policies will be more locally rather than centrally generated. This is to ensure that local residents have more input into how they would like to see their area develop and grow in the future rather than being dictated to by local planning authorities such as Government, County or Local Planning Authorities. In Writtle’s case, the latter two being Essex County Council and Chelmsford City Council. However it is important to note that the Neighbourhood Plan must follow the broad policies of the established Local Plan, (for example, in terms of allocation of housing need, industry, retailing, retention of open spaces and green belt).
