• Christmas Eve and New Year’s Eve events occurred and had a few families attend. ii. D. Deuling • LDM is not doing a good job of clearing the stop signs in Blue River, and people are just driving through them as they are not visible. Services Coordinator will provide contact for LDM and MOTI to report these issues. • The Blue River Fire Dept is training a few new volunteers. iii. D. McRae • LDM is doing a great job with snow removal in Avola. • Still concerned that there’s no yield sign near the gas station exit. Services Coordinator advises that this has been forwarded to MOTI for their review and is in their hands to make a final decision as it isn’t within the TNRD’s mandate. iv. L. Onslow • LDM is not doing a good job and there were many complaints of the grader plowing people in and plowing over and damaging garbage cans on pick up day. Services Coordinator will provide contact for LDM and MOTI to report these issues. • The Blue River PAC thanks Director Quinn for the discretionary funds to support the spring field trip for the elementary school students. • Concern that classic tracks are not being set when the cross country trails are being groomed. Matic Vecko, MWHS General Manager, was at the meeting, and as MWHS holds the contract to groom the cross country ski trails, he will ensure that this is done moving forward, and asks that any concerns regarding the grooming be passed directly to him.

v. K. Quinn • LDM and MOTI representatives were in Blue River last week, responding to 14 complaints received in one day, related to snow removal. This would be in response to the items relayed above by Ms. Onslow and Mr. Deuling.

d) Director’s Report • Director’s report dated January 7, 2020, is attached for Committee information. • Director Quinn reviewed his report and answered questions. • There is a Community to Community Forum in Clearwater on January 31, and TELUS will be in attendance. NEW BUSINESS a) Blue River Trails Plan Update - Report • The Committee considered the Report by the Services Coordinator dated January 10, 2020, which recommended completing a new Master Trail Plan for Blue River, and applying for funding from Community Futures Thompson Country and the BC Active Transportation Planning Grant programs, to support development of the Plan.

b) Blue River Trails Task Force Establishment - Report • The Committee considered the Report by the Services Coordinator dated January 10, 2020, which recommended the establishment of a Blue River Trails Working Group to provide a framework for providing effective information sharing, planning and execution of a connected trail network which would serve multiple types of users, while working to minimize conflict. The Working Group would also be involved in any updated trail planning, as well as construction of future trails.

THAT, as requested by the Thompson Headwaters Services Committee, the Board establish the Blue River Trails Working Group, to address the need for stakeholder representation and input to the Blue River Trails Master Plan and ongoing input and participation on Blue River Trails projects. c) River Safari • Committee discussed continued inclusion of River Safari on Blue River marketing sites, in light of their recent fines associated with bear baiting. • Destination BC and the Thompson Tourism Association both removed River Safari from their sites when they were charged. The North Thompson Valley site has removed them since they were found guilty. • The Committee feels that River Safari is an important economic driver for Blue River, and that although they have been penalized by the courts, they retain the permits for their business and will be maintained on the Blue River marketing sites. • The Committee will discuss the option of asking the North Thompson Valley site to reconsider River Safari as an Essential Experience on the www.norththompson.ca website in the future.

8. QUESTION PERIOD Ms. Quinn asked what is being done for brushing on the luge hill. Services Coordinator advised that nothing is planned as this was not identified as a priority within the Committee Parks budget, but that if the Committee felt it was a priority, a volunteer event such as suggested by Ms. Quinn, could be organized for the summer. Manager was in attendance at the meeting and indicated that their organization would be interested in participating in brushing the luge hill. The Services Coordinator requested Ms. Quinn contact her with the request and that the Service Coordinator will come back to a future Committee meeting on how the brushing could occur in summer 2020.

Mr. McRae brought the plight of the animals affected by the Australian wildfires to the Committees attention, and asks that they consider contributing in any way they can to support attempts to assist the displaced animals.

SUBJECT: Blue River Trails Working Group – Terms of Reference

RECOMMENDATION:

That the Blue River Trails Working Group Terms of Reference be approved as presented.

SUMMARY: A Terms of Reference needs to be established for the Blue River Trails Working Group (the Group), so that the participants understand their roles and responsibilities. The establishment of the Group was approved by the Thompson-Nicola Regional District (TNRD) at their January 16th, 2020 Board meeting.

BACKGROUND: The Thompson Headwaters Services Committee (THSC) requested that the TNRD Board approve funding for a new Blue River Trails Master Plan, and the establishment of a Blue River Trails Working Group. The TNRD Board approved these requests at their January 16th, 2020, Board meeting. The Group will provide stakeholder representation and input to the new Trails Master Plan, as well as ongoing dialogue and participation in future trail development.

DISCUSSION: In order to ensure that the Blue River Trails Working Group members have a clear understanding of the authority, goals, meeting protocols and procedures, it is necessary to develop a Terms of Reference. The Terms of Reference also include a suggested list of Working Group participants, with whom initial contact has been made to determine if the groups would be interested in participating in a collaborative approach to trail planning. The Terms of Reference are based on those previously used for the Vavenby Community Park Working Group, and the District of Clearwater Trails Task Force. The Terms of Reference have been reviewed by TNRD Senior Staff.

Working Group: Under Section 795 of the Local Government Act, the Board of the Thompson-Nicola Regional District has established a select committee, the Blue River Trails Working Group (the Group) and appointed members to the Group. In January 2020, the Board approved the establishment of the Group to address the need for stakeholder representation and input to the Blue River Trail Master Plan, and ongoing input and participation on Blue River trails projects. The Group will serve as an advisory body to the Thompson Headwaters Services Committee (THSC).

Chairperson: The Chairperson of the Group is to be elected by the members of the Group.

Responsible to: The Group is responsible to the Thompson Headwaters Services Committee.

Purpose: The purpose is to provide stakeholder representation and input to the Blue River Trail Master Plan, and ongoing input and participation on Blue River trails projects and planning.

Goals of the Group: 1. To provide a collaborative approach to trail planning, ensuring that stakeholder concerns are taken in to account for management of existing trails, and development of future trails. 2. Provide input to the new Blue River Trails Master Plan, aiming to develop safe, connected and functionally consistent trails for both recreation and commuting routes 3. Prioritize areas for development, and develop shelf ready plans, within the Blue River Trails Master Plan and other agencies planning documents.

Composition: Membership of the Group shall be 16 (final number to be determined once confirmation that groups identified as providing designates, are confirmed as wanting to participate) members and will consist of: • Electoral Area “B” (Thompson Headwaters) Director (ex-officio) • TNRD Services Coordinator • One (1) THSC Representative • Representative (designated) • Recreation Sites and Trails BC Representative (designated) • Ministry of Transportation and Infrastructure Representative (designated) • BC Parks Representative (designated) • West Fraser Representative (designated) • Blue River Powder Packers Representative (designated) • Mike Wiegele Heli Skiing Representative (designated) • River Safari Representative (designated) • Community member representing Off Road Vehicle interests (appointed) • Community member representing Hiking interests (appointed) • Community member representing Mtn Biking interests (appointed) • Community member representing Cross Country interests (appointed) • Community member representing Snowshoeing interests (appointed).

Miscellaneous: • TNRD staff support to the Group will be provided on an as required basis, depending on the nature of the expertise required (resources permitting) and will act as an advisory resource • Other resources from various agencies and areas of expertise will be encouraged to participate from time to time. • Communication with the Group will usually occur through the Chair or a designate appointed by the Chair of the Working Group. • The TNRD Services Coordinator or designate shall attend Group meetings as an advisory resource and recording secretary.

Terms of Appointment: • Appointments are for a one year term, with the exception of the initial appointments which will end December 31, 2021. • Appointments will be made on the recommendation of the Thompson Headwaters Services Committee. • The continuation of the Group will be evaluated at the end of each year. • Scheduled monthly meetings during the first year, and shall move to quarterly by consensus of the Group.

Authority: The Group makes recommendations to the Thompson Headwaters Services Committee in regards to trails within currently held TNRD agreements, or new trails which the TNRD may consider taking on within the Blue River area.

Timeframes, Reporting and Deadlines:

• The meetings will take place at the Blue River Elementary School, date and time confirmed by majority of group. • Mandatory attendance by THSC rep, Services Coordinator, Electoral Area Director. • Quorum is required and will be determined by the attendance of no less than 4 (four) individuals representing the Blue River businesses and appointed community members, as well as the THSC rep, Electoral Area Director and the TNRD Services Coordinator. • Meetings are to be kept to a maximum of one and a half hours (1.5) hours.

Protocol and Procedures:

1. Meeting Agenda and Minutes a. All meetings must have an agenda. b. The agenda will be set by the Chair, with assistance from the Services Coordinator. c. Agendas will be distributed one (1) week prior to the meeting, by the Services Coordinator. 2. Consensus Decision Making a. The Group will not vote on any issues. b. When decisions or direction are required, it is to be achieved through consensus. 3. Conduct a. The Group shall conduct themselves in a respectful manner in all of their dealings with each other, the Group as a whole and the THSC. 4. Meeting attendance a. Members may attend via conference call, but in person is preferred.

The Facebook account surpassed the annual goal of a 25% increase in total followers. Met briefly with a representative from Telus with respect to improving service for Avola. Will try to set up a meeting with that representative for Avola soon.

Attended Community to Community meeting with Simpcw, District of Clearwater, District of Barriere and TNRD Director’s from Electoral Areas “A”, “O” & “P”, on Jan 31, 2020. A very informative meeting. Simpcw briefly explained steps they are taking with respect to the Little House Warriors.

The Clearwater & District Highway Rescue Society has requested the TNRD take on the Highway Rescue Service. The Board approved a motion that staff investigate ways and means to achieve this. No further information currently.

First reading for the new Official Community Plan for the North Thompson was passed at the December Board meeting. It is available at https://tnrd.civicweb.net/document/170570. Community meeting will be scheduled for May 5th, 6- pm at the Blue River Community Hall. Further input on this plan is requested. Direct your comments to Dan Wallace at 1-877-377-8673.

Parks • Provided more information to the Province, related to the foreshore leases for the docks at Eleanor Lake. They are under review. Trails • BC Active Transportation Planning Grant submitted Feb 4th. Funding decisions expected near end of May. • Final trails map designations and questions sent off to MWHS week of Jan 17th, with follow up on Feb 3rd. • Final trail map review with RSTBC on Feb 4th. • DRAFT Request for Proposal (RFP) and in to TNRD Sr. Staff for review. RFP will be issued April 20, closing May 20 (this is related to grant decision deadlines). • Blue River Trails Working Group creation approved by TNRD Board of Directors on January 16th. DRAFT Terms of Reference created and for review by THSC at Feb 11th meeting. Confirmation of stakeholders interest for the Working Group completed. Participation to be confirmed once the THSC approves the Terms. • Begun DRAFTING Trails Maintenance Contract. Anticipate advertising and awarding prior to April 24th. Cemetery • 2 upcoming burials in Avola Cemetery, scheduled for July.

Avola School House • Nothing to report.

Area B Rebroadcast • Avola stations returned to the air after K. Deckert determined the UPS had failed. UPS will need to be replaced. Blue River Water • No update. Economic Development • DBC has announced the funding for the NTVMC for 2020/2021, but the specific information will not be released until a revised budget is submitted and DBC makes a formal announcement. • Fresh Inc is running a “5 Things to do in Winter” campaign for the month of February. THSC members were asked for input and photos. Fresh Inc decided on the final content. • Sent out a request for events for the 2020 North Thompson Valley Guide, as well as updates on the Blue River and North Thompson websites.

Valley Connector Transit • 3 riders to Feb 6, 2020. January 2 Blue River/Avola portion of route was cancelled. Miscellaneous • Contact info for LDM and MOTI sent out to THSC, as requested at last meeting. • Attended the TNRD’s Collaborative Workplace Workshop on January 20th. • Attended the Value Added/Forestry Utilization Workshop on January 25th. • Attended the Community to Community meeting on January 31st. Meeting is intergovernmental for the North Thompson Valley, between TNRD Electoral Areas “A”, “B”, “O” & “P”, District of Clearwater, District of Barriere and Sun Peaks. • Worked on the streetlight confirmations for the TNRD covered streetlights. BC Hydro is trying to confirm the streetlights registered to the TNRD in their system. • Worked on finalizing 2020 THSC budgets, based on 2019 actual surplus calculations, and incorporating changes that have come up since then (i.e. $20,000 trails plan).

BR Trails signage • Design temporary trail markers – change to temporary until now Blue River Trails Master Plan is completed. • Design trailhead signage – review as part of the Blue River Trails Master Plan. Temporary signage will be put in place for 2020. BR Trails maps • Finalizing review with RSTBC and MWHS. • Contract for 2020 maps exists. Once map is finalized, send to designer to create for 2020 April production. These will be produced for one year, in recognition that there is a new Trails Master Plan being developed, and some trail information may change. Cemetery expansion • Email sent regarding “Cemetery Operator Approval for Additional Interment Area Request” requirements. Expansion proposal approved by Committee November 2019. • Parking area establishment and installation of new storage, spring 2020. • Further expansion in phases, based on available capital budgets. BR Cemetery Archway/Gate design/installation • Contract in place. • Will speak to contractor for modification which would allow removal of top portion to allow for movement of heavy equipment in and out of the site, without damaging new archway/gate. Will obtain updated quote. Avola Cemetery Sign Replacement • TNRD has established a standard for signs. This will be incorporated in to the replacement of the existing Avola Cemetery sign, after discussion with Communications Dept and Director of Community Services.

Herb Bilton Way Bridge over Blue River – Spring 2020 • Project completion delayed to Spring 2020.

Blue River Entrance Sign • Will apply for new MOTI right of way permit in spring, when exact site locations can be GPS’d. • Engineer sign structure, utilizing existing base if possible. • Design of sign, with budget for production – to be determined, contingent on funding.

Electoral Area "B" Project Updates
